About this file
This is a Bidder Questions and Responses document (Amendment 0006) for federal contract W81K00-26-Q-A240, an aeromedical evacuation services requirement for the U.S. Army Garrison Kwajalein Atoll (USAG-KA) in the Republic of the Marshall Islands.
The contract requires contractors to provide bedside-to-bedside aeromedical evacuation services transporting patients from Bucholz Army Airfield (Kwajalein) to Oahu, Hawaii within 24 hours of mission notification. Aircraft may be based anywhere but must arrive at Bucholz and be ready for patient pickup within 24 hours. The contractor must arrange ground ambulance transportation from the receiving airfield to the hospital. The 24-hour response period begins per PWS paragraph 5.2 and Technical Exhibit 1, with delays caused by weather, airfield closure, diplomatic clearance, patient instability, or Government action excluded from performance calculations. Airfield access is governed by USAG-KA Regulation 190-10. This is a new requirement (not a follow-on); historically, one MEDEVAC mission has been required annually through the TRANSCOM Secretarial Designee program.
Medical crew composition is determined by the contractor's Medical Director based on patient acuity and anticipated care needs per PWS paragraph 4.4. All healthcare providers, whether prime or subcontractor, must be licensed in accordance with DHAPM 6025.13, volume 4. The EMS Medical Director must hold a Hawaii medical license. Physician qualifications include American Board of Emergency Medicine (ABEM) board certification or current Critical Care Medicine certification. The contractor must satisfy credentialing requirements through established CAMTS-compliant processes with Government review access. Quarterly credential-file deliverables and primary source verification documentation are required. The source selection strategy uses Past Performance Tradeoff (PPT) evaluation, with technical capability and price as evaluation factors. Performance dates have been revised; refer to Section F of the solicitation. Jet A or JP-8 fuel will be available at Bucholz Army Airfield; fuel availability at Hickam Air Force Base remains unconfirmed. A DLA Fuel Purchase Agreement will be required with contract award.

Question Answer
Does the Government require the aircraft, or prefer the aircraft, to be based or positioned at a particular location? If not, please confirm that the contractor may source the aircraft from any location, provided it arrives at Bucholz Army Airfield and is ready for patient pickup within 24 hours of mission notification.
There is no requirement for where the aircraft is based.
Please clarify the event/action that starts the 24-hour response period. Does it begin when the initial inquiry is received, when sufficient clinical and logistical information has been provided, or when an authorized task order or notice to proceed is issued?
See PWS paragraph 5.2 and Technical Exhibit 1
Please confirm the current USAG-KA regulation governing installation access for contractor personnel and aircraft. The PWS references USAG-KA Regulation 190-5, while publicly available information identifies Kwajalein Atoll Regulation 190-10 as addressing entry and exit control.
Please confirm the applicable regulation for this requirement.
USAG-KA Regulation 190-10 is the correct answer; see PWS paragraph 6.1
Will delays caused by weather, airfield closure, diplomatic or customs clearance, Government action, patient instability, lack of receiving-facility acceptance, or other circumstances beyond the contractor s reasonable control be excluded from the 24-hour performance calculation? The PWS requires immediate communication of weather and mechanical delays but does not state whether those delays constitute noncompliance.
See RFO §52.212-4(f)
Published airport information identifies Bucholz Army Airfield's normal operating hours as 1900Z 0800Z, Monday through Saturday, with the airfield closed on Sunday. Operations outside published hours reportedly require Airfield Manager approval and the scheduling and funding of necessary support personnel.
See PWS paragraph 3.2
For urgent or after-hours missions, including Sundays and federal holidays, will the Government coordinate and fund the opening of the airfield and required air traffic control, fire/rescue, security, ground-handling, and other support services? Please also clarify whether delays caused by airfield closure, PPR processing, or Government approval will be excluded from the contractor s required response-time calculation.
See PWS paragraph 3.2
The PWS requires the contractor to transport the patient to Oahu and arrange ground ambulance transportation from the arrival airfield to the receiving hospital but does not identify the required or preferred Oahu airfield. Please confirm whether missions are expected to arrive at Daniel K.
Inouye International Airport (HNL/PHNL), the Hickam military ramp, or another airfield.
See PWS 2.1 definition “Bedside-to-Bedside.”
If use of the Hickam military ramp or another restricted facility is required, please clarify who is responsible for obtaining landing permission, PPR, ramp access, security clearances, ground-ambulance access, and after-hours support. Please also confirm whether the contractor may select the most operationally appropriate Oahu airport based on aircraft requirements, weather, receiving-facility location, and availability of ground ambulance and handling services.
See PWS 2.1 definition “Bedside-to-Bedside.”
Is this a new contracting requirement or a follow-on/recompete of an existing contract? If it is a follow-on requirement, please provide the incumbent contractor s name and current contract number. If no incumbent contract exists, please identify how these services are currently obtained. Please also provide the number of qualifying aeromedical evacuation missions performed during each of the three most recent years.
This is a new requirement. Historically, the TRANSCOM Secretarial Desginee (SECDES) program has been utilized to evacuate an injured family member of an employee. The organization has required one MEDEVAC in the last three years.
May offerors propose cancellation, launch, diversion, or partial-performance rates when an authorized mission is canceled or aborted after the aircraft, aviation crew, medical crew, ground ambulance, permits, or other resources have been mobilized?
See RFO 52.212-4(I)
Please confirm whether the required medical licensure to legally operate in the RMI and USA must be held by the prime contractor or may be held by a subcontractor providing the medical services.
All healthcare providers working on this contract, whether sub or prime, require licensure in accordance with DHAPM 6025.13, volume 4.
Who is responsible for determining patient acuity and the required medical crew composition for each mission? Will the contractor s Medical Director make the final determination based on the patient s condition, anticipated care needs, and applicable medical transport protocols, or will the crew composition be directed by the Government or sending physician?
See PWS paragraph 4.4 “Medical Crew"
If there were issues receiving the patient, or maintenance issues with the aircraft in KWA, are there available accomodations for the crew to remain overnight and proceed the following day?
Even with an augmented crew there is a duty time limitation for the pilots. Delays with patience acceptance could cause issues with the return to PHNL so we need to know what the options are if that were to occur.
See PWS paragraph 3.5
Please clarify whether Section 5.4.2 applies to the contractor s EMS Medical Director, a physician who may accompany a patient, or both.
See PWS Part 5.
W81K00-26-Q-A240 Bidder Questions and Responses Amendment 0006
The PWS refers to board certification by the American Board of Emergency Physicians. We are unable to identify a recognized certifying board by that name. Please confirm whether the intended certifying organization is the American Board of Emergency Medicine (ABEM).
American Board of Emergency Medicine (ABEM) is the requiring; the PWS has been updated accordingly.
Please also confirm if current board certification in Critical Care Medicine is acceptable as an alternative to board certification in Emergency Medicine.
See PWS paragraph 5.4.2. for required certifications.
Is the EMS Medical Director required to hold a Hawaii or Republic of the Marshall Islands medical license when providing remote medical direction and clinical oversight but not personally accompanying the patient?
The EMS Medical Director shall hold a Hawaii license.
- Will providers be formally credentialed or privileged by a Military Treatment Facility or another Government credentialing authority?
See PWS paragraph 5.4.
- Must each provider receive Government approval before being placed on the contractor s qualified roster or participating in a mission?
See PWS paragraph 5.4
- May the contractor satisfy the requirement through its established CAMTS-compliant credentialing, primary-source verification, competency, and quality-management processes, with records available for Government review?
See PWS paragraph 5.4.
- Does the quarterly credential-file deliverable require complete files for every potential crew member or only a roster and evidence of current qualifications?
See PWS paragraph 5.4 and Part 8: Technical Exhibit 2 (Deliverable A007).
- What is meant by initial and early primary source verifications, and is verification required for every previously held inactive or expired license?
See PWS paragraph 5.4 for detailed Primary Source Verification (PSV) requirements and acceptable methods of verification.
- Please distinguish the qualifications applicable to the EMS Medical Director from those applicable to a physician who may accompany a patient.
See PWS 5.4.2.
Please confirm whether high-risk obstetrical and neonatal transport services are included within the scope of this contract. If neonatal transport is not required, please clarify whether NRP certification remains mandatory for registered nurses assigned to the contract.
There are no limitations on who is evacuated.
Please clarify whether the Basic Trauma Life Support (BTLS) requirement may be satisfied by current International Trauma Life Support (ITLS), Prehospital Trauma Life Support (PHTLS), or an equivalent nationally recognized trauma certification.
See PWS special note paragraph 5.4.4.
Please confirm whether the contractor is required to furnish, store, transport, or administer blood or blood products. If blood-product capability may be required for an individual mission, please identify which party will furnish the products and how storage, transport, compatibility verification, and regulatory requirements will be addressed.
See PWS paragraph 4.3.
Please clarify whether the contractor is required to maintain current CAMTS accreditation or only comply with applicable CAMTS standards. If accreditation is required, please identify the required accreditation category, which entity must hold the accreditation (Prime or Subcontractor), and when it must be in effect. Will NAAMTA accreditation suffice as compliance or is CAMTS the only option, provided accreditation is a requirement?
See PWS paragraph 6.1.
Please confirm whether resumes, licenses, certifications, CAMTS documentation, FAA certificates, aircraft specifications, DoD air-carrier approval evidence, insurance certificates, and the essential contractor services continuity plan count toward the 15-page technical proposal limit.
Refer to Addendum 52.212-1.
DFARS 252.237-7024 requires submission of a continuity plan for essential services identified in an attachment; however, the attachment number and date are blank. Please identify the applicable attachment and the mission-essential services that must be addressed.
IAW Addendum 52.212-1, the continuity plan shall be included within the Administrative Volume of the Offeror's proposal. DFARS clause 252.237-7024 has been updated accordingly.
Section M states that price will be evaluated after the proposal receives an acceptable rating for technical capability and past performance, but the solicitation identifies only Technical Capability and Price as evaluation factors and provides no instructions for past-performance submissions. Will past performance be evaluated? If so, please provide the submission requirements and evaluation criteria. If past performance will be evaluated, may the offeror submit relevant past performance of a subcontractor?
Amendment 0006 changes the source selection strategy from Lowest Price Technically Acceptable (LPTA) to Past Performance Tradeoff (PPT); the 52.212- 2 Addendum has been updated accordingly.
The PWS lists a base period beginning May 1, 2026, while the solicitation establishes Ordering Period 1 as September 15, 2026, through September 14, 2027. Additionally, Section F lists CLIN 4001AB as October 1, 2030, through September 30, 2031, while other portions identify September 15, 2030, through September 14, 2031. Please confirm the correct performance dates.
The PoP has been revised; refer to Section F of the solicitation.
The PWS refers to CLIN X001 for availability and CLIN X002 for missions, while the solicitation uses CLINs ending in AA and AB. Please confirm that the AA CLINs are the availability/standby CLINs and the AB CLINs are the aeromedical evacuation mission CLINs.
The CLIN numbering is annotated in Section B of the solicitation. Confirming that the "AA" SLINs represent the availability/standby CLINs while the "AB" SLINs represent the aeromedical evacuation flights.
Will aircraft supporting this contact be permitted to land at Bucholz Army Airfield (AAF) after normal hours?
See PWS paragraph 3.2.
Please clarify the Government's intended credentialing and privileging process for healthcare providers performing under this contract, including the following:
