Contracts cited must be current, or have ended not more than three years prior to the closing date of the solicitation. If the contract performance ended more than three years prior to the closing date of the solicitation it will be determined to not be recent and not evaluated further.

Each PPIS shall be completed in its entirety. The past performance information listed on each sheet shall be for services related to the services required under this solicitation. For PPIS submitted, the offeror shall describe the objectives achieved and detail how the effort is similar to the requirements of this solicitation (referencing the PWS in Section C). The offeror may include contracts that demonstrate the prior experience of key personnel or subcontractors/teaming partners who will be performing in support of the contract resulting from this solicitation; such contracts shall be clearly identified to show the relationship of the past performance entry to the offeror.

Each PPIS shall only include one contract per sheet unless the contract listed is a single IDIQ contract. If the contract listed is a single IDIQ contract, the Past Performance Information Sheet may include one or more task orders from that single IDIQ contract. Past Performance Information Sheet’s submitted for a single IDIQ contract shall contain applicable task orders and shall not simply list the IDIQ base contract number. A PPIS that lists a base IDIQ number, but does not list relevant task orders shall be determined not relevant.

Each PPIS shall identify no more than one Point of Contact (POC) and if more than one POC is provided for any PPIS, only the first POC will be considered. The Government may contact the POC listed on the PPIS. The POC must be either Government personnel (civil service or military) or employees of private sector clients for whom the offeror provided services. Information provided by or for a POC who works directly for the offeror, or indirectly (i.e., in a prime/ subcontractor or mentor/protégé relationship, etc.), will be determined not relevant.

The POC must have firsthand knowledge of the contract provided on the PPIS. In the case of multiple task orders from a single IDIQ contract that are provided on a single PPIS, the POC shall have firsthand knowledge of all of the task orders listed.

Additional Three Pages: If necessary, the second three pages afford the offeror a venue to include any contract or contracts terminated for cause or default (in whole or in part) during the past three (3) years (to include those currently in the process of such termination). Please provide a brief background, issues with contract performance, any cure notices or show cause letters received and description of any corrective action taken.

Additionally, the Government reserves the right to use alternative resources to gather past performance information.

3.2.4.2. Subcontracting Concerns.

If Past Performance is submitted for a contract under which the offeror (or proposed subcontractor, partner, mentor, protégé, parent company, sister company, etc.) provided services as a subcontractor, partner, mentor, protégé, parent company, sister company, etc., the PPIS shall clearly describe the corporate relationships among those who provided the services, citing key responsibilities for each, to include identifying the specific services provided (in terms of numbers and types of personnel, locations, etc.) and nature of services provided (e.g., consulting services, subject matter expertise). If the submission does not clearly detail the specific responsibilities and relationship under a contract, it will be determined not relevant.

If a subcontracting, teaming, partnering, mentoring or other relationship is proposed, the offeror shall submit written consent from the subcontractor, partner, etc. to disclose their Past Performance information to the contractor. If such consent is not provided as part of the submission, the Past Performance of the subcontractor, partner, etc., it will be determined not relevant.

If neither the offeror nor its subcontractor(s), teaming partner(s), etc. possess relevant past performance, the offeror shall submit a statement affirming that they possess no relevant Past Performance.

Written consent (from a subcontractor, partner, etc. to disclose their Past Performance information to the contractor) does not count towards the overall page limit for Section III.

3.2.5. Volume I: Section V: Small Business Participation Plan.

Section V correlates to Evaluation Factor IV: Small Business Participation Plan.

Section V has no page limit.

3.2.5.1. Small Business Participation Plan (SBPP).

All offerors (both large and small businesses) shall submit a SBPP. Offerors should propose the level of participation of small businesses (as small business subcontractors) in the performance of the acquisition relative to the following small business objectives/goals.

The Department of Defense (DOD) has established small business goals as an assistance to assure small business receives a fair proportion of DOD awards. The goal for this procurement is 20% of the total contract value* is to be completed by small businesses.

*The Government recognizes these goals are stated as a percentage of the total contract value for the SBPP; whereas, the goals included in the subcontracting plan (FAR Clause 52.219-9) are stated in terms of a percentage of total subcontract dollars.

Subcontracting Plan

The subcontracting plan is separate from the Small Business Participation Plan.

NOTE: If applicable (applicable solely to large business concerns under NAICS code 811219) the Offeror shall submit a subcontracting plan in accordance with FAR Clause 52.219-9 and DFARS Clause 252.219-7003 (for reference see FAR 19.704 and DFARS 219-704).

The subcontracting plan shall be a separate document from the SBPP and will be used to determine contractor responsibility. In addition to the SBSP, Offerors shall certify compliance with FAR Clause 52.209-6 and provide sufficient information for the Government to determine responsibility of its proposed subcontractors.

Master subcontracting plans can be included as an appendix to the subcontracting plan and will not count towards the page count.

3.3. Volume II: Price Proposal.

3.3.1. MS Word is an acceptable file format for Volume II of the proposal. MS Word shall be MS Word 2000 or higher, but not greater than MS Word 2013. Offerors shall not submit duplicate copies of the same document (or volume). The exception to this is the Attachment 10-Initial Task Order Pricing Sheet, which is an MS Excel document and shall be submitted in that format.

The Government will not consider pages submitted in excess of the stated page limitations. Page limitations include all text, graphs, pictures, appendices, references and exhibits unless otherwise noted. Cross reference matrices, tabs, index sheets, tables of contents, dividers and other such aids that are solely used to assist the evaluator in locating information and are advisory in nature, imparting no other information other than the identification of content, will not be counted against any page limits stated within this RFP. Type shall be Times New Roman and no smaller than a font size of eleven (11) and shall have 1.0 line spacing. Type for graphics, tables and reproductions shall be no smaller than a font size of 10 with a minimum of 1” margins. Page size shall not exceed 8 ½” x 11”. In addition to the information stated at the beginning of this paragraph, the page limits described below do not include Title Page, Table of Contents, and Glossary. Double column pages are not allowed.

Volume II correlates to Evaluation Factor V: Price. Volume II has no page limit.

** Offeror’s shall ensure mathematical computations are correct. **

Offerors’ price proposals shall include proposal price assumptions.

3.3.2. CLIN 0001: Administrative Support Services Rate.

Offerors shall submit a rate (percentage- Administrative Support Services Rate) that shall be used to compute the price for Administrative Support Services. The rate will be utilized to compute the price for Administrative Support Services for each task order.

Task orders are for severable services and shall not contain a period of performance that continues for more than 12 months without the exercising of a separate option period. When developing a proposal for a task order the offeror shall compute the price for Administrative Support Services for each separate base or option period. The offeror shall apply the rate to a base of all other CLIN total prices (excluding CLIN 0001: Administrative Support Services) for the relevant (12 month or less) base or option period. The figure computed through this calculation will be divided by the number of months that comprise the period of performance for the relevant base or option period and billed on a fixed monthly basis.

The Administrative Support Services Rate will be evaluated for fairness and reasonableness during proposal evaluation. The successful offeror’s rate will be fixed in the subsequently awarded base IDIQ contract and shall be used by the offeror for development of proposals for all task orders issued against the subsequently awarded base IDIQ contract.

Offeror’s shall state their proposed Administrative Support Services Rate in the Attachment 10-Initial Task Order Pricing Sheet and provide the underlying basis / rationale used in the development of this rate in their accompanying narrative.

3.3.3. Labor Rates-CLIN 0002-Prime Contractor Labor, CLIN 0005- Subcontractor Labor, CLIN 0008-Advisory, CLIN 0009-Inventory and CLIN 0010- Training.

The offeror must specify fixed hourly rates in its offer that include wages, overhead, general and administrative expenses, and profit. The proposed rates will be evaluated for fair and reasonableness during proposal evaluation. The successful offeror’s rates will be fixed in the subsequently awarded base IDIQ contract and shall be used by the offeror for the development of proposals (specifically for CLINs 0002, 0005, 0008, 0009 and 0010) for all task orders issued against the subsequently awarded base IDIQ contract. CLINs 0008, 0009 and 0010 are FFP and rates will be used to support any FFP proposals submitted in response to a task order proposal request that specifies these services.

The offeror shall propose a single fully burdened regular time rate and a separate single fully burdened after hours rate for each of the following labor categories: BMET I, BMET II and BMET III. The fully burdened rate shall cover any labor hour utilized by that labor category by the prime or any (all) subcontractor(s) during the corresponding time period (regular or after hours).

Although the base IDIQ contract has a continuous 60 month ordering period, the labor rates shall be priced in 12 month periods because of the limit of a 12 month period of performance (without the exercise of an option period) on severable task orders. The offeror shall provide the escalation rate utilized.

The offeror shall break each proposed rate out by direct labor rate, fringe rate, overhead, general and administrative expenses, and profit. The breakout shall be expressed in dollars and as a percentage (e.g. the rate applied).

NOTE: Offerors are responsible for determining which of their proposed labor categories are covered by the Service Contract Labor Standards (SCLS) and they shall specify if any SCLS covered labor categories in their price proposal along with providing the applicable wage determination schedule and revision number. If the successful offeror determines that their proposed labor categories are covered by the SCLS, the appropriate clauses will be added at award.

3.3.4. Negotiated Indirect Cost Rate.

Per FAR Clause 52.212-4, Alternate I (i)(1)(ii)(D)(2), the Government will reimburse the Contractor for indirect costs on a pro-rata basis over the period of contract performance at the following fixed price (negotiated on a task order basis).

Offerors shall submit a rate (percentage- Negotiated Indirect Cost Rate) used to compute the Negotiated Indirect Cost and provide the underlying basis / rationale used in the development of this rate.

Task orders are for severable services and shall not contain a period of performance that continues for more than 12 months without the exercising of a separate option period. In other words, the Negotiated Indirect Cost will be computed separately for each base and option period at the task order level.

When developing a proposal for a task order, the offeror shall compute the proposed price for the Negotiated Indirect Cost for each separate base or option period. The offeror shall apply the rate to a base of the total value of CLINs 0003, 0004, 0006 and 0007 for the relevant (12 month or less) base or option period. The figure computed through this calculation will be divided by the number of months that comprise the period of performance for the relevant base or option period and billed on a prorated (fixed monthly basis).

The Negotiated Indirect Cost Rate will be evaluated for fair and reasonableness during proposal evaluation. The successful offeror’s rate will be fixed in the subsequently awarded base IDIQ contract and shall be used by the offeror for development of proposals for all task orders issued against the subsequently awarded base IDIQ contract.

Offeror’s shall state their proposed Negotiated Indirect Cost Rate in the Attachment 10-Initial Task Order Pricing Sheet and provide the underlying basis / rationale used in the development of this rate in their accompanying narrative.

3.3.5. Price Proposal for the Initial Task Order (ITO).

Offerors shall use the Administrative Support Services Rate proposed under Section 3.3.2. in the construction of their proposal. Offerors shall apply the rate in the calculation of the Administrative Support Services total as specified in Section 3.3.2.

Attachment 8-Initial Task Order Performance Work Statement provides the Governments estimates for prime and subcontractor labor hours (provided per labor category and by regular hour and after hour). Offerors shall use these figures in the construction of their proposal.

Offerors shall use the labor rates proposed under Section 3.3.3. in the construction of their proposal.

Attachment 8-Initial Task Order Performance Work Statement provides the Governments estimates for prime contractor material and travel costs and subcontractor material and travel costs. Offerors shall use these figures in the construction of their proposal.

Offerors shall use the Negotiated Indirect Cost Rate proposed under Section 3.3.4 in the construction of their proposal. Offerors shall apply the rate in the calculation of the Negotiated Indirect Cost as specified in Section 3.3.4.

3.3.6. Contractor Manpower Reporting (CMR) -CMR shall be Not Separately Priced (NSP). The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: https://cmra.army.mil. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2019. Contractors may direct questions to the applicable help desk at: usarmy.pentagon.hqda-asa-mra.mbx.samr-fm-cmra@mail.mil.

3.3.7. Attachment 10-Initial Task Order Pricing Sheet: Offerors shall provide all information requested in the sheet and submit the attachment as part of Volume II. Offeror’s shall not lock out spreadsheets! All calculations and formulas be visible and shall allow the Government to view all numerical values in the calculations or shall link to cells in the same spreadsheet that allow the Government to view the values. Links to other spreadsheets where the Government cannot access the underlying value are not acceptable.

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)

1.0. Evaluation of Proposals / Basis for Award.

The Government will award a single award IDIQ contract through the issuance of this RFP. In this assessment all offerors shall be evaluated solely on the factors specified in the solicitation. The Government will conduct a tradeoff process in order to determine which Offeror represents the best value to the Government. Best Value means the expected outcome of an acquisition that, in the Government’s estimation, provides the greatest overall benefit in response to the requirement. Evaluations shall be an assessment of the proposal and the offeror’s ability to perform the perspective contract successfully (IAW FAR 15.305(a)). The Government may decide to award to an Offeror who did not propose the lowest price.

The Government will evaluate these factors from the Offeror’s proposal:

Evaluation Factor I: Management Approach/Risk Evaluation Factor II: Technical Approach/Risk For The Initial Task Order Evaluation Factor III: Past Performance Evaluation Factor IV: Small Business Participation Plan Evaluation Factor V: Price

The Government will evaluate the factors independently of each other and each factor listed above is in descending order of importance. The non-price factors when combined are more important than price. As the range of technical merit narrows, price becomes a more significant factor in the tradeoff.

To receive consideration for award, offerors must achieve a minimum rating of “Acceptable” for Evaluation Factor I (Management Approach/Risk), a minimum rating of “Acceptable” for Evaluation Factor II (Technical Approach/Risk For The Initial Task Order), a minimum rating of “Satisfactory Confidence” or “Unknown Confidence (Neutral)” for Evaluation Factor III (Past Performance) and a rating of “Acceptable” for Evaluation Factor IV (Small Business Participation Plan).

2.0. Evaluation Approach.

2.1. Evaluation Factor I: Management Approach/Risk.

The Government will evaluate the offeror’s Management approach to determine the degree to which the offeror’s methodologies, processes, and capabilities reflect an ability to effectively and efficiently manage and execute the base contract and subsequent task orders.

The Government will assess the approach in the following areas:

- The completeness and effectiveness of the management structure with regard to roles and responsibilities, lines of authority, span of control, flow of information, and communication strategies amongst the contractor team to include any subcontractors, requiring activities, and external organizations.

- The offeror’s demonstrated ability to manage the base IDIQ contract and all subsequently awarded task orders in accordance with (IAW) PWS Section 2.3.

- The offeror’s demonstrated ability to provide administrative support services for the base IDIQ contract and all subsequently awarded task orders IAW PWS Section 1.3.1.

- The offeror’s demonstrated ability to provide MD/MDS and MLSE maintenance and repair services under all subsequently awarded task orders IAW PWS Section 1.3.2.

- The offeror’s demonstrated ability to provide inventory services under all subsequently awarded task orders IAW PWS Section 1.3.3.

- The offeror’s demonstrated ability to provide advisory services under all subsequently awarded task orders IAW PWS Section 1.3.4.

- The offeror’s demonstrated ability to provide training services under all subsequently awarded task orders IAW PWS Section 1.3.5.

- The offeror’s demonstrated ability to meet all documentation of work/reporting/deliverables requirements as outlined in the PWS for the base IDIQ contract and all subsequently awarded task orders IAW PWS Sections 1.3.2.6., 1.3.2.14., 1.3.2.15., 1.3.2.15.6., 2.3., 2.4.,2.5, 4.10 and 5.0.

- The offeror’s demonstrated ability to recruit, retain and manage a subcontractor/preferred vendor network capable of providing (along with the prime contractor), all of the services required in the PWS.

- The offeror’s demonstrated ability to monitor contract activities and manage cost, schedule, and performance for multiple task orders.

- The thoroughness and effectiveness of the offerors’ strategies and processes to identify, manage and mitigate risk.

- If the offeror has submitted the required Attachment A: Organizational Conflict of Interest (OCI) Certification.

- If the offeror has submitted the required Attachment B Organizational Conflict of Interest (OCI) Mitigation Plan (required only if the offeror has determined that an actual or potential conflict of interest associated with performance of this requirement exists). If the offeror determines that an actual or potential conflict of interest associated with performance of this requirement does not exist, they shall provide a statement affirming this fact in their proposal.

- If the offeror has submitted the required Attachment C: Contract Management Plan (to include Key Personnel Resumes and Signed Letter of Commitment).

- If the offeror has submitted the required Attachment D: Quality Control Plan.

- If the offeror has submitted the required Attachment E: Liability Insurance.

The Government will assess risk as it relates to the offeror’s management approach. Risk assesses the degree to which the offeror’s proposed approach may cause disruption of schedule, increased cost, degradation of performance, the need for increased Government oversight, or the likelihood of unsuccessful contract performance.

The Government will assign a rating to the contractor’s proposal as found in this section under the table titled “4.1.1. Rating Standards for Management Approach/Risk and Technical Approach/Risk for the Initial Task Order.”

2.2. Evaluation Factor II: Technical Approach/Risk For The Initial Task Order.

The Government will evaluate the offeror’s technical approach to determine the degree to which the offeror’s technical approach is adequate to complete the tasks in the ITO PWS and demonstrates a thorough understanding of the technical requirements the initial task order.

The Government will assess risk as it relates to the offeror’s technical approach the initial task order. Risk assesses the degree to which the offeror’s proposed approach may cause disruption of schedule, increased cost, degradation of performance, the need for increased Government oversight, or the likelihood of unsuccessful task order performance.

The Government will assign a rating to the contractor’s proposal as found in this section under the table titled “4.1.1. Rating Standards for Management Approach/Risk and Technical Approach/Risk for the Initial Task Order.”

2.3. Evaluation Factor III: Past Performance.

First, the Government will evaluate each Past Performance Information Sheet (PPIS) to determine whether the services listed are recent. Contracts cited must be current, or have ended not more than three years prior to the closing date of the solicitation. If the contract performance ended more than three years prior to the closing date of the solicitation it will be determined not to be recent and will not be evaluated further.

Second, the Government will evaluate each PPIS to determine whether the services listed are “Relevant” or “Not Relevant.” A determination of “Not Relevant” may be made based solely on the information provided on the Past Performance Information Sheet. Offerors shall insure that information provided on the PPIS is complete and detailed enough to allow the Government to make a relevancy determination solely based on the information provided on the Past Performance Information Sheet. The Government may obtain additional information from the POC named on the PPIS to assist in making a relevancy determination. Past Performance found to be “Not Relevant” will not be evaluated further.

The PPIS shall be clear as to the company that is the awardee, the company that performed the services (if different than the awardee) and the relationship of both to the offeror or their proposed subcontractor. The name and Cage Code shall be provided for all parties. Offerors that are proposing past performance where the awardee or performer does not match its name and Cage Code (or the name and Cage Code of a proposed subcontractor) because the awardee or performer is a subsidiary/separate division within its company or “Doing Business As” (DBA) shall clearly describe the connection of all listed parties (along with Cage codes). If the submission does not clearly detail the specific relationship under a contract, it will be determined not relevant.

The Government will then review the recent/relevant Past Performance and determine the quality and usefulness as it applies to the performance confidence assessment. The performance confidence assessment determines how well the offeror performed on the recent/relevant contracts. This includes the degree to which the offeror has satisfied past and present customers in terms of meeting work schedules, providing specified services, meeting contract terms without failure (or resolving issues immediately), cooperation, timeliness, and cost control.
