SUBJECT: QUESTION and ANSWER, Amendment 2, for Post Mortem Human Subject (PMHS) Services, Solicitation #: W81XWH19R0022

QUESTION #10:

-When invoicing, can the total invoice be different than the PO per item? For example, if a cephalus does not need a DEXA scan but we include that in the original proposal fee for a cephalus specimen, can we remove the DEXA on the final billing?

ANSWER:

Yes, the total invoice amount can be submitted for different price other than the price listed on the Call Oder.

The amount must be less than the agreed to amount listed on the order.

QUESTION #11:

if a cephalus does not need a DEXA scan but we include that in the original proposal fee for a cephalus specimen, can we remove the DEXA on the final billing?

ANSWER:

Yes, the price for the DEXA can be removed from the final billing, because the Unit of Measure will be set up as “JOB” which allows for multiple invoices to be submitted with different pricing amounts.

QUESTION #12:

-Another example, if a donor is DEXA scanned, and the cephalus goes to one order/building and the arm goes to another order/building, can we split the DEXA charge between the 2 different orders?

ANSWER:

Since the Unit of Measure of “JOB” will be utilized for the DEXA scan, Yes, the charge can be divided amongst the two orders.

QUESTION #13:

-We have current military clients/contracts that order the same type of specimens that are listed in this solicitation. With them, we do 1 monthly bill at the end of the month and we will the DEXA per donor separate from the actual shipments that go out.

Is it a possibility to work this billing set up into this solicitation? Or does it need to go with the actual orders as well?

ANSWER:

The billing for the DEXA scan must be billed against the actual order.

QUESTION #14:

It mentions the NDA does not need to be submitted until 30 days after acceptance of contract. Another area in the solicitation makes it seem like it should be submitted up front. Can you confirm- does the NDA need to be submitted with the proposal?

ANSWER: Solicitation Page 61, section 5.1 Item 2.

The Non-Disclosure Statement (NDS) should be submitted with the proposal; however the document(s) shall be received before the contract is awarded.

QUESTION #15:

-For the pricing volume of the proposal, what is the preferred way the prices are organized? Should we fill in the blanks on pages 13-48 of the solicitation? Should we submit company specific quotes for each line item? Please let us know the best way to organize this for the viewer’s sake.

ANSWER:

Yes, fill in the blanks on pages 13-48 of the solicitation.

Solicitation Page 4, Section II. 1 - The BPA; requires each BPA to have a price list in it, which lists the items available under the BPA .

A spradsheet shall be provided which includes a list of each item available and the established pricing for each of the items.
