About this file
This is Amendment 0003 to solicitation W81K0026QA2400, issued by the U.S. Army Medical Readiness Contracting Office West on September 9, 2026, with an effective date of September 9, 2026. The amendment extends the response due date from September 9, 2026 at 9:00 AM to September 18, 2026 at 10:00 AM. Offerors must acknowledge receipt of this amendment prior to the extended deadline through one of three methods: completing and returning items 8 and 15, acknowledging receipt on each copy of the offer submitted, or providing separate written communication referencing the solicitation and amendment numbers. Changes to previously submitted offers may be made via letter or electronic communication provided each reference the solicitation and amendment numbers and are received prior to the opening date and time.
The amendment modifies the underlying contract requirements in five primary areas: response deadline extension; adjustment of all five ordering periods (CLINs 0001, 1001, 2001, 3001, and 4001) from September 15 start dates to November 15 start dates, extending each ordering period by two months through 2031; corresponding shifts in delivery and performance periods for line items 0001AA, 0001AB, and their counterparts across all ordering periods; updates to the Performance Work Statement document (PWS_ver 31 AUG 26); and modifications to clause 252.237-7024 regarding notice of continuation of essential contractor services, requiring offerors to provide written continuity plans addressing personnel acquisition, pandemic waves, alternate work arrangements, alert procedures, and employee communication protocols. Additionally, the evaluation section clarifies that the Government will award a firm-fixed-price contract using a Lowest Price Technically Acceptable (LPTA) process, evaluating technical capability and price, with the notation that not all proposals may be evaluated under this methodology.

Evaluation Factors for Award
Miscellaneous text in this section has been modified from:
Addendum to 52.212-2, Evaluation - Commercial Products and Commercial Services
Paragraph 52.212-2(a) is hereby amended, as follows:
The Government will award a Firm-Fixed-Price (FFP) contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation is the best value to the Government.
Award will be made using the Lowest Price Technically Acceptable (LPTA) process. The Government will initially list proposals from lowest to highest price. The Government will evaluate the lowest priced proposal first. If that proposal is determined technically unacceptable, the Government will evaluate the next lowest priced proposal and continue in that manner until a proposal is rated Technically Acceptable. If a proposal is rated Technically Unacceptable, the Government will not evaluate any other factor. USING THIS PROCEDURE, THE GOVERNMENT
The following evaluation MIGHT NOT EVALUATE ALL PROPOSALS. factors shall be used to evaluate the offer:
Factor 1 - Technical Capability:
Technical capability ratings reflect the Government's confidence in the offeror's ability, as demonstrated in its written technical proposal, to perform the requirements stated in the solicitation. The Government will make an independent judgment of the probability of success.
Prospective contractors shall demonstrate that the service offered complies with the technical requirements described in the Performance Work Statement by submission of a written capability statement with their offer which specifically must address adherence to the PWS. To receive consideration for award, a rating of no less than "Acceptable" must be achieved in technical acceptability. If an offeror does not indicate whether its proposed services meets a certain minimum requirement, the Government will determine that it does not. adjectival The following ratings will be used in evaluating each offeror's written technical proposal:
ACCEPTABLE: To receive an acceptable rating the proposal shall clearly demonstrate that the offeror fully understands and is capable of performing the minimum requirements of the Performance Work Statement.
UNACCEPTABLE: An unacceptable rating will be assessed on any offeror that presents a proposal that fails to clearly demonstrate that the offeror fully understands and is technically capable to perform the minimum requirements of the Performance Work Statement .
Factor 2 - Price:
The Government will evaluate the pricing to determine if it represents a fair and reasonable price once the proposal has received an acceptable rating for technical capability and past performance.
Offerors' pricing must be determined to be fair and reasonable in order to be eligible for an award.
Award will be made on a Lowest Price Technically Acceptable (LPTA) basis. A Responsibility Determination will be made prior to award in accordance with FAR 9.104-1. Offerors shall indicate a price for each CLIN to be eligible for award.
Paragraph (b) is hereby replaced with the following:
The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. In addition, given that FAR Clause 52.217- 8, Option to Extend Services, provides that the Government may require continued performance of any services within the limits and at the rates specified in the contract (i.e., the rates in effect when the Option to Extend Services clause is exercised), for purposes of evaluating this option, the contracting officer will consider the prices submitted for each CLIN, since those would be the binding prices should this option be exercised. Evaluation of this option shall not obligate the Government to exercise the option.
(c) A written notice of award or acceptance of an offer, within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
