Stryker MTS Phase V Program Overview
Procurement Overview
Stryker MTS Phase V Description/Requirements The Stryker MTS Phase V program is follow-on to the existing Stryker MTS product line that will reuse and/or extend the existing capabilities.
CASCOM has identified a need for additional hands-on maintenance trainers to support the wheel school at Fort Lee, VA.
The Stryker MTS Phase V requirement:
Hands-on Trainers (HOT) Next generation of Stryker MTS Part Tasks Trainers (PTT) Instructor and Maintainer training, and Interim Contractor Logistics Support (ICLS)
The class size requires five trainers of the following:
Mobile Gun System (MGS) Anti-Tank Guided Missile variant (ATGM) Remote Weapon System (RWS) Mortar Carrier variant (MC)
Stryker MTS (Phase V) Description/Requirements The Stryker MTS product line is defined as a set of hardware and software intensive systems sharing a common, managed set of features that satisfy the specific needs of the maintenance training mission of the Ordinance Schools.
The current Stryker MTS was developed from a common set of core assets. This common set of core assets will need to be extended and/or reused to:
1. Meet the requirements for new and existing weapons systems maintenance training
2. Meet the needs and requirements of the user training community
3. Provide for technical refresh due to obsolescence throughout the lifecycle
4. Maintain compatibility with the current weapon systems
5. Meet supportability requirements.

Stryker MTS (Phase V) Contracting Strategy
BLUF: Currently assessing all options to determine most appropriate Acquisition Strategy / Acquisition Plan.
Contract Vehicle:
Competitive stand alone contract ( not in STOC II)
Contract Type:
Possible Firm Fixed Price (FFP) depending on market research
Period of Performance:
Anticipated four to five years including all options (NTE 5 years)

Set-a-side determination results pending market research and approval
The Solicitation is under construction and will change during market research.
Draft RFP may be utilized prior to final solicitation release.
CLIN Structure:
Trainers will have separately priced CLIN’s; funded as awarded
Delivered to Ft. Lee after testing and inspection at Contractor Facility
WAWF will be used for all invoicing, acceptance / inspections reports
Contractors can propose alternate CLIN structure until solicitation release
GFP:
Delivery will be arranged immediately after contract award and will only include the devices needed.

Stryker Phase V Questions from Industry
1. Are there slides or other information from the industry day available for review?
Answer: The slides and all distributed information are now posted on FBO.
2. The NAICS code that was published on FBO, 333318 is for a 1,000 employee or less for small business consideration. Has the effort been determined to be a set-aside or will it be full and open completion.
Answer: The determination for a set-aside has not been made, the Government is still constructing our Market Research report.
3. In regards to the Statement of Work section 1.1, will the Government provide the Stryker Additional Skill Identifier (ASI) R4 and 91S Skill Based Training course curricula?
Answer: No – there is nothing in the course curricula that is germane to the development of the maintenance trainers.
4. In regards to the Statement of Work section 3.1.3, when will the Government provide the Program Work Breakdown Structure (PWBS)?
Answer: A proposed level three WBS will be included with the RFP. However, each offeror can modify to match their customary WBS structure.
5. In regards to the Statement of Work section 3.1.7, what is the purpose of having a separate “Start of Work Meeting” and a “Post Award Conference?”
Answer: The Post Award Conference is a contractual requirement to complete within 30 days after Contract Award and is facilitated by the Contracting Officer while the Start of Work meeting is completely technical in nature and is chaired by the Program Team. Both meetings can take place at the same time and location depending on the schedule of the Procuring Contracting Officer, Administrative Contracting Officer, the Program Manager and the selected Contractor / subcontractor.
6. In regards to the Statement of Work section 3.2.3.2, should “Software Center Operation Manual” read “Software Center Operator Manual?”
Answer: The correct Title is “Software Center Operation Manual”
7. In regards to the Statement of Work section 3.2.5.3 are the “approved Wireless Access Point (WAP), Radius server and the tablet” to be contractor provided?
Answer: Yes, it is intended that any Tablet or remote instructor capability be wireless; with appropriate cybersecurity hardening. The Government will not provide WAP hardware as GFE.
8. In regards to the Statement of Work section 3.2.6.9.2 Define “Fix TBD.”
Answer: The timing of the corrective action associated with any minor discrepancies which have no impact or minor impact on training will be agreed to within the program IPT. The discrepancy report will remain open until the fix is implemented. These types of corrective actions are not expected to affect fielding.
9. In regards to the Statement of Work section 3.2.7.1, do either the “Initial Capabilities Document (ICD)/Capability Development Document (CDD) or Training System Requirements Document (TSRD)” exist for the Stryker Maintenance Trainer System and, if so, will it be provided by the Government?
Answer: Yes but the TSRD is only contained in the SOW and SRD. The TSRD as a separate document is not part of the contract and only the required portions used in the SOW and SRD will be provided.
10. In regards to the Statement of Work section 3.3.5 “The Contractor shall revise existing Government documents to develop training documentation for use during training and for follow-on training.” When will the Government documents be provided?
Answer: See answer to question 22.
11. In regards to the Statement of Work section 3.3.5 “The Contractor shall present the training for the Instructor Operator course and Maintenance course.” Is this a one-time or ongoing requirement for the contractor?
Answer: This is intended to be a onetime task for each course with appropriate take away material that can be used in a “train the trainer” environment.
12. In regards to the System Specification section 1.2, will the Government provide electronic copies of the IETMs for contractor use in preparing responses?
Answer: Yes – The Stryker IETMs only come in an electronic format. The IETM reader will also be provided.
13. In regards to the System Specification section 3.2.1.6, the sentences “The simulation shall provide the student with a visual cue if the student attempts to release the parking brake with the vehicle in gear.” and “The simulation shall provide the student with a visual cue if the student attempts to put the vehicle in gear without the parking brake engaged. “seem to contradict each other.
Answer: Both sentences will be removed in the next specification update. These instructions were related to the road test procedures. The road test is now a button task.
14. In regards to the System Specification section 3.2.3.1, “c. Provide work surface and seating for instructor and students” Is it the Government’s intention that the contractor provide furnishings for the classroom?
Answer: This requirement is not for a classroom. The contractor must provide seating at any instructor station associated with a HOT or PTT and if there is an associated student station, provision must be provided for the student to work.
15. In regards to the System Specification section 3.2.3.5, is the tablet to be wireless or tethered? (Many military facilities don’t permit wireless.) – answered in 3.9.4 but recommend including the information here.
Answer: It is intended that any Tablet or remote instructor capability be wireless; with appropriate cybersecurity hardening.
16. In regards to the System Specification section 3.2.5, to support the training of safe procedures the MTS will monitor student activities and report any unsafe actions it detects.“ Is this reported to the IOS, to the student, or both? If to the student, is it selectable by the instructor? (i.e., can the instructor decide to allow real time warnings to the student or elect to not warn the student?)
Answer: All unsafe action are to be immediately alerted to both the student and the Instructor. This will not be a selectable option to the instructor. Cautions and warnings are described in the IETM.
17. In regards to the System Specification section 3.2.6, will the Government provide TMDE as GFP to be modified for training purposes or is the expectation that all TMDE will be mock-ups?
Answer: Other than the Maintenance Support Device (MSD), at this time there are no plans to provide any other TMDE.
18. In regards to the System Specification section 3.2.8.2, instructor Operator Station (IOS). There are a lot of requirements in this paragraph that are student station related rather than IOS.
Answer: This section of the specification is currently under major revision.
19. In regards to the System Specification section 3.2.8.2, please define “Marked Eye” and “Single Action Pin Check.”
Answer: The term “Marked Eye” is a visual indicator used only with the DTTs to allow a student to quickly move to a specific viewpoint in the 3-D world. The term “single action pin check” is an option that the instructor can chose when an individual TTL includes performing voltage or continuity test on connectors with many pins. If invoked, the pin check tasks becomes a button task with appropriate directions to the student. This eliminates the repetitive need to move the multi-meter leads to each pin over and over when there is no training value to the task.
20. In regards to the System Specification section 3.10.1, if any COTS software is included in the MTS, must it comply with the C++/C# restriction?
Answer: This requirement does not apply to COTS software.
21. Regarding the Contracting Strategy section of the Industry Day brief, does the Government anticipate a separate CLIN for each trainer or will they be broken down by trainer category.
Answer: At the present time the Government anticipates having each trainer listed on their own CLIN to allow options as well as to facilitate multiple year funding to cover the CLINS. The CLIN structure is still open for alternate solutions from Industry.
22. Regarding the Contracting Strategy section of the Industry Day brief, the draft SOW asks for the contractor to update the “current specific software” are there any Data Rights that will prohibit industry from providing independent solutions. When will the software that needs to be updated be available for review to allow proposal preparation?
Answer: There are no data rights issues associated with the current HOTs or PTTs. It is anticipated that all existing data (software, product data, IETM, and documentation) will be available for pickup from the Government at the time a sources sought notice is released.
23. Regarding the Contracting Strategy section of the Industry Day brief, are there any portion of the technical data package that is not releasable and when can industry request a distribution agreement allowing access to the information.
Answer: See answer to Question 22. The complete technical data package can be released. Request for access to the data should be made when the sources sought notices is released and specific directions are provided.
24. Regarding the Contracting Strategy section of the Industry Day brief, when will the GFE be available for use in production after award and when can industry know how many they can have at once to plan production lines and schedule for bid purposes.
Answer: See annswer 25.
25. Regarding the Contracting Strategy section of the Industry Day brief, is there an order that the GFE will be available or can industry set the order of GFE type and quantity.
Answer 24 and 25: All GFE can be made available any time after contract award. Each offeror should define their best plan and timing based on their individual needs.
26. Regarding the Contracting Strategy section of the Industry Day brief, will the technical data package for all trainers be provided for bid and proposal preparation and if so when?
Answer: See answer to Question 22. Existing product data will be made available.
27. Regarding the Contracting Strategy section of the Industry Day brief, how long will industry have for the suspense period for the Request for Proposal?
Answer: At the moment the Government has estimated a minimum of 30 days for proposal preparation minus any solicitation amendments. Industry can request additional time once the Solicitation is published if adequate time is not provided; please provide justification for the extension when the time arises.
28. The Current suspense time posted on FBO is listed as 06 January 2017 but there are no required responses from industry. When will industry be provided what the Government wants from interested vendors?
Answer: The Government will post an updated RFI in December providing Industry with specific items that the Government will require to assist in Market Research. The Government is trying to alleviate excessive administrative requirements on industry during market research and will only request what is needed.
29. The current SOW and Specification have three different types of trainers is it possible that there may be separate contracts for each type of maintenance trainer?
Answer: The number of separate contracts will be determined after conclusion of the market research phase. As a minimum, it is anticipated that all HOTs will be included in one contract.
30. Describe the first article independent accepting test and will is be for 100% of the systems.
Answer: The term “first article” as used in the RFI and Section 1 of the early draft SOW corresponds to paragraphs 3.6.2 and 3.6.3 of the SOW. This is intended to be a 100% function test of the first delivery of each trainer type.
31. Does each HOT have to be similar, specifically does the MGS HOT need to be similar to the ATGM, MC or the RWS.
Answer: No from a physical standpoint. Yes from a software architecture and instructor control and student interface standpoint.
32. Is there interoperability software that connects the PTT’s, HOT’s and the DTT’s?
Answer: Currently, the Training Management System (TMS) is the only interface to all of the MTS individual components. It will be required that all lesson planning and student record keeping reside with the TMS.
33. Do the PTT’s, HOT’s and DTT’s have common software that needs to be provided and upgraded with this award?
Answer: Yes, there is a common software architecture and common instructor controls that are used with each trainer type.
34. Will the latest Interactive Electronic Technical Manual (IETM) be provided to approve interested vendors, if so how and when?
Answer: See answer to question 22.
35. Will the program use draft RFP’s and updates to the SOW’s/ Specification as the effort progresses?
Answer: Yes – as stated during Industry day, the current versions are early drafts. Significant changes can be expected. After release of sources sought notice, some additional changes are likely as questions are received from industry. Periodic updates are planned to be posted on FBO up to RFP release. These additional posting will have changes identified (with track changes).
36. Can multiple access to a DTT, HOT or PTT be authorized prior to proposal preparation?
Answer: After release of the sources sought notice, some limited access to the assets at Ft Lee can be scheduled. However, the training schedule at the Wheel School cannot be disrupted.
37. Will the MTS be using the latest Army IADS4 application for its IETM development?
Answer: The specific solution for IETM development will not be mandated. IADS4 and others are acceptable. Prior to development of the IETM, DI-TMSS-81814A will be included in the contract to require an IETM content plan.
38. Is a list available of the COTS software use on the existing Stryker-MTS?
Answer: Yes. The recent upgrade to the DTT classroom has one setoff COTs. The older Hull Hots and PTTs have a different set. Both will be made available with the sources sought notice.
39. In regards to the Statement of Work section 3.5, please clarify that the Tech Refresh includes the DTT however, the DTT is excluded from section 1, Scope.
