About this file
This Request for Proposal solicits proposals for non-personal Nutrition Care Services at Military Treatment Facilities. The Defense Health Agency intends to award a firm fixed-price contract for one base year and four option years to provide meals meeting special nutritional needs of patients and service members. Offerors must submit proposals by 11 March 2020 and meet minimum standards for the Technical Approach, Past Performance, and Small Business Participation Plan factors. The contractor must provide dietitian services and comply with Joint Commission standards. The contractor must also meet a 40% minimum small business participation goal, including 5% each for small disadvantaged, woman-owned, and veteran-owned small businesses. The pre-proposal conference slides provide evaluation criteria and instructions for proposal submissions focused on technical capability, past performance, price, and participation of small businesses.

Unclassified//FOUO
Unclassified//FOUO The proposal shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims.
The proposal shall not simply rephrase or restate the Government's requirements, but rather shall provide convincing rationale methods, processes and procedures to address how the offeror intends to meet these requirements.

General Instructions
Unclassified//FOUO
Unclassified//FOUO Basis of Award. One Firm Fixed Price contract will be awarded.
The Randolph Sheppard Act (RSA) applies to this solicitation; therefore, priority will be given to the State Licensing Agency (SLA) pursuant to the RSA. The priority established by the RSA applies to the award of contracts for the operation of cafeterias on Federal property.
The evaluation criteria is the same for all competing offerors, including the responsible SLA.
Basis of Award
Unclassified//FOUO
Unclassified//FOUO The award will be made based on the best overall (i.e., best value) proposals that are determined to be the most beneficial to the Government, with appropriate consideration given to the four (4) evaluation factors:
Factor 1: Technical Capability Subfactor 1A: Transition Plan Subfactor 1B: Corporate Experience and Management Organization Subfactor 1C: Recruiting Plan Subfactor 1D: Staffing Plan Subfactor 1E: Quality Control Plan Subfactor 1F: Government Furnished Property Plan Subfactor 1G: Contingency Plan
Factor 2: Present and Past Performance
Factor 3: Small Business Participation Plan
Factor 4: Price
Unclassified//FOUO
Unclassified//FOUO For an Offeror to receive consideration for award:
A rating of no less than “Acceptable” must be achieved for the Technical Approach factor, a rating of no less than “Satisfactory Confidence” or “Neutral Confidence” must be achieved for the Present and Past Performance factor, and a rating of no less than “Acceptable” must be achieved for Small Business Participation Plan factor.
The Price factor will be evaluated to establish reasonableness of the otherwise successful offeror’s price, but will not receive an evaluation rating.
Offerors are responsible for submitting offers, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in the solicitation by the time specified in the solicitation. The time is specified in the solicitation, the time for receipt is 10:00 a.m., local time, for the designated Government office on the date that offers or revisions are due.
Unclassified//FOUO
Unclassified//FOUO Tradeoff Process, FAR 15.101-1 A tradeoff source selection approach
The relative importance of cost or price may vary in relation to other evaluation factors as communicated by the Government to potential offerors in the solicitation per FAR Subpart 15.304(d) and (e).
Factor 1, Technical Capability will have only one rating, the subfactors will not receive individual ratings. Technical Capability is more important than the Present and Past Performance, which is more important than Small Business Participation Plan. All three factors combined are significantly more important than Price. Offerors are cautioned that the award may not necessarily be made to the lowest-priced offer.
