QUESTIONS & ANSWERS

1. PWS 3.3.3 (paragraph 4, pg 17 of 102). In the Fringe Amount, Overhead Amount, G&A Amount, and Profit Amount does the government want to put the add value or the Hourly+ the Amount based on the %?

Answer: The section (“PWS”) referenced by the offeror does not appear to correlate to the question. The Government infers that the offeror is referring to the following: Section 3.3.3. Labor Rates-CLIN 0002-Prime Contractor Labor, CLIN 0005- Subcontractor Labor, CLIN 0008-Advisory, CLIN 0009-Inventory and CLIN 0010- Training, of the Addendum To FAR 52.212-1.

Please refer to Section 3.3.3. of the Addendum To FAR 52.212-1 and Attachment 10-Initial Task Order Pricing Sheet.

Section 3.3.3. states: “The offeror shall break each proposed rate out by direct labor rate, fringe rate, overhead, general and administrative expenses, and profit. The breakout shall be expressed in dollars and as a percentage (e.g. the rate applied).

Offerors shall fill out the table titled “Labor Rates” in the Attachment 10-Initial Task Order Pricing Sheet. Offerors shall provide their direct labor, fringe rate (as a percentage) and then the fringe amount. “

The following is an example only (all numbers are for illustration purposes only) and offerors need to complete the entire chart.

Example: Column B: Direct Labor Rate: $10.00.

Example: Column C: Fringe Rate: 10.00% Example: Column D: Fringe Amount: $1.00 [$10.00*.10]

The Contractor shall insert the “add value” in the amount column following each rate column in the table.

2. PWS Attachment 9 (Initial Task Order Technical Exhibit, Column C Row 3). Where does the $60,180.00 come from?

Answer: The section (“PWS Attachment 9 (Initial Task Order Technical Exhibit)”) referenced by the offeror does not appear to correlate to the question. The Government infers that the offeror is referring to the following: Cell C3 of the Attachment 10-Initial Task Order Pricing Sheet.

Section 3.0. of Attachment 8-Initial Task Order Performance Work Statement provides the Government’s estimated amounts (per 12 month base or option period) for Prime Contractor Material, Prime Contractor Travel, Subcontractor Material and Subcontractor Travel. These estimated amounts total $60,180.00 (per 12 month base or option period).

Please reference Section 3.1 of Attachment 8-Initial Task Order Performance Work Statement: “Offerors shall use the figures provided below in the development of their price proposal.”

The value of $60,180.00 shows in cells that are calculating a subtotal or total value. As included with the RFP, all values in the Attachment 10-Initial Task Order Pricing Sheet are $0.00, except for the Prime Contractor Material, Prime Contractor Travel, Subcontractor Material and Subcontractor Travel (or cells with a formula that are calculating a subtotal or total value). Once an offeror fills out the excel sheet with their values, the cell calculating a subtotal or total value will adjust based on the new values.

3. PWS 1.3.2.14.5. Could OEM be considered part of subcontractor?

Answer: Yes, offerors could propose OEMs as subcontractors.

4. PWS 1.3.2.14.5. (follow-on question). If OEM is a subcontractor, are they required to complete all mandatory training?

Answer: Per PWS Section 2.5.1., the applicability of training within Section 2.5. of the base contract PWS will be delineated in the task order PWS. If training is required, this requirement applies equally to prime or subcontractor employees.

5. PWS 3.2.1. (paragraph 2, pg 11 of 102). Please affirm the attachments do not count against the page limit for volume I.

Answer: The section (“PWS”) referenced by the offeror does not appear to correlate to the question. The Government infers that the offeror is referring to the following: Section 3.2.1. of the Addendum To FAR 52.212-1.

The RFP does not state an overall page limit for Volume I. Each section under 3.2. states an overall page limit for that section. Attachments required by the RFP do not count against the page limit of the corresponding section.
