QUESTIONS & ANSWERS (3RD SET)
QUESTIONS AND ANSWER (3rd Set)
Q.1- Reference Amendment 2, Answer 1: The answer provided by the Government states that there are five positions that are not covered by the Service Contract Act. Does the Government consider these classifications as Exempt positions?
A.1-Correct, there are five (5) labor categories for the new requirement that are not covered by the SCA because these are not listed in the Wage Determination. However, this doesn't mean that some (or all) of these positions are exempted from the SCA. Please refer to the Wage Determination "Conformance Process" and "the process for preparing a conformance request" included in the attached wage determination.
Q.2- Reference Amendment 2, Answer 1: The answer provided by the Government states that there are five positions that are not covered by the Service Contract Act. Were these classifications conformed by the Incumbent Service Provider(s)?
A.2- This question is unknown to the Government.
Q.3-Reference Amendment 2, Answer 1: The answer provided by the Government states that there are five positions that are not covered by the Service Contract Act. Please provide the base rate and fringe benefit for each of the classifications if they were conformed by the Incumbent Service Provider(s).
A.3-This information is protected under Privacy Act and will not be disclosed.
Q.4-Reference Amendment 2, Answer 1: The answer provided by the Government states that there are five positions that are not covered by the Service Contract Act. The Amendment 2 Answer also states that there are labor categories not currently being supported by all three current contractors. That is in direct conflict with the answer given in Amendment 1.
A.4-Correct, there are some labor categories that are not supported by all three contractors because some of these labor categories are supported by only one contractor and not all three (i.e. Drafter/Cad Operator IV supported by Infused Solutions only). Also, vacancies will be available as some of these labor categories are not currently filled by FTEs; thus, not being supported.
Q.5-Please clarify – are all labor categories staffed by the Incumbent Contractors?
A.5-Please refer to the updated FTEs Anniversary date list to see the labor categories that are currently staffed by the Incumbent contractors and those that are currently vacant.
Q.6-Reference Amendment 2, Questions and Answers (2nd set), A.1 and A.2: Please confirm that the 3 FTE Project Manager positions have changed job category to Facilities Engineer Technicians due to a change in requirement.
W81K00-18-R-0012
A.6-No, the requirement has not changed. The title has changed because the "Project Manager" title was not well defined and to clarify confusion among the government customers as contractors cannot occupy management positions in the Government. For further explanation regarding position descriptions for this requirement, please refer to attachment 2/technical exhibit 2 Position Description for all labor categories.
Q.7-Reference Amendment 2, Questions & Answers (2nd set), A.1 and A.2: Please clarify if the 3 FTE Project Manager positions used to be Management positions, perhaps under each incumbent contractor rather than managing a particular on-site specific project – we are trying to establish if 3 management positions have been changed into 3 working positions.
A.7-No, these are not management positions as contractors cannot occupy management positions in the Government. All contractors will work under government oversight.
Q.8-If the Offeror does not have relevant past performance references (40+FTEs and logistics personnel), do you still require the reference list and questionnaires, since according to the instructions, anything not meeting this criteria will not be considered?
A.8-Please follow instructions in the Past Performance section, Addendum 52.212-2 that was posted on Amendment 0002.
**The information above supplements previous information listed in Amendment 0001 and 0002.**
