Pre-Proposal Conference/Site Visit Questions and Answers

1. The transition period is from 1 May to 30 June, which is 61 days not 60. Which is true, 60 or 61?

An amendment will be issued to correct it to 61 days due to the month of May having 31 days.

2. How many total CD’s will be delivered?

In accordance with FAR Addendum 52.212-1, paragraph D.1.k., Table 1.k., 5 total CDs.

3. Is Vocera Government provided or contractor provided?

It is not Government provided. Please review Exhibit E for Government provided information.

4. Can you receive a substantial confidence rating without having 1.2M SF?

Yes it is possible; when the performance meets contractual requirements and exceeds many requirements that benefit the end user and the work was accomplished with few, if any, minor problems for which corrective action taken by the contractor were highly effective.

5. Is Linen Distribution/Soiled pick-up a new requirement for this solicitation? And is the linen distribution only a requirement for building 36065?

Yes, linen is a new requirement at this site. Yes, in accordance with Exhibit F, building 36065 is currently the only building requiring Linen services.

6. Contractor Provided Supplies and Equipment. Does frequency of purchase mean a timeframe to buy/time per year or can we put “as needed” for infrequently purchased items?

It is up to you as a contractor to decide how you want to indicate how frequent you purchase (per year, for the total 5-year ordering period, etc.). The Source Selection Elevation Board may question ambiguous statements such as “as needed” so try to be as specific as possible because the government will not make assumptions as to what you mean.

7. Is there a penalty when submitted 2 very relevant past performance references and 1 relevant past performance reference? i.e. 2 facilities with 1.8M SF and 1 facility with 800 SF.

No.

8. Relevancy – Type of cleaning is yes or no instead of footage by type?

Yes, there is not a requirement of SF by Type of Service. The Addendum to 52.212-2, c.1.b.(2) table says, for example, “Very Relevant” – “…with at least 1.2M SF, in Types I – VI Services, on a single contract or TO for a total of 24 months of the previous 36 months from the date established for submission of proposals”.

9. Are the release letters part of the page count?

Yes.

10. Do you get credit for the total SF when utilizing step-ladder pricing?

Yes, if you have a contract that uses step-ladder pricing and you depict in your submission that you were in the higher step-ladder range, you will get credit for that amount of SF.

11. If your CIMS/GB certification is set to expire before the contract start date is a letter from ISSA stating you are in the process of gaining your re-cert allowed/acceptable?

Ensure your letter includes the requirements in the Addendum to 52.212-1, paragraph D.2.b.(6)(a)(1), “the supporting documentation shall be of substantive, objective evidence (e.g. letter from ISSA) that the offeror will be ISSA CIMS-GB certified within 30 calendar days of contract’s start date”.

12. Building 36065, 1st Floor, Room 41-251, are these chutes for trash and linen?

Yes.

13. Building 36000, how old is this building?

First built in 1963, with subsequent remodels and additions.

14. Building 420, where does the housekeeper take the trash?

There are dumpsters located outside.

15. Building 420, who moves the exam tables?

The contractor. PWS 5.13.2., Handling of Government Equipment, states, “The contractor shall…utilize assistance and/or appropriate moving equipment to move heavy furniture/equipment over 50 pounds in executing duties”.
