The amendment (0002) extends the quotation receipt date from 10 March 2025 to 24 March 2025, revises the Performance Work Statement (PWS) by updating multiple sections, and modifies Contract Line Item Numbers (CLINs) 0001-0007 while adding CLINs 0012 and 0013. Question #15 from previous Amendment 0001: RFP: The POU shall be able to interface with MHS Genesis application if needed. BIDDER QUESTION: Under what circumstances will the MHS Genesis interface be needed and for what purposes? Please confirm if the MHS Genesis application will handle the following functions:

i. Physician preference card management

ii. Case pick lists used by Supply Techs for scheduled cases

iii. Supply utilization documentation during a procedure

iv. Patient billing

Response #15: As long as Genesis can communicate with the POU, it should be able to pull all of the information if required.

Questions #20 and #21 are on Attachment 3: PERFORMANCE WORK STATEMENT (PWS) Salient Characteristics

Question #20: - Size and Weight specifications listed in Salient Characteristics may be referencing specific vendor components and are limiting factors. Are these specifications mandatory? Can they be removed or changed to reflect limitation based on space and weight at the specific station location Response #20: It doesn’t matter with the number of door(s) as long as it meets on space and weight at the specific station location. See revised PWS Sections 4.1, 4.2, 4.3, 4.4, 4.5 and 4.6 and CLINs 0001-0006.

Question #21: Section 4.7 “16 Each for the Racks/Drawers” – Please provide further description of item and how it is used. And is the quantity applied to each configuration from items 4.1 to 4.6 Response #21: We will use for a remote open shortage option for items that are either too large or do not need to be housed within an enclosed cabinet. The main operating system (items 4.1 to 4.6) should be able to support the remote capability. CLIN 0007 Rack/Drawers has been revised to read Rack, Quantity of 20. CLIN 0012 has been added for Drawer, Quantity of 120. CLIN 0013 has been added for Shelf, Quantity of 16.

Question #22 through #24 are on MINIMUM REQUIREMENTS FOR POINT OF USE (POU) FOR SUPPLY

CABINETS SYSTEM WITH SOFTWARE APPLICATION

Question #22: “The POU shall be able to provide a Procedure Management Option if needed for Surgical Services.”

- Please provide further explanation of Procedure Management Option. Is this in reference to software, interfacing or equipment?

Response #22: Operating system shall interface into the hospital’s current DoD Defense Medical Logistics Standard Support (DMLSS) and MHS GENESIS.

Question #23: “The POU shall be able to provide wireless open-access inventory management system capability for large items/open shelving to track supply usage and automate reordering.” – Please further describe this requirement. Is this in regards to virtual space outside of a specific station/cabinet or a separate mobile inventory management?

Response #23: We will need a remote open shortage option for items that are either too large or do not need to be housed within an enclosed cabinet.

Question #24: “Vendor will complete a Turnkey Installation (installed completely and is ready to operate as intended) including hauling away/disposal of existing system” – Please provide number of station locations and any additional information such as total number and weight of equipment if possible.

Response #24: See ATCH 3 PWS POU Automated Med Dispensing Sys_Amendment 2 and ATCH 1 CLINs Detailed Info_Final. Attachment 1 was included in the posting of Combined Synopsis/Solicitation

W81K0225QA009.

Question #25: Can you please provide clarification on how TAMC would like the quotes to be built? The ATCH 1 CLINs provides details on CLINs and locations with varying cabinet types. The Solicitation only provides the number cabinet types requested. Should we following the items listed on ATCH 1 CLINs or follow the number of units on the Solicitation?

Response #25: Provide quote (pricing) on document titled “Solicitation W81K0225QA009.” There are 13 contract line items numbers (CLINs) on pages 1 through 4. Please fill in these CLINs with your quote and provide all other information requested in the solicitation as instructed in Addendum to 52.212-1 on page 30 (also see Amendment 0001). ATCH 1 was provided for additional information on where the cabinets are currently located and what will be replaced.

Question #26: The Solicitation lists CLIN 0007 for Rack/Drawers. Can you please let us know the locations of the 16 Racks/Drawers?

Response #26: The rack/drawers go inside the POU that you can pull out and put supplies in them and they will go where we feel will be the best area.

Question #27: Section Solicitation+W81K0225QA009. Reference: POU Automated Dispensing System's capability for remote inventory management with Systems Administrators remote access. Question: When discussing the POU Automated Dispensing System's capability for remote inventory management, are we referring to the (vendor) system administrators or the TAMC system administrators?

Response #27: This is for the TAMC System Administrator to remote into the POU system.

Question #28: Section ATCH+3+PWS+POU+Automated+Med+Dispensing+Sys_Amendment+1. Reference: 16 Each for the Racks/Drawers. Question: Can TAMC clarify the specifications of racks/drawers? Is the Government requesting a quote for additional Racks/Drawers outside of the POU Automated Dispensing System Response #28: These are Racks and Drawers that go inside the POU system. See Questions and Responses to #21 and #26.

Question #29: Section ATCH+3+PWS+POU+Automated+Med+Dispensing+Sys_Amendment+1. Reference: 17.5 For contracts that require OPSEC Training. Per DHA-AI 5200.03, Operations Security, the contractor employees must complete Level I OPSEC Awareness training. New employees must be trained within 30 calendar days of their reporting for duty and annually thereafter. Question: As __ does not have staff reporting for duty, will TAMC revise the requirement to read: “For contracts that require OPSEC Training. Per DHA-AI 5200.03, Operations Security, the contractor employees must complete Level I OPSEC Awareness training” Response #29: The verbiage will remain as is.

Question #30: Section From the Walk-thru. We noticed some discrepancies during the walk thru from what is physically on site to what is on the solicitation. Does the government want us to quote to the solicitation or will it alter its request to match what is on site?

a. 0069A OB/GYN- The solicitation request is missing a 3 Cell Auxiliary Cabinet

b. 0075A Cancer/Gen Ward- The Solicitation request does not match what is currently in place. There is an extra 3 cell aux and it is missing a 2 Cell Aux.

c. Anesthesia Workroom #2 - The Solicitation request does not match what is currently in place. There is an extra 3 cell aux and it is missing a 2 Cell Aux.

Response #30: Submit quote to the solicitation. See Question and Answer to #25.

Question #31: Section From the Walk-thru. Shall provide a remote open shortage option for items that are either too large or do not need to be housed within an enclosed cabinet.

a. Is it important to the Government for standardization that the clinician workflow for dispensing the inventory is the same no matter if it is in the closed cabinet verses the open shelving Response #31: Yes

Question #32: Section From the Walk-thru. Will the government permit the altering of the quantities of Main and Auxiliary Cabinets to meet the Quoter’s Configuration capabilities for pricing?

Response #32: No; however, the number of doors for CLINs 0001 through 0006 have been removed. Please use the not-to-exceed measurements and weight limits for each cabinet.

Question #33: According to the attach spreadsheet (ATCH 1 CLINs Detailed Info_Final), which was shared via SAM.gov, during the RFI process, and validated during our on-site assessment, Tripler has approx. 315 Omnicell cabinets. In the attached PWS, you have the following numbers per section below:

4.1 – 21 Each Main Cabinet 1 Door Tower

4.2 – 39 Each Main Cabinet 2 Door Tower

4.3 – 30 Each Main Cabinet 3 Door Tower

4.4 – 7 Each Aux Cabinet 1 Door Tower

4.5 – 61 Each Aux Cabinet 2 Door Tower

4.6 – 71 Each Aux Cabinet 3 Door Tower Total = 229 cabinet w/o the 16 E Drawers/Racks That is an 86-cabinet discrepancy. To be fair, we have compiled our bid based on the written SOW for 229 cabinets, that will not completely replace all 315 Omnicell cabinets currently in use today. Does Tripler expect a bid to replace 229 cabinets or a bid to replace their entire fleet of Omnicell supply cabinets of approx. 315?

Response #33: This requirement is for a total of 229 cabinets as indicated in CLINs 0001 through 0006, and PWS Sections 4.1, 4.2, 4.3, 4.4, 4.5, and 4.6. Quotes are to be submitted according to the CLINs in Solicitation W81K0225QA009. See Questions and Answers to #25 and #29.

Question #34: I assume this (requirement) will be tax exempt.

Response #34: That is correct.
