*** End of Narrative A0000 ***
The purpose of this Amendment 0004 is to:
Provide Government response to Industry questions received through Wednesday, September 20, 2017 as follows:
1. Industry Question: Is teaming allowed? (contractor clarification: a large business supporting a small business)
Government Response: In accordance with FAR 9.601, the definition of "Contractor team arrangement," "means an arrangement in which
(1) Two or more companies form a partnership or joint venture to act as a potential prime contractor; or
(2) A potential prime contractor agrees with one or more other companies to have them act as its subcontractors under a specified
Government contract or acquisition program."
The teaming arrangement is allowable as long as it does not contradict FAR Clause 52.219-14, Limitations on Subcontracting.
2. Industry Question: Will all access to Fedmall be available for this requirement?
Government Response: Section A, paragraph 21 of the Solicitation reads, "Access to DLA EMALL is NOT authorized." ___
3. Industry Question: The second amendment states that the response date was extended to September 29 at 3 p.m. However, the 3rd amendment states that it is not being extended. Please confirm which it is?
Government Response: Amendment 0002 did extend the proposal due date to 29 September 2017, 3:00 p.m. Local Time. Amendment 0003 made no change to the proposal due date.
Except as provided herein, all other terms and conditions remain unchanged and in full force and effect.
