Q&A – W81K00-18-R-0018
Below is a list of the questions and final answers:
1. How are these services currently being performed? Under contract? In-house?
-Currently being performed under two contracts.
2. If these requirements are currently being performed under a contract,
a. Who is the Contractor? Luke & Associates, Inc. & Magnificus Corporation
b. What is the contract number? W91YU0-14-D-0001 & W91YU0-14-C-0001
c. When does the contract expire? Both Expire 31 December 2018
d. What is the current contract value? $18,532,272.70 & $32,650,693.00
3. Addendum to 52.212-1(2): How many past performance questionnaires must come from the prime? If the prime is a joint venture, how many must come from the small business partner?
-The Solicitation requires two questionnaires from two different contracts.
4. Addendum to 52.212-1(2): Please align the PPQ deadline to be the same as the RFP closing date. Many MTF CORs are taking leave before the end-of-FY rush, so we respectfully ask that the Government accept PPQs through the solicitation closing deadline.
-The PPQ response date will remain the same, however please continue to keep record of your company’s request to the COR’s and submit as a matter of record to submit in case you don’t think the government may not get a submittal.
5. Addendum to 52.212-1(1): Please Clarify whether the Government is requesting responsibility information.
-Please ensure the first page of the SF1449 is filled in entirely and by award date have a valid SAM.
6. Addendum to 52.212-1(1.1): Does the government want offeror to address a particular scenario, (so it can evaluate apples-to-apples among offerors) or rather more generally outline their plan for accelerated recruiting?
-Please submit your plan for increased recruiting in the case of a surge.
7. Addendum to 52.212-1(1.2): Please confirm that the Government wishes to review this for all labor categories or whether specifically for the professional employees?
-Each skill set compensation will be evaluated for its ability to attract and retain quality health care providers.
8. Addendum to 52.212-1(1.2): Should offerors include compensation provided in PWS 10.1-2 in the compensation plan?
-No
9. Addendum to 52.212-1(1.3)(iv): In order for industry to respond with specific shift schedules, the Government must provide much more detailed information about what it requires in each shift. Please provide this information, e.g. the labor category mix it requires for each shift. Please also provide the current schedules with labor categories.
The mission at SRP is constantly fluctuating; therefore, all personnel must be available to work all shifts stated in the PWS.
10. Addendum to 52.212-1(1.3)(iv): Under personal services contracts, the Government is responsible for determining the shift schedule based on the Government’s requirements. If that is not the case in this contract, please clarify that point.
The Government has identified the possible shifts as outlined in the PWS. For the Non-personal services it’s the offerors responsibility to schedule their employees’ shifts.
11. Addendum to 52.212-1(1.3)(iv): Will the Government please clarify what about an offeror’s ability to perform it is evaluating in this part of the proposal so that industry can best address that point?
- Solicitation has been revised to clarify this refers to non-personal services. All contract personnel must be available to work all potential shifts as outlined in the PWS.
12. Addendum to 52.212-1(1.3): In light of PWS 1.3.2, consider whether offerors should specify whether they are certified by The Joint Commission for Health Care Staffing.
-There is no certification required of the offeror, however your employees must adhere to hospital policies that are IAW Joint Commission.
13. Addendum to 52.212-1(1.3): In light of PWS 3.4.2, we would suggest the Government allow offerors to specify as part of their proposal the identity of manager/key person who will be responsible for directing their performance and provide a resume demonstrating their capability.
In such a case, we would ask that the resume not be included in the page count for this sub-factor.
-Some contracts require Program Managers to be onsite to manage their employees therefore demonstrating their capability would be required but; in this case the government is only asking for Manager/Key personnel to act as liaison contract and the government. PWS was revised to remove verbiage for an onsite manager.
14. Addendum to 52.212-1(2): May CPARs be provided in lieu of PPQs?
-Please submit PPQ
15. Addendum to 52.212-1(2): Please provide Exhibits B & C (PPIS and PPQ) in Word format.
(FYSA, and you do not have to print this in the Q&A, but the solicitation version has pre-filled the contact email of a particular vendor that the Government will want to erase first.)
Documents will be provided in word
16. Addendum to 52.212-1(2): Will past performance from the prime be evaluated with greater relevancy than past performance from subcontractors?
-No.
17. Addendum to 52.212-1(3): If we understand the RFP correctly, and he contractor overhead costs tied to accelerated recruitment do not have a separate CLIN and, the way the solicitation currently is written, must be represented in the contractors fully-burdened hourly rates. Is that correct? If it is correct, please consider that this will create a risk of non-performance for the Government because surging recruitment carries increased overhead costs for the contractor that cannot be recovered with the current CLIN structure (i.e. a good contractor that invests in surging their recruitment capability can only do so but cutting into its profit, creating a perverse incentive). Consider mitigating that problem through one or more ODC CLINs, like allowing the contractor to invoice for increased surge overhead on a cost-reimbursement basis or a certain % increase on the bill rates for direct labor.
-Proposal must include all costs associated with the Government’s requirement.
18. Addendum to 52.212-1(3): Will a price realism analysis be performed?
-If the Government determines that a price realism analysis is required
19. FAR 52.216-19(b) (1): “$3,000” looks like it might be a mistake. This number is usually something like $10 million or $20 million.
-The guaranteed minimum of $3000.00 is correct
20. FAR 52.219-8: Should this be removed since the acquisition is a small-business set aside?
FAR Clause 52.219-8 is applicable because there a non-personal services skill sets on this requirement
21. General: Are there any Collective Bargaining Agreements in place on either of the two current contracts?
-No.
22. General: How will the contractor be notified of a military troop surge and the corresponding need to accelerate recruitment?
-Notification will come directly from the Contracting Office.
23. PWS 3.10.2: Could the government provide an average/routine security processing time (e.g.
how many days, typically) for WBAMC?
-Normal processing time is 30-45 days
24. PWS 3.4.2: Will Government or contractor personnel be responsible for processing contract personnel CACs?
-Once the background/security check and credentialing is complete then the contractor will provide a DD1172 and the government will process the CAC
25. PWS 3.4.2: Will WBAMC/SPRC provide an on-site office for the contractor’s management?
- Verbiage regarding an onsite Program Manager was removed from the PWS
26. All the CLINS for Excess Hours reference “IAW with PWS 1.4.3”
-Should be IAW PWS Para. 4.5; this is corrected on amendment 0002
27. There is no para 1.4 nor is there a subpara 1.4.3.
-Should be IAW PWS Para. 4.5; this is corrected on amendment 0002
28. Are we to include a signed copy of the SF 1449 in Section I – Administrative file?
-Yes.
29. Of all these seven (7) CLINS, have different wording from the other CLINs. The have an additional: "Any task orders placed against this CLIN will include both the number of FTE and hours required." Are the other CLINS going to be on one (1) task order with the total hours and these will be incremental Task Orders up to the MAX Quantity?
-Task order will be issued for the actual number of FTEs required to meet the Government’s mission. If additional FTEs are required then a new task order may be issued.
30. These CLINS are not listed as Not Separately Priced and appear to be just a header or lead off for the subCLINS 0001AA, 0001AB, etc. How are the offerors to price theses? What is the Gov expecting for these CLINS?
-informational clins only not priced.
31. CLIN 0001 Soldier Readiness Processing Services, Period of Performance is 1 January 2019 to 30 September 2019. CLIN 1001 Soldier Readiness Processing Services, Period of Performance is 1 October 2019 to 30 September 2020. The hours for the 0001 CLINS and the 1001 CLINS are the same however, the POPs are different. Should the hours for CLINS 0001AA-0001BT only be for 9 months. For example 0001AA would only be 8640. Please Clarify?
-The maximum quantity hours were updated on Amendment 0002
32. Both Documents (PPI and PPQ) appear to be due by 7 August 2018, 10:00 am CST. Would the Government extend this date so that the PPQs and PPIs are both due at the time of the full proposal submission 20 August 2018? Would this be in a separate PP Volume?
-Response date changed to 15 August 2018 at 10:00am Central Standard Time
33. Can the Government provide the PPQ in word Format?
- Documents will be provided in word
34. Can the Government please clarify the requirement? pg. 136 - RFP states "An electronic copy of the Offerors PPQs shall be submitted with the Offerors proposal". pg. 206 - PPQ Form states "...return via email no later than 7 August 2018, 10:00 CST to Anthony D. Browner, anthony.d.browner.civ@mail.mil." If our customer is providing the form to Anthony, does this mean that we should include a unsigned copy of our PPQs we sent to the client in our Past Performance Section or Volume?
-Pg. 136 was revised. Customers must provide PPQ directly to Mr. Browner.
35. Are the hours on the CLINS just the MAX hours per year for pricing and there will be Task Orders let against them up to the Max Quantity?
Task order will be issued for the actual number of FTEs required to meet the Government’s mission. If additional FTEs are required then a new task order may be issued.
36. The count on the FTEs in the CLINS Hours equals 176. Exhibit D - suggests that 104 FTEs will be required by 1 January 2019. Will the 1st Task Order include the 104 listed on Exhibit D.
Is the difference between the 104 on Exhibit D and the MAX hours that would support 176 the expected Surge capability or is this for growth? How long would the Surge last if implemented by the Government - is it short term (1-3 months) or long term (1-2 years)
-Maximum hours were updated in amendment 0002. Exhibit D is correct regarding the 104 FTEs that is required on 1 January 2019. The remaining FTE is for growth and/or surge. The length of the surge is depending on real world events.

Based on this requirement being under the Technical section, our we to understand that this would be included with the Technical section? Columns B through E of Exhibit With perhaps some additional details in section 1.2 seem to answer the compensation plan question.
-Correct.
45. The concern is with Columns F through J of Exhibit A includes "administrative, Profit, and the Billable Rate which is appear to be pricing data and SECTION IV - FACTOR 3 - PRICE:
states that - "All pricing information shall be addressed ONLY in the Price Proposal Volume."
Should there be 2 exhibits - one with Columns B through E to address subfactor 1.2. and the current Exhibit A that could be included in the Price Volume. Please clarify?
-The compensation spreadsheet is used in lieu of the compensation plan that is shown as the crosswalk for the Exhibit A. Because this requirement has 26 different skills sets the Government did not want the offerors to have to complete 26 different compensation plans plus additional compensation plans for the overtime hours. Exhibit A also reflects the breakdown of the unit cost including G&A and profit.

-No
71. Are there specific or special evaluation criteria for rating the experience and past performance of an offeror who utilizes parent or subsidiary company experience and past performance if the proposal shows that a sister company lending its experience and past performance has made a firm commitment to have a meaningful involvement in contract performance?

-This refers to non-personal services.
81. Can the Government please clarify how the offeror should present an IDIQ contract as a past performance reference?
- Past Performance Information (PPI) Sheet (Exhibit B) on at least two (2) but no more than five (5) recent task orders or stand-alone contracts for a Government or commercial client that they consider most relevant in demonstrating their ability to perform the proposed effort.
82. Should the offeror list individual task orders that make up a relevant reference? Or should the offeror use the totality of the IDIQ contract?

86. Would the government please release “the electronic version of the Schedule outlined in Section B” that is mentioned in Section IV-FACTOR 3-PRICE.
-The solicitation was amended to remove this verbiage.
87. On page 135 of the solicitation, the government states that “The contractor will provide services for work weeks averaging 40 work-hours and may consist of an average of eight (8), ten (10), twelve (12)-hour -work days scheduled Sunday through Saturday…” Does the Government anticipate any of the HCPs to work night shifts?
-Please read the entire section of Paragraph 4 of the PWS.
88. As shifts may vary per labor category (i.e. family practice physicians and RN Case Managers), can the government please provide a sample schedule or a historical schedule for each of the required labor categories?
-No, workload is constantly changing the potential shifts are stated in the PWS
89. In Section II of 52.212-1 the Government states that subfactor 1.1 is the Accelerated Recruiting plan, however this requirement is also found in subfactor 1.3 Managerial Plan (iv)(b).
Is it the Government’s intention for these to be two separate documents with their own page limit? Or is Subfactor 1.1 required to be found in the Managerial Plan and counted under the 20 page limit?
-The contractor’s technical plan for sub-factors 1.1 & 1.3 will be limited to the 20 pages.
90. As Subfactor 1.1 Accelerated Recruiting Plan is also found in subfactor 1.3 Managerial Plan, does subfactor 1.1 count towards the 20 page limit for the Managerial Plan? If not, can you please provide the page limit for Subfactor 1.1?

91. Can the government please provide a list of the current vacant positions?
- The government will not reveal current fill rates
92. Can the Government please provide some additional clarification as to what is required from the offerors for this section?
As the shifts "may consist of an average of eight (8), ten (10), twelve (12)-hour -work days scheduled Sunday through Saturday between the hours of 5: a.m. and 10:00 p.m.", is the Government looking for the offerors to provide three options for schedules with each possible workday shifts 8hr, 10 hr, and 12 hr between 5am and 10pm, 7 days a week? (such as 5:00 am to 2 :00 pm and 1:00 pm to 10:00 pm for 8 hours shifts) or with the current operational hours from approximately 7:00 a.m. to 7:00 p.m. is the Government looking for the offerors to provide three options for schedules with each possible workday 8hr, 10 hr, and 12 hr shifts between 7am and 7pm, 7 days a week? It was the offerors understanding that we are augmenting the Government personnel and that we would work the schedule as defined by the SRC, is that not the case?
-Solicitation has been updated to reflect the correct shift hours
93. As the schedule, hours and shifts could change or be staggered at the discression of the SRP Chief due to mission requirements, can the Government provide information as to what the minimum staffing requirements are per shift by labor category so that we can address the "how each shift will be staffed" requirement. For example, as this is augmenting the Government staff and we are only asked to provide 1 Psychologyst per Exhibit D what shift (hours) and days would that resource need to be present? It appears from the manning request that some of the personnel would be support to the Core Government staff during the prime hours (7am to 4pm?)
as there is only 1 resource per labor category, is this correct? It would be helpful to the non-incumbent offerors to have insight into the concept of operations of the SRC. Can the Government please provide additional details?
-Please keep in mind the SRP is a very fluid mission and one of the 8 hour shifts may be correct for the situation explained above, however; the government reserves the right to changed personnel to whatever shift they may need them.
94. It was the offerors understanding that the personal services would be onsite to support the Government and like other similar contracts, the offeror supplied personnel would work the schedules that are provided and coordinated by the Government. Is this not that case on this contract and the expectation is the offeror will provide the scheduling of resources? Please confirm?
