The contract will have a one year base period from April 2023 through March 2024, with four additional one year option periods that may be exercised at the government's discretion. The NAICS code is 811210 with a $30 million size standard. Proposals are due by January 10, 2023. Answers to Vendor Questions

SOLICITATION W81K00-23-R-0002

BIOMEDICAL MEDICAL EQUIPMENT REPAIR TECHNICIAN SERVICES

16 December 2022

1. PWS section 1.1.1 references the Contractor shall provide at least one qualified BMET with advanced and/or specialized training within each of the following modalities: radiology/imaging, sterilizers/sterilization, dialysis and clinical laboratory, ventilators and respiratory, operating room, endoscopy, and heart-lung bypass and perfusion systems. For better understanding, would the Government clarify if this is one BMET needing all qualifications or one BMET for each qualification?

Answer: One BMET III subject matter expert per modality

2. PWS section 1.2.1.2 references the Contractor shall provide CP support services during any eight-hour shift, Sunday through Saturday, to include federal holidays, evenings, and night shifts, based on the mission needs. Based on a possible conflict with Department of Labor regulations and laws for SCAs, can the government clarify the intent of this statement and/or if this is applicable to a specific BMET type?

Answer: The BioMed section currently has an initiative to have three (3) shifts. Each shift will consist of an eight (8) hour workday. The initiative is for Monday – Friday. However, it could be Sunday – Thursday or Tuesday – Saturday. With that being said the workday could fall on a Federal Holiday.

3. PWS section 1.2.3 references, mission essential CP shall be designated in writing to the Contracting Officer Representative (COR) and Chief, Biomedical Engineering Services (BES) 30 days post contract award.

Based on historical context and to clarify, would the Government provide further guidance as to what it defines as mission essential and/or if this is left to the contractor to determine?

Answer: Contract personnel are considered mission essential. Depending on the situation like COVID pandemic, due to acts of God, etc. BMET I’s and advanced office clerks are not considered mission essential.

4. PWS section 3.1.1 references that the CP shall complete all internal BMET/AOC job-related Clinical Engineering (CE) assigned annual training no later than 90 days after assignment, unless a specific due date (provided in writing) is given by the COR. For clarity, would the Government provide whom assigns this annual training and/or it if is a fixed annual training requirement or an adjustable/flexed annual training requirement?

Answer: Training requirements are historically annually from the date of the initial class, however there may be semi-annual training requirements mandated by Brooke Army Medical Center or higher authority.

Internally there shall be annual refresher training on policies, procedures, etc.

5. PWS section 3.5 references the CP shall provide their own Personnel Protective Equipment (PPE) aside from what is already in the BES department (these PPE are signed out and returned after use). Based on the requirement for the contractor to provide PPE, can the Government provide a current list of PPE required by the contractor?

Answer: Safety shoes (steel, aluminum, composite) shall be provided by the Contractor. Eye, hearing and hand protection will be provided by the medical treatment facility. If a contractor is working with the Radiology section lead aprons will be provided by the medical treatment facility.

6. PWS section 4.5.1 references Unscheduled Services. Based on historical context, would the Government provide clarity on what is the expected or minimum amount of work performed by CP and or the maximum amount of work performed by the CP to include the possibility of a percentage breakdown? Can more information, or expected amount of work, on density of work normally handled by the contractor be provided?

Answer: There is no % breakdown between scheduled preventive maintenance and unscheduled maintenance. The expectation is to have the BMET fully engaged performing services for the eight (8) hour workday. Historically the monthly work order average is 100-150 per contracted technician dependent on the modality.

7. PWS section 4.5.2 references Scheduled Preventative Maintenance. Based on historical context, would the Government provide clarity on what is the expected or minimum amount of work performed by CP and or the maximum amount of work performed by the CP to include the possibility of a percentage breakdown?

Can more information, or expected amount of work, on density of work normally handled by the contractor be provided?

Answer: See answer above for question #6.

8. PWS section 4.5.4 references that because of a minimal time entry of 0.1 per service line, it is possible to surpass eight (8) hours in the APSR in a given day. Based on industry standards and practices, and DOL requirements, and to provide clarity, would the Government provide clarity on if they distinguish between maintenance hours and work hours?

Answer: Yes, there is a distinction in a DOL eight (8) hour workday and the APSR eight (8) hour time entries for work orders. The APSR accounts for the approximate time dedicated to servicing the MDE.

Think of taking your vehicle in for service at the dealership. They have a manual that indicates the oil change will take 1 ½ hours and that’s what you are charged. However, the actual action may take 20 minutes.

9. PWS section 5.2.2 references the Contractor may review candidates who do not meet the requirements but have hands-on experience through a bona fide occupational qualification (BFOQ). Based on what is listed in the RFP, would the Government provide clarity or a model for the BFOQ process?

Answer: Candidates will be evaluated in regards to the BFOQ standard. This would be similar to medical manufacturer trained personnel (i.e., Siemens, Fresenius, Steris) or if a candidate job history related to MDE or high level troubleshooting experience.

10. PWS section 5.2.2.3 references BMET II/SA I’s must have DoD Information Assurance Technician (IAT) Level II Certification (DoDI 8570 is going to be DoDI 8140). Based on the specificity of this requirement, would the Government provide suitable or equivalent certifications under the provision that new hires would get this certification accordingly?

Answer: The Government does not provide Information Assurance Technician (IAT) Level II Certification.

DoDI approved 8140 baseline certifications for Level I include A+ and Network +. The Level II required at BAMC is Security +. Any qualified BMET candidate with the Level I certification will have 90 days outside work hours to acquire the Level II certifications. The aforementioned classes are offered from several civilian institutions.

11. PWS section 5.6.2.3 references BMET III/SA II’s must have DoD Information Assurance Technician (IAT) Level II Certification (DoDI 8570 is going to be DoDI 8140). Based on the specificity of this requirement, would the Government provide suitable or equivalent certifications under the provision that new hires would get this certification accordingly?

Answer: See answers above on question 10.

12. PWS page 17, QASP chart, references performance objective ratings. For clarity, would the Government provide more specific information as to what these ratings mean? For example, 4.5.1 states (BMET and SA) unscheduled services are 90%; the clarifying question is 90% of what or to what? How are these percentages supposed to be met?

Answer: The BioMed Shop Standard Operating Procedures (SOP) is provided upon hiring and annually as a shop training evolution. The candidate is required to review/validate and respond to work load and time management. Our Quality Assurance/Quality Control (QA/QC) cell to include the shop foreman, NCOIC and leadership regularly perform a sampling of the technicians workload, work order completion, equipment record review and utilization rate.

13. PWS page 18, Method of Assessment, references standards of 90% or less as unsatisfactory; however, the QASP chart lists 90% as the performance objective in some areas. Based on historical context and for clarity, would the Government provide more specific information as to their intent and how this is supposed to be met?

Answer: The standards and measurement score are an aggregate score of the other metrics listed in the

PWS.

14. PWS references a fill rate for staffing but does not provide time periods for replacing employees. Based on experience and historical context, would the Government provide a "reasonable" period to replace employees?

Answer: Knowing the Federal and Local background checks can be rather extensive we are making a recommendation to have a replacement employee within 90 days or less of the hiring action.

15. No attachments referenced a density list of possible work to be performed by the contractor. For clarity, would the Government provide a density list of current workload to include a possible break down of different modalities, locations (BAMC proper, off campus, etc.), and number of modalities?

Answer: Density list will not be provided. However, BAMC has approximately 28k MDE that are maintenance significate across over 250 hand receipt holders/clinics that are located in and around south Texas.

16. PWS section 3.6 references Government Provided Vehicles (Car, Pick-up, Truck, and or Van) to support maintenance services to Houston and Corpus Christi. Based on historical information, would the Government provide the average number of trips to Houston and Corpus Christi per year and or any related workload data for these trips per year?

Answer: Historical information will not be provided.

17. PWS 1.2.6 On-Call; how many CPs are required for one on-call shift rotation and is there a required labor mix as well i.e., at least one BMET and one SA per on-call rotation?

Answer: The BMET II’s, BMET III’s and SA candidates will be required to perform the on-call rotation.

This will be only one (1) body per rotation.

18. PWS 2.1 – 2.2; please clarify if the Contractor Representative is allowed to perform their duties remotely and conduct meetings with the COR virtually. If not, is there and what are the GFI/S provided to the Contractor Representative?

Answer: The contractor representative is merely a liaison between the government and the vendor. The contract representative/liaison will NOT be performing their duties remotely. As this representative shall be a BMET III and will be required to work on MDE as well.

19. PWS 2.9 Contractor Fill Rate; can the Government please state what their definition of fill rate means? Fill rate can be defined as maintaining above 95% staffing with no resignations throughout the length of the contract or maintaining 95% staffing with resignations filled within TBD days of vacancy throughout the length of the contract.

Answer: The contract is approved for a fixed number of man-hours being met. This is how the 95% fill rate is determined.

20. PWS 4.5.3 – 4.5.4; it is understood what data BMETs and SAs will be inputting in the APSR to maintain a utilization rate of 95%. Can the Government please clarify what specific data is assigned to the Contractor Representative to maintain a completion and utilization rate of 75%? As well, is the Contractor Representative required to be onsite to input or report such APSR data?

Answer: The contractor representative is merely a liaison between the government and the vendor. Some of the duties of this representative is to assist new hires with the coordination of the Federal and Local background checks, fingerprinting and processing within BAMC. From a 160 hour work month and 75% of that is approximately 40 hours for liaison administrative time and 120 hours of maintenance time
