CDMRP PATSS Solicitation Questions

Administrative Note: Please include abraham.g.pottenger.civ@mail.mil. on all proposal submissions.

These responses conclude the question and answer phase.

1. Is a contractor Task Order POC Cover Page required to be submitted with the Non-price Proposal? If not, can the government please remove this from the instructions?

Response: A task order POC cover page is required.

2. Past Performance Questionnaires (PPQ) are listed as not subject to the page count for the non-price proposal. Can the government clarify if they are requesting offerors to include the questionnaires with the proposals? Instructions on the PPQ direct the responders to submit the questionnaires directly to the Government representative not to the Offeror.

Response: PPQ’s are to be submitted by responders directly to the Government provided POC.

3. Can the government confirm if the Past Performance References section (Factor 4) is not subject to the page count?

Response: Past Performance Questionnaires are NOT subject to page count. The list of references in Factor 4 is subject to page count.

4. Can the Government provide the FTE count of support currently received for each task area identified in Section 4.0 of the Performance Work Statement (PWS) beginning on page 14 of 66.

Response: The Government will not provide this count.

5. Can the Government clarify if they intend to provide equal weightage for Prime and Sub past performance references relative to Past Performance evaluation?

Response: The Government will weigh the past performance references for prime contractors greater than subcontractors.

6. Can the Government provide the FTE count of support currently received for each task area identified in Section 4.0 – Performance Objectives?

Response: The Government will not provide this count.

7. Paragraph 6.3, page 17 identifies the following four deliverables:

Deliverable 1 – Confidentiality Agreement

Deliverable 2 – Monthly Task Status Report

Deliverable 3 – Incoming Transition Plan

Deliverable 4 – Outgoing Transition Plan

The table titled “Base Contract Deliverables” on page 18 only lists Deliverables 3 and 4. Please clarify the conflicting information.

Response: Deliverables 3 and 4 are specific to the base contract. Deliverables 1 and 2 are specific to task orders, and were not included in Base Contract Deliverable Table.

8. The RFP states that “The Offeror’s submission shall include three separate parts: a Price proposal, a Non-Price proposal, and Solicitation/Representations and Certifications.”

Could the Government please confirm that the Solicitation/Representations and Certifications means completion of pages 38-51 of the solicitation (FAR 52.212-3)? In addition, could the Government confirm what electronic format should be used for the Solicitation/Representations and Certifications part (i.e., MS Word, PDF, etc.) and if these pages should be numbered by the bidder, or if the solicitation page numbers will suffice.

Response: Offerors shall complete the Representations and Certifications in accordance with the instructions provided within FAR 52.212-3. In regard to electronic format, MS Word or PDF versions are acceptable. Pages should be numbered by the bidder.

9. The first paragraph of Factor 4 identifies a Past Performance Questionnaire to distribute to past customers… The next sentence states that “The Offeror shall submit no more than 4 past performance references for itself….and no more than two references for each subcontractor…” The next paragraph states that “In addition, the offeror shall submit a list of references of relevant contracts/orders…”

Based on the information in these two paragraphs, please confirm the following understanding, or correct if wrong:

The prime contractor may have no more than 4 Past Performance Questionnaires and no more than two Past Performance Questionnaires for each subcontractor. The list of references is unlimited for both the Prime Contractor and any subcontractors.

Response: The following is a correct statement: The prime contractor may have no more than 4 Past Performance Questionnaires and no more than two Past Performance Questionnaires for each subcontractor. The list of references is unlimited for both the Prime Contractor and any subcontractors.

10. Are the list of references for Past Performance included as part of the page limitation of the Non-Price Proposal?

Response: Yes

11. Please confirm that the SF 1449 concludes on page 10 of the RFP.

Response: The SF1449 concludes on page 10 of the RFP.

12. If the Government’s answers to questions submitted by bidders results in the need for follow-up questions/clarifications, will the Government allow such questions?

Response: No further questions will be answered.
