Question: SECTION 4.1.1.7 ; Page 16; “Provide a contractor-owned, contractor-operated and hosted web-based electronic meeting facilitation, scoring, review, and voting system, with capabilities to capture live notes, allow for virtual meetings, enable document sharing, and conduct concurrent reviews in multiple meetings and/or panels. ” Question: Is this an existing system? If not, when does the Government need it to be developed and deployed? If yes, then could you please elaborate on the current system/ application functionalities?
63. Response: See response to question #63 above. The Government requires that the contractor-owned, contractor-operated system be 100% functional/operational and ready for use after the 60 day transition-in period is complete. For a list of system capabilities, see section C.4.1.1.7 of the RFP.
1.
64. Question: RFP Section 1.2. Is the scope of this RFP meeting, scientific, and administrative support services limited to the second tier of review (programmatic review)?
64. Response: Section 1.2 of the RFP provides the background of this requirement. Section 4.0 outlines the performance objectives which is broader than just programmatic review.
1.
65. Question: RFP Section 3.1.2, Contractor Requirements (pg. 13) states “The Contractor must have a facility that houses all Contractor employees and associated sub-Contractor employees with access to a Government information system no more than 10 miles from Fort Detrick because connection to the .mil domain shall be required under this contract.” Is it a requirement that all contractor employees work at the contractor facility? Do all contractor employees require access to a Government information system on a .mil domain? Can the Government please clarify which Government information systems (e.g. Defense Travel System) will need to be accessed by contractor personnel.
65. Response: It is up to the contractor to determine who works at the contractor facility but not all contractor staff are required to work at the contractor facility. Historically all contractor employees supporting this effort require access to the Fort Detrick domain (.mil domain). To clarify, the term “information system” can be interpreted many ways. Yes, all contractor employees supporting this effort will be granted access to the Fort Detrick domain/Army network/.mil domain (used synonymously) only after a successful security clearance. The contractor staff will also be granted access to the CDMRP contractor-operated, government-owned Electronic Grants System. Individuals supporting travel for CDMRP staff (military, civilian and PHS personnel) will be granted access to the Defense Travel System as well as the Fort Detrick domain.
1.
66. Question: Attachment 1 specifies general administrative support personnel to be located at Fort Detrick. Please confirm which contractor employees will (1) require access to a Government information system and must be physically located in the facility near Fort Detrick, (2) those sitting on the government site, and (3) those who may not require access to the .mil domain.
66. Response: (1) all contractors supporting this contract directly will require access to the “Government information system” which is the Fort Detrick domain. It is up to the contractor to determine who will be located at the contractor facility. (2) It is up to the contractor to determine the number of contractor employees who will be located at the Government facility at Fort Detrick but it is clear in Section 1.4 that the Government will provide up to five (5) work stations for those administrative and meeting support personnel. If additional spaces at Fort Detrick are needed to support this effort, then they need to propose that in the response to the RFP. (3) anyone having access to government information should have a security clearance and a Common Access Card.
1.
67. Question: RFP Section 4.0. Is the contractor-owned contractor-operated web-based electronic system required to be on a .mil server? Would the Government consider a contractor with a secure FedRAMP approved cloud-based (like AWS GovCloud) contractor-owned contractor-operated system?
67. Response: No, the contractor-owned, contractor-operated web-based electronic system is not permitted to be on a .mil server. It is up to the offeror to determine the kind of system they will provide to accomplish the objectives outlined in the PWS.
1.
68. Question: RFP Section 4.3. 4. In addition to coordinating and tracking travel arrangements, are any travel costs, stipends, honorarium, or related costs paid through the task orders?
68. Response: Yes, these costs are a direct bill to the contract and reimbursable at the task order level. Note that any military, PHS officers or Federal civilians are not to be paid directly by the contractor for any travel, etc.
69. Question: RFP Section 4.4.4 Are CDMRP publications printed through GPO or handled as a cost-reimbursable ODC?
69. Response: Both
70. Question: RFP Section 5.3, Quality Assurance Surveillance Plan (QASP) (pg. 21) states “Attachments 6, 7 and 8 are sample QASP documents provided for this requirement.” Please confirm that only one QASP sample is provided and it is Attachment 8. Will a single QASP be used at the IDIQ level or individual QASP for each task order?
70. Response: Original Attachment 8 was a consolidated QASP that was intended to cover the entire spectrum of what was to be reviewed. For clarity, sample QASPs are provided for each of the sample task orders, Attachments 1,2 and 3 have been updated to reflect this information.
1.
71. Question: RFP Section 4.1.1.7. “Input data from eBRAP and EGS”. Is there a specific format required for this data transfer (e.g. XML, Access, SQL)?
71. Response: There is not a specific format required for data transfer. To clarify, there will be no back-end data transfer. All data transferred is front-end uploaded typically using Microsoft Office (Excel, Word, email) or PDF.
1.
72. Question: RFP Section L.4.2.4.1. Resumes are required for key personnel: Project Director, Deputy Project Director, and Task Order Program Managers. Should resumes for the proposed PMs of each of the sample task orders be included in the response, or is the requirement to submit those resumes when the task order is being awarded?
72. Response: It is the preference of the Government that the Offeror provides the resumes with their proposal for each Key Personnel position as an appendix. Reminder that it is up to the Offeror to determine the number of Task Order Program Managers they plan to propose in order to support this effort.
72. Question: Section H (pg. 32 of 77) and Attachment 7, “Labor Categories and Descriptions” both indicate that the Task Order Program Managers are Key Personnel positions. Section L.4.2 requires resumes of Key Personnel. Question: Since the total number of Task Orders is unknown at this time, will the government please clarify how many resumes for the Task Order Program Manager labor category are required to be submitted with the proposal?
72. Response: See response to question 73a above.
73. Question: Attachment 1, 4.3.6.1. How many travel plans were coordinated for CDMRP Health Service Officers and CDMRP federal civilian personnel in an average year? Is this same level anticipated for the FY17/18 General Program Support?
73. Response: In an average year, approximately 115 local (no overnight or airfare), 45 local TDY (overnight stays but no airfare) and 115 non-local TDY (including airfare) are coordinated. Much of the travel plans are dependent upon appropriations. If appropriations increase (not in dollars but in number of programs), then travel increases. Conversely, if appropriations decrease, travel decreases.
74. Question: Attachment 1, 4.3.6.5. How many travel plans were coordinated for travelers outside of CDMRP in an average year? Is this same level anticipated for the FY17/18 General Program Support?
74. Response: Typically CDMRP does not directly arrange travel for non-CDMRP personnel, regardless of employment mechanism. There are two ways CDMRP funds travel for non-CDMRP employees traveling to CDMRP hosted meetings:
1. If an individual is traveling from a different military installation/office and they are completing their own orders through DTS, the CDMRP finance staff are able to go into that particular travel order and apply funding so that CDMRP is able to pay for the travel but not coordinate the travel. This is considered a “cross-org” in DTS. Historically, CDMRP has funded approximately 180 “cross org” orders through DTS. It is uncertain as to the same level of effort as it is dependent upon who is invited to meetings and their organizational affiliation/employment mechanism that dictates this process.
1. If an individual is traveling from a different Federal office that does not utilize the Defense Travel System, then these individuals are provided with a Military Interdepartmental Purchase Request to fund their travel. Historically, CDMRP has provided no more than 5 MIPRs per year. It is uncertain as to the same level of effort as it is dependent upon who is invited to meetings and their organizational affiliation/employment mechanism that dictates this process.
1.
75. Question: Attachment 1 did not contain a Meeting Assumptions Worksheet like Attachments 2 and 3. Was that an oversight?
75. Response: No meetings will be supported on this sample task order so no Meeting Assumptions were provided (see 4.1.d in the task order PWS).
1.
76. Question: Attachment 2. How many read-ahead packages are anticipated? What is the maximum number of attendees?
76. Response: It is up to the Offeror to determine how many read-ahead packages will be required in order to meet the objective of the requirement.
1.
77. Question: Attachment 3 specifies that 5 laptops are required for the meeting. Are these GFE or contractor equipment?
77. Response: It is the preference of the Government that the Offeror temporarily borrow laptops from the CDMRP for these meetings; however, if GFE is not available, then the Offeror should provide/rent the laptops.
1.
78. Question: Will the security classification be UNCLASSIFIED for the resulting IDIQ award? Will any task order require personnel with a security clearance?
78. Response: See Section 3.1.4 – any personnel with access to the Fort Detrick domain will be required to possess a favorable security clearance before access is granted.
1.
79. Question: Section L.4.5.4. What was the total amount (across all orders) of purchasing of goods and services by the incumbent last year?
79. Response: It is unknown what is meant by the purchasing of “goods and services”
1.
80. Question: Section C.3.1.1 (pg. 13 of 77), Question: Will the Government define the key personnel requirement to report immediately?
80. Response: It is not clear what the term “report immediately” means .
1.
81. Question: Section C.3.1.2 (pg. 13 of 77), Section C.6.3.1 (pg. 22 of 77), and Section C.6.3.8.2 (pg. 23 of 77), Each section provides different requirements for GFE. Question: Will the Government clarify and confirm what the GFE includes?
81. Response: Each section of the RFP related to GFE is for a different purpose. Section C.3.1.2 is in relation to what GFE will be provided at the contractor provided facility. Section C.6.3.1 of the RFP is specific for the transition-in plan which will require GFE to be transferred from the incumbent to the incoming contractor. Section C.6.3.8.2 of the RFP is intended for transition-out (should the incumbent not be the successful offeror). These are three distinct and different requirements. The GFE to be provided is outlined in Section C.3.1.2 of the RFP and is not different in the transition-in or transition-out sections of the RFP. A list of GFE on the current contract has been added as Attachment 10.

82. Question: Section C.4.1.1.7 (Pg. 16 of 77), The requirement states a meeting facilitation, scoring, review, and voting system must be contractor-owned and contractor-operated and hosted. Question: In order to ensure full and fair competition with the incumbent system, is the government willing to consider:
0. Including flexibility in this requirement to allow a system that is contractor-developed, contractor-operated, but government-owned and hosted?
0. Response: No, this cannot be a government-owned or hosted system.
0. and/or including flexibility in this requirement to allow a system that is contractor-owned and contractor-operated and hosted but requires development time upon award?
0. Response: The system must be fully functional and operational upon the expiration of the 60 day transition-in period.
0. If not will the government provide all technical requirements for the current web-based system?
0. Response: Please see section 4.0 and 4.1.1.7 of the PWS for the technical requirements.
1.
83. Question: Section C.4.1.1.7 (Pg. 16 of 77), The requirement states the web-based system needs to allow for virtual meetings. Question: Can the government inform if WebEx, Skype for Business or another peer to peer system works within the current network?
83. Response: It is up to the contractor to determine the method for how they plan to execute virtual meetings.
1.
84. Question: Section C.4.3.6 (Page 20 of 77), The requirement states that the contractor shall provide travel coordination support to Government travelers, however section C.4.1.1.3 (pg. 16 of 77) indicates the contractor shall coordinate all travel for meetings. Question: Will the Government please confirm that contractors will only provide travel coordination support to Government travelers?
84. Response: The contractor is responsible for coordinating ALL travel for CDMRP military (excluding the Director and Deputy Director), PHS Officers and Federal civilian personnel as outlined in Section 4.3.6 of the PWS through administrative support personnel who are to be onsite at Fort Detrick. This is inclusive of all conferences and other program execution meetings required as well as those meetings executed by the successful MSASS Offeror. In addition, the successful MSASS Offeror is required to coordinate (and pay in some circumstances) for travel for all attendees to all meetings executed under this contract. Details regarding the total estimated number of travelers the contractor is responsible for traveling will be provided with the Task Order Assumptions for each task order.
1.
85. Question: Section H (pg. 32 of 77), “The Task Order Project Managers are identified as key personnel, however, there are no Task Orders within this solicitation requiring personnel identification. Question: Will the Government clarify whether these positions are to be listed only when we reach the Task Order level?
85. Response: Please provide the names and resumes of all listed Key Personnel with the response to the RFP.
1.
86. Question: Section H (pg. 33 of 77), Foreign Travel – Question: Will DTS (Defense Travel System) process/issue official business/immigration travel credentials/orders to accommodate admission for our contractors to these international locations?
86. Response: No contractors will travel through the Defense Travel System – ever. If contractors supporting this effort are required to travel internationally, then they are required to follow the DOD Contractor Foreign Travel (March 2016) (USAMRAA) clause in the contract on page 33 of 77. However, if CDMRP military, civilian or PHS officers are required to travel internationally, then the admin support coordinating travel through DTS will be required to follow the USAMRMC OCONUS travel regulations and the staff supporting this effort will be responsible for ensuring the traveler is in compliance with the regulations.
1.
87. Question: Section H (pg. 33 of 77), Foreign Travel – Question: We understand that the contractors will be required to travel during the performance of this contract. Can you please provide an estimate of the durations of stays, the frequency of travel to these locations and potential countries being considered?
87. Response: At this time it is not anticipated that any contractors supporting this effort will need to travel internationally.

88. Question: Attachment 1 – Task Order Performance Work Statement for “FY17/18 General Program Support” states (under “Parameters (CDMRP only))”: “Approximately 40 task orders per fiscal year to support CDMRP.” This statement follows a listing of 39 potential task orders. Question: Will the Government clarify whether the “Approximately 40 task orders” includes the listed 39 task orders or is in addition to the listed 39 task orders; thus indicating that a total of 79 task orders may be issued?
88. Response: It is anticipated that the annual number of task orders issued will be 40 task orders per fiscal year. That figure will increase if CDMRP receives additional programs for management/execution.
1.
89. Question: Attachment 1, Sample Task Order #1: FY17/18 General Program Support appears to feature tasks that are redundant with the two specific Sample Task Orders (PRCRP and PRORP) and, presumably, future program-specific Task Orders. Question: Will the Government confirm the General Program Support Task Order is only intended to cover daily functional and managerial support whereas the program-specific Task Orders provision requirements to the execute support of each individual program?
89. Response: Yes, the General Program Support task order is only intended to cover daily functional and managerial support. Program-specific task orders are issued so that program-specific costs can be billed directly to that program-specific task order.
89.
1.
90. Question: In order to ensure a fair competition, will the Government provide a level-of-effort estimate or, conversely, a size figure for the two program-specific Sample Task Orders?
90. Response: See details regarding the workload in response to question #99 below.
1.
91. Question: Section C, PWS, Section 1.5, page 11 of 77. Will Government site Contractor employees be allowed to work offsite at a Contractor provided facility to include the option of teleworking, for days in which the Government facility is closed due to holidays or unforeseen closures?
91. Response: Yes.
1.
92. Question: Section F, Deliverables, Deliverable 5, page 28 of 77. Deliverable 5 requires completed Confidentiality Agreements to be submitted with proposals as part of Volume II. Please clarify whether Confidentiality Agreements are required with proposals only for those individuals proposed as Key Personnel, or for all individuals who will work on the contract. We also request that Confidentiality Agreements be excluded from the page count for purposes of compliance with the 60 page limit for Volume II.
92. Response: At time of proposal submission, the Offeror shall provide signed Confidentiality Agreements for all Key Personnel proposed. Then, after award, all contractor employees will be required to sign Confidentiality Agreements and return before the end of the 60 day transition-in period.
1.
93. Question: Section F, Deliverables, Deliverable 5, page 28 of 77. Deliverable 6 requires a Quarterly Task Status Report to be provided with proposals as part of Volume II. Since there will be no data to report at time of proposal submission, an actual report cannot be prepared. Therefore, we interpret this to mean that the Offeror’s plan for the Quarterly Task Status Report is to be addressed in Volume II of the proposal, and that actual Quarterly Task Status Reports will be submitted as required deliverables after award. Please confirm that this interpretation is correct; if not, please clarify what is to be provided with the proposal in regard to the Quarterly Task Status Report.
93. Response: Yes, that interpretation is correct. The deliverable chart has been updated to reflect this change.
