QUESTION AND ANSWER TEMPLATE
Offerors who determine that the technical requirements of this RFP require clarifications in order to permit submittal of a responsive proposal are requested to submit all questions in writing to the maximum extent possible within 7 calendar days prior to proposal submission date (Block 8, SF 1449). These questions shall be directed to the KO. The Government will issue RFP Questions and answers on www.fbo.gov and acquisition.army.mil, and amend the RFP if necessary to clarify RFP requirements.

Please clarify the following:
Amendment 0001 changed the Productive Hours to:
**1617 Productive Hours = 1 FTE (Service Contract Labor Standards) ***1760 Productive Hours = 1 FTE (Non- Service Contract Labor Standards)
Please clarify if the above Productive Hours are for a 11 Mo, Period. If so, are the following Productive Hours for a 12 Mo. Period.
**1765 Productive Hours = 1 FTE (Service Contract Labor Standards) ***1920 Productive Hours = 1 FTE (Non- Service Contract Labor Standards)
Please clarify as the number of Months are not listed on Attachment 4 to identify months, which is a concern.
Attachment 4’s heading states the Staffing Chart is for the “base ordering period”. IAW Attachment 3 of the solicitation, the base ordering period is identified as 11 months (see CLINs 0002-0057).
Yes, Amendment 0001 corrected the productive hours to reflect the base ordering period; therefore, 1617 Productive Hours = 1 FTE (Service Contract Labor Standards) and 1760 Productive Hours = 1 FTE (Non- Service Contract Labor Standards) are for 11 months.

And Page 186 of 224, Page Limitation for Volume II
Reference: "The offeror shall provide specific narrative details and/or descriptions of its technical approach with actual methods, processes, and procedures that demonstrate the offeror’s compliance and understanding of specific task requirements (PWS Section 5). The technical approach shall clearly demonstrate how the offeror intends to meet each of the specific task requirements in PWS Section 5."
And "102 page limitation for Volume II, Technical Approach includes: ..., and Specific Task Requirements, PWS Section 5 (25 pages)."
Note: The RFP is requiring bidders to provide "actual methods, processes, and procedures" for "each of the specific task requirements in PWS Section 5". Because healthcare housekeeping for hospitals have specialized requirements, it is not possible to provide actual methods, processes, and procedures within the 25 page limitation requirement, even if these processes are done in the most abbreviated form.
Question 1: Will the Government consider increasing the page limitation for Section C to at least 50 pages?
Question 2: Taking consideration of the magnitude of this requirement, will the government consider extending the proposal due date, so that bidders can provide complete and accurate proposal?
1. No. The draft solicitation has been posted since 21 September 2017, and the official solicitation has been released since 4 January 2018. This request came too late to accommodate.
2. The Government does not intend to extend the proposal due date of 12 February 2018. At the time of solicitation closing, it will have been on the street for over 30 days.
