Performance Work Statement For

Geospatial, Research, Integration, Development and Support (GRIDS III)

Part 1. General Information

1.1 Introduction. The purpose of this GRIDS III contract is to obtain support services for supporting the research and development efforts and maintenance of geospatial capabilities at the US Army Geospatial Center (AGC). The GRIDS III contract shall consist of one Indefinite Delivery/Indefinite Quantity (ID/IQ) Multiple Award Task Order Contract (MATOC) to acquire systems engineering and technical services to perform research and development activities, maintenance, and operational support that relate to rapid development, limited fielding and geospatial technology services for the warfighter as defined in this Performance Work Statement (PWS).

1.2 Background. AGC is a direct reporting center under the U.S. Army Corps of Engineers (USACE) and is the Army Knowledge Center for Geospatial Expertise. It serves as a key enabler of the Army Geospatial Enterprise- an integrated system of technologies and processes that delivers a geospatial Common Operational Picture to the Warfighter. The Army Geospatial Center provides geospatial support and products to Warfighters, to support the Army's Battle Command Systems in facilitating the dissemination of relevant geospatial information to every level across the battlefield environment. AGC coordinates, integrates, and synchronizes geospatial information requirements and standards across the Army, as well as develops and fields geospatial enterprise-enabled systems and capabilities to the Army and Department of Defense.

1.3 Objectives

This contract will result in a MATOC of prime contractors with the capability to manage multiple task orders simultaneously at multiple locations. The Contractor must also possess the corporate knowledge and technical capabilities necessary to assist in the coordination, integration and synchronization of geospatial information requirements and standards across the Army; develop geospatial enterprise enabled systems for the Army and the Department of Defense (DoD) and provide direct geospatial support to the Warfighter.

1.4 Personnel

1.4.1. The Contractor shall provide experienced personnel to perform the required services. The services to be delivered are non-personal services and no employer-employee relationships shall exist between the Government and the Contractor and/or between the Government and the Contractor’s employees. Contactor personnel performing under this contract shall not be placed in a position where they are employed by Government personnel or are under the supervision, direction, or evaluation of Government personnel, military or civilian.

1.4.2. Contractor personnel shall conform to standards of conduct and code of ethics, which are consistent with those applicable to Government employees, as provided in the Joint Ethics Regulation 5500.7.R. Contractor personnel shall present a neat professional appearance, and be easily identified. The Contracting Officer may require the Contractor to remove from the job site an employee working under this contract for reason of misconduct, security violations, or found to be or suspected to be under the influence of alcohol, drugs or other incapacitating agent. Contractor employees shall be subject to removal from the premises upon determination by the Contracting Officer that such action is in the best interest of the Government. Such removal from the premises shall not relieve the Contractor of the requirement to provide sufficient personnel to perform the services as required by this contract.

1.4.3. The Contractor shall comply with all applicable laws, rules and regulations.

1.4.4. Contractor personnel will obtain a Common Access Card (CAC) for performance under this contract.

1.4.5. Key Personnel

The key personnel positions of the Program Manager III and the Program Quality Control Manager are considered to be critical to the successful performance of this contract. In addition to the key personnel in the basic contract, the Government will designate key personnel for each task order and key personnel resumes are to be submitted for evaluation of the task order proposal. Key personnel shall be available during AGC Core hours between 0800 and 1600 Eastern Time, Monday thru Friday, except Federal holidays or when the Government facility is closed for administrative reasons. A POC must be available for the key personnel in the event they are not available at these times (i.e. leave/sick time).

The Contractor shall have all key personnel on board on Date of Award (DOA). The Contractor shall obtain the Contracting Officer’s written consent before making any substitution for designated key personnel. In the event of such substitution, the key personnel proposed to fill the specified role must have equivalent qualifications to the original individual.

1.4.6. Key Personnel Labor Categories, Descriptions and Qualifications

Key personnel will be designated for each separate task order. The Contractor shall submit its proposed key personnel to meet the Government’s requirements based upon the key tasks described within the PWS/SOO. The Contractor shall include the title of the key personnel, the qualifications to meet the Government’s need, as well as the educational experience necessary to successfully perform the task.

1.5 Period and Place of Performance

1.5.1 The MATOC period of performance is one base year with four (4) option years. The Period of Performance for individual task orders will be identified in each task order Performance Work Statement (PWS) or Statement of Objectives (SOO), and will vary depending on the requirement.

1.5.2 The Contractor shall provide on and off-site services in support of AGC and its customers. The work shall take place primarily in U.S. Government facilities, or at other locations identified in the individual task order.

1.6 Scope

The Contractor shall provide highly specialized expertise and technical services to execute the objectives specified in the PWS that directly correlates to the overarching objectives and goals of AGC’s mission. The Contractor must perform all work in strict accordance with the standards set forth in this and task order documents.

1.7 General Information

1.7.1 Access to and Disclosure of Information. The contractor may require access to data and information proprietary to a Government agency, another Government contractor, or of such nature that its dissemination or use, other than as specified in this contract, would be adverse to the interests of the Government or others.
