It is the responsibility of the offeror to submit complete proposal information and documents that are fully responsive to the submission requirements of the solicitation. Offerors are responsible for organizing submitted material sequentially under tabs and numbered pages to facilitate evaluation. Materials not organized under the appropriate tabs, and in the sequence of subparagraphs set out below, may easily be overlooked during evaluations, possibly affecting an offeror’s rating.

2.7 No classified information shall be included as a part of the proposal.

3.0 VOLUME I – FACTOR 1 TECHNICAL EXPERIENCE / PAST PERFORMANCE

OF THE PRIME CONTRACTOR (“GATE KEEPER")

Submit Past Performance Information of the Prime Contractor in Volume I, under the tabs indicated below and number all pages. Note: (1) Do not provide any cost information in Volume I; (2) .No classified information shall be included as a part of the proposal.

3.1 VOLUME I Past Performance of the Prime Contractor. The Prime Contractor (Offeror) signed on the SF 33 is to provide its past performance information on recent and relevant effort and the quality of that effort to demonstrate its accomplishments and capabilities to successfully perform and accomplish the effort required by this RFP. There are two aspects to the past performance information to be submitted: (1) Relevant Company Effort and (2) Quality of Past Performance.

• Where the word "project” and/or “effort(s)" appears, it is understood to mean single contract(s) that involved a fixed price or cost-reimbursement type contract. If the offeror intends to submit “task order type projects”, each single task order project shall be submitted as an individual example. Do not combine tasks orders and present them as one entire project. Examples of project effort submitted by offeror may be projects performed for a state or Federal government agency, or for a commercial or private sector customer.

• Where the word “recent” appears, it is understood to mean a project that has been completed no more than five (5) years prior to the closing date for receipt of proposals, or be a current project that is at least 50 percent complete at the closing date for receipt of proposals.

• “Relevant” past performance information is one indicator of an offeror’s ability to perform the contract successfully. Where the word “relevant” appears it is understood to mean that a single project effort submitted is similar and logically connected to the context of this solicitation in terms of scope (dollar value, size, project type), magnitude of effort, and complexities, as the work described in this solicitation.

3.1.2 RELEVANT COMPANY EFFORT.

For each of the following 17 Technical Provisions (TP), the offeror is to submit no more than one (1) example of its most “recent” and “relevant” project efforts to demonstrate its company’s accomplishments in those areas.

Past performance submitted to demonstrate recent, relevant efforts in response to TP1 - Conduct Geospatial Research; TP 2 - Integrate, Execute and Transition C5ISR Technologies; and TP 3 - Provide Geospatially Related Operational Services must have been self-performed by the Offeror.
