A.14-No, the page limitation as solicited will stand.

Q.18-Can past performance references/questionnaires be submitted from both the prime contractor and any proposed subcontractors/teaming partners?

A.18-Yes, the teaming agreement/relationship must be clear to the Government.

Q.20-Can you explain the difference between the past performance references (maximum five submitted) and the past performance questionnaires (maximum three submitted)?

A.20-The past performance reference list is submitted by contractor/offeror. The past performance questionnaires are submitted by the person who the contractor/offeror is using as a reference. Both should be relevant to the work being performed as stated in Addendum 52.212-1 2a. and 2b.

Q.21-Can the Government confirm if the current (incumbent) contract(s) has an immunization requirement same or similar to those in this solicitation?

A.21-We cannot discuss current contract immunization requirements.

Q.22-Reserved.

Q.23-The included Wage Determination provides two health & welfare numbers ($4.41 per hour and $4.13 per hour). Does the Government have a preference of which health & welfare amount is to be used?

A.23-Please refer to the Executive Order 13706 on the Wage Determination listed on solicitation.

Q.24-Can the Government confirm if the contract will have one COR or individual CORs for each branch the contract supports?

A.24-No, we cannot confirm the number of CORs that will be appointed until this contract is awarded. Until then, it will be discussed only with the offeror who obtains the contract award.

Q.25-Is it acceptable to submit a narrative description of the submitted past performance references required, or only the contractual information specified in the solicitation instructions?

A.25-No, only contractual information specified in the solicitation instructions. Please refer to Addendum 52.212-1 2.b. regarding present and past performance.

Q.26-Can the Government confirm if the below math accurately shows the expected productive hours per employee?

2080 hours (total working hours)

- 80 hours (Federal holidays)

- 80 to 160 hours (vacation time per the included WD)

- 56 hours (sick leave, per EO 13706)

= 1864 to 1784 hours Knowing incumbent staff eligibility for vacation time (2 - 4 weeks, per issued WD) is critical to pricing.

A.26-Please refer to the Executive Order 13706 on the Wage Determination listed on solicitation.

Q.27-Scheduled CSP leave requires a minimum of 30 days of advanced coordination (per PWS 1.10). However, this seems in conflict with Executive Order 13706 – Paid Sick Leave for Federal Contractors under executive order that prohibits interference / discrimination in how CSPs use their accumulated sick leave. Please clarify?

A.27- To meet mission requirements, the Government asks for advance notice for leave however, situations may occur where that is not possible and the Government will work through those on a case by case basis.

Q.28-Do the CSPs work during training holidays?

A.28-Please refer to PWS paragraph 1.9 Training Holidays.

Q.29-Are CSPs paid (by the Govt.) if they have to participate in Govt. training?

A.29-Yes, contractor service providers (FTEs) will get paid for government training offered only by government.

Commercial available training will not be paid by government.

Q.30-We can find no CLIN in Schedule B for Contract Manager or an Alternate Contract Manager. Is the contractor expected to absorb all the cost of Program Management for this large Government contract?

A.30-The Government will not tell contractors how to work those costs into your proposal.

Q.31-This contract requires significant daily coordination and reporting. Will the Government provide an office space at SAMMC for contract management?

A.31-Space is limited at San Antonio Military Medical Center (SAMMC) and government does not have the space available to accommodate a contract manager.

Q.32-Per the solicitation, minimum font size is 10. Is it acceptable to use a smaller legible font size for any figures, graphics, or tables used to convey information?

A.32-Yes, as long as its visible. However, the font for paragraphs should be 10pt and no larger than 12pt font, front side only.

Q.33-Are the cover page, table of contents, and glossary of acronyms/abbreviations excluded from the page limit of the Technical volume?

A.33- Please refer to Q.13 and A.13.

Q.34-PWS 4.12 - Deliverables states that contractor is to provide a copy of the work schedule at least two weeks prior to the starting day of each pay period. Our pay period is every two weeks, and the Government's pay period is every month. Question: In the PWS 4.12, is the Government referencing the contractor's pay period, or its own pay period?

A.34-Upon contract award, contractor can coordinate with COR about what pay period they would like to use.

Q.35-If, in the above question, if we have to submit the work schedule two weeks prior to Government's pay period, then it potentially conflicts with PWS 1.10, which requires a 30 day notice for scheduled vacation.

A.35-The scheduled absences are submitted at least 30 days in advance to project leave for contractor employees taking vacation longer than a week. The work schedule submitted two weeks prior to the starting date of each pay period is to allow the government and contractor to discuss how to fill positions for those that are absent due to emergency leave or illnesses.

Q.36-How long is the transition period for the incoming contractor?

A.36-The transition period will depend on the contractor as it will not be paid by Government until full performance of services is in place. Please refer to PWS, paragraph 1.28.

Q.37-Is there an incumbent on this contract? If so, please provide the incumbent name, current contract number, length and value of the contract?

A.37-Please refer to Q.2 and A.2.

Q.38-What is est. level of effort for this requirement?

A.38-This question is not clear to the Government.

Q.39-Who is currently performing Logistics Support Services for Brooke Army Medical Center now?

A.39-Please see Q.2 and A.2.

Q.40-Are there conformed positions on this contract? If so, will the Government provide the crosswalk?

A.40-This question is not clear to the Government.

Q.41-Will the Government provide a CLIN for travel costs? If not, where should the offeror capture this cost?

A.41-No, there is no travel cost involved. The Government cannot tell contractors how to capture these cost within their proposal.

Q.42-Reserved

Q.43-Please confirm the contractor does not need to provide materials, equipment, and supplies in performance of this contract.

A.43-As stated in PWS Part 3, these are the items that government will be providing and contractor will not be expected to provide those items. Also please refer to PWS Part 4 and Part 5 to see items that are expected to be provided by contractor.

Q.44-In the past, I’ve noticed that 8a set-asides in TX usually require an FBO in TX, but I don’t see that requirement here. Can you please verify that is not a requirement. Second, will there be a site visit prior to the due date?

Q-44-What is meant by an FBO? This is not clear to the Government. No site visit will be allowed.

Q.45-We request that the Government consider revising this requirement so that it doesn't restrict Small Businesses from participating in this competition?

A.45-Government will not revise this requirement due to sufficient competition among 8(a) businesses.

Q.46-Page 157 and 158 (solicitation) lists Subfactor 2a and 2b. Request the following clarification: 2a asks for PPQ "to at least two references (maximum 3) while 2b ask for Reference list that should "include at least three and no more than five references". There appears to be a disconnect between these two. Can the Government please clarify if the Past Performance requirement is minimum of 2 and maximum of 5? Or is it minimum of 3 and maximum of 5? And based on what it is, how man PPQs minimum are required.

A.46-Past Performance questionnaire is a minimum of 2 and maximum of 3. Reference list is a minimum of 3 and maximum of 5 references on the list. Please refer to addendum 52.212-1 regarding present and past performance.

Q.47-In support of the Past Performance requirement can the Prime bidder propose a subcontractor's past performance and if so, how many subcontractor PPs is a Prime bidder allowed to submit in support of the overall bid Past Performance requirement?

A.47-Yes, the teaming agreement /relationship must be clear to the Government.

Q.48-On page 114 the Government lists the FTEs, Operating Hours and Position Titles. In addition, the Government also includes with the solicitation the Department of Labor Service Contract Act (SCA) Area Wage Determination. Request the following clarifications:

Does the SCA apply to ALL contractor positions listed in the solicitation? If not, which ones are excluded from

SCA?

A.48-No, some of the positions do not apply to the SCA such as the Quality Assurance Technician, Procurement Technician, Facilities Planner and Facilities Engineer Technician.

Q.49-If all positions fall under the SCA then request the Government clarify which AWD Occupation Codes the following Position Titles should be mapped to:

b1 - Quality Assurance Technician b2 - Procurement Technician b3 - Facilities Planner b4 - Facilities Engineer Technician A.49-Please refer to A.48.

Q.50- In addition the Government lists a Secretary position (which is an AWD/SCA mapped position) on page 114 but, then on page 121 under the Supply Chain Management Branch lists a Secretary III position. Can the Government please clarify what the correct bid position is? A Secretary or a Secretary III (they are two different occupation codes and pay rates per the Area Wage Determination).

A.50- This applies to Secretary III. The amendment will correct this discrepancy.

Q.51- Please confirm that the PWS referenced on page 157 under Factor 1 (1a) Part 4 and 5 is located at pages 108 through 112 and listed in the solicitation as Part 4 Contractor Furnished Items and Services and Part 5 Specific Tasks.

A.51-Correct; however, Part 4 and Part 5 also references part of the PWS, workload data, the position descriptions (technical exhibit 1 and 2) etc.

Q.52-Is there an incumbent on this contract? If so, please provide the incumbent name, current contract number, length and value of the contract?

A.52-Please refer to Q.4, Q.5, A.4 and A.5.

Q.53-Can the Government confirm title pages and table of contents per attachment are outside of the allotted page count?

A.53- Yes these are outside the allotted page count as long as contractor does not include information that is supposed to be included in the page count. Please refer to instructions in addendum 52.212-1 Administration Section.

Q.54-Please confirm size 10, 11, and/or 12 font for text is acceptable.

A.54 Yes, it is acceptable. Please refer to 52.212-1 Administrative Section.

Q.55-Given the quick turnaround on proposals, can contractors use CPARs instead of PPQs?

A.55 No, contractors should comply as per instruction addendum 52.212-1 Past Performance 2a and 2b. Please refer to present and past performance.

Q.56-In regards to Past Performance for this effort how far back will the government allow industry to reference their experience?

A.56- Seven years from the date of the solicitation.

Q.57-Can you define relevant experience in respect to how many years back we can go. Is the army going to put a limit on the amount of years we can go back we can use on past performance.

A.57-Please refer to A.56.

Q.58-Per Section 5.5.a, it states… responsible for grounds maintenance, pest control, furniture installation. But in TE-1 - Work Load Data, and TE-2 - Position Descriptions, there doesn't appear to have the people to fulfill these duties. Should 5.5.a or TE's be revised to reflect the addition/reduction of these services?

A.58-No, this was just a description of Facilities Management Branch Mission. And no, this will not be revised. As per workload data and position description for Facilities Management Branch, that is what is solicited.

Q.59-Due to the short turn-around for this proposal, would you allow us to use a CPAR in lieu of a PPQ?

A.59-No, please refer to Q.55, A.55.

Q.60-Page 171 states that in cases where past performance is unknown, a performance confidence rating of “acceptable” will be assigned. Under the definition for “Acceptable” past performance, an Offeror with unknown past performance falls under this category. To confirm: would a lower acceptable price Offeror having “unknown” rating on past performance be considered for award over offeror with higher past performance rating having higher price?

A.60-The source selection method for this solicitation is lowest price technically acceptable.

Q.61-Are all positions considered to be SCA positions with applicable wage determination?

A.61-No, please refer to Q.48, A.48.

Q.62-Who is the incumbent?

A.62- Please refer to Q.4, A.4

Q.63- Are all positions filled?

A.63-No, all positions are not filled. There are currently 70 incumbents performing and there is a need for 82.

Q.64-Do you foresee the response date being extended because of the holiday?

A.64-No, extensions will not be granted.

---End of Q&A---

ADDENDUM TO 52.212-2

Addendum to 52.212-2

Award will be made using the lowest price technically acceptable (LPTA) source selection process. Award will be made to the responsible offeror on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors. Award may be made without discussions with offerors (except communications conducted for the purpose of minor clarification). Therefore, each initial offer should contain the offeror's best terms from a technical and price standpoint. However, the Government reserves the right to conduct discussions if it is later determined by the contracting officer to be necessary.

Paragraph (a) is hereby replaced with the following:

(a) The Government will award a contract resulting from this solicitation to the responsible contractor whose quote, conforming to the solicitation, is Lowest Price Technical Acceptable (LPTA). Award will be made on an all or none basis.

The following evaluation criteria will be used to evaluate offers:

Factor 1. Technical Capability.

1a. Performance Work Statement (PWS) Compliance.

1b. Recruitment and Retention Plan.

Factor 2. Past Performance.

Factor 3. Price.

Note: A rating of Acceptable must be received on each of Factors 1 and 2 in order to be considered for award.

Except for communications conducted for the purpose of minor clarification, the Government intends to evaluate the proposal and award a contract without discussions. Therefore, the proposal should contain the offeror’s best terms from a technical capability, past performance, and price standpoint. However, the Government reserves the right to conduct discussions if it is later determined by the Contracting Officer to be necessary.

The government will initially list proposals from lowest to highest price as long as all pricing is in accordance with FAR Addendum 52.212-1 “Instructions to Offerors”. The government will evaluate the Technical Acceptability of the 3 lowest priced proposals first. If one of those proposals is rated Technically Acceptable and meets all other proposal requirements, the government will not evaluate any other proposals. If those proposals are determined technically unacceptable, the government will evaluate the next 3 lowest priced proposals and continue in that manner until a proposal is rated Technically Acceptable. If a proposal is rated Technically Unacceptable, the government will not evaluate any other factors. USING THIS PROCEDURE, THE GOVERNMENT MAY NOT

EVALUATE ALL PROPOSALS.

Factor 1. Technical Capability.

Technical capability ratings reflect the Government’s confidence in the offeror’s ability, as demonstrated in its written technical proposal, to perform the requirements stated in the solicitation. The Government will make an independent judgment of the probability of success. Prospective contractors shall demonstrate that the service offered complies with the technical requirements as described in the Performance Work Statement.

The following adjectival ratings will be used in evaluating each offeror's written technical proposal:

a. Acceptable – Proposal clearly meets the minimum requirements for each of the technical factors “1.a” and “1.b”.

b. Unacceptable – Proposal does not clearly meet the minimum requirements for any one or more of the technical factors “1.a” and “1.b”.

NOTE: In order to receive an overall "Acceptable" rating for Factor 1, Technical Capability, both factor "1.a" and "1.b" must each receive an "Acceptable" rating. An "unnaceptable rating in either factor will render the Technical Capability "Unnacceptable" and ineligible for award.

Factor 2. Past Performance.

The following adjectival ratings will be used to determine degree of performance risk associated with the proposal:

a. Acceptable – Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown.

b. Unacceptable – Based on the offeror’s performance record, the Government has no reasonable expectation that the offeror will be able to successfully perform the required effort.

Note 1: In case the offeror does not have a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305 (a)(2)(iv)). Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable.”

Note 2: The government may also consider any additional past performance information available, to include the

Past Performance Information Retrieval System (PPIRS).

Factor 3. Price.

The Government will evaluate price proposals on the basis of price realism once the proposal has received an Acceptable on technical capability, and past performance. A proposal unrealistically low in price may be grounds for eliminating a proposal and will be determined by the Government to be indicative of failure to be consistent with the offeror’s written technical capability approach and/or indicative of a failure to comprehend the complexity and risks of the proposed contractual requirement. A proposal that fails to establish price realism is ineligible for award.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is ineligible for award if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) Given that FAR 52.217-8 provides that the Government may exercise the Option to Extend Services at the rates specified in the contract (i.e., the rates in effect when the Extension of Services option is exercised), for purposes of evaluating the Option to Extend Services, the Contracting Officer will consider the prices submitted for the base year and each option year, since those are the binding prices should the Option to Extend be exercised.

(d) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
