1. The PRS, Exhibit A (pg. 127 of 233), explains the government’s right to adjust the contract price for an amount which reflects the value of services not performed under this contract. Will one missed trash, for example, constitute rejection of an entire service level associated with the entire area inspected? Will a small trashing defect cause the rejection of an entire room or area in which all other required tasks in the room or area were satisfactorily performed?
No, IAW PRS Paragraph 7, “the Government will require the contractor to re-perform the services in conformity with contract requirements, at no additional cost to the Government”.
PRS section 6.1. (Acceptance), pg.128 of 233
2. PRS section 6.1. Please define and specifically describe the term “defect”?
PRS Paragraph number 5, 2nd sentence; defects are defined as, “the contractor’s failure to meet contract provisions, requirements and standards”.

Paragraph 4.3.1. of the QASP defines the lot size as the “total number of operational periods for each space by type service in a month”. Exhibit D provides the total number of operational days per week for each room under each type of service. The information in Exhibit D can be used to calculate the lot size.
Exhibit A (Performance Requirements Summary), pg. 127 of 233

ANSI/ASOQC Z1.4, section 5.2, pg. 3
5. ANSI/ASOQC Z1.4, section 5.2 states “5.2 FORMATION OF LOTS OR BATCHES. The product shall be assembled into identifiable lots, sublots, batches, or in such other manner as may be prescribed (see5.4). Each lot or batch shall, as far as is practicable, consist of units of product of a single type, grade, class, size, and composition, manufactured under essentially the same conditions, and at essentially the same time.” Please provide the Lot size for each unit of product.
127 of 233

What level (second level or further) of the PWS is applicable to the technical approach to demonstrate how the offeror intends to meet the solicitation requirements? Does the government want the offeror to respond to Section sub paragraphs beyond the second level? |
The Government cannot instruct the contractor how to write their proposal. It is the contractor’s responsibility to determine which “specific narrative details and/or descriptions of its technical approach with actual methods, processes, and procedures that demonstrate the offeror’s compliance and understanding of specific task requirements (PWS Section 5)” to include in their proposal.
