SUBJECT: QUESTION and ANSWER for Post Mortem Human Subject (PMHS) Services, Solicitation #: W81XWH19R0022
QUESTION #1: I am hoping to find out if the subject effort is a new requirement or a follow-on to an existing contract? If the latter, can I please find out the incumbent contractor's name and contract number?
ANSWER: This effort is for follow on services to the previous award with Science Care, W81XWH-14-P-0701.
QUESTION #2 I hope to find out if there is an incumbent contractor currently performing these services, if similar services have been performed in the past, or if this is a new requirement. If there is an incumbent, could you please provide the contract or task order number?
ANSWER: Please see answer to question 1

QUESTION 5
Item No. 0010 is for Contract Manpower Reporting. For the solicitation, what needs entered here? An estimate of our labor costs per year for the USAARL? Or over the span of the 3-4 years? We wouldn’t necessarily charge labor as a line item so I’m confused how to report this.
ANSWER: See Solicitation page #52, section 2.4.4 for details on Contract Manpower Reporting.
QUESTION 6
What is the preferred way these quotes are submitted? Do you want a single quote submitted for each Item No? If I’m missing this listed in the solicitation, please advise!
ANSWER: Page 108 of the solicitation, provides instructions for the proposal to be divided into distinct volumes or files (technical, cost/price, past performance).
Note: Page 4 Section II. 1 - Know The BPA; requires each BPA to have a price list in it, which lists the items available under the BPA.
QUESTION 7
Lastly, can you clarify the “Small Business” and what exactly meets that classification? Are we required to be small business in order to submit the solicitation?
