SECTION C - DESCRIPTION/SPECIFICATIONS/WORK STATEMENT

PERFORMANCE WORK STATEMENT (PWS)

Smart Transmission Test System (STTS) Engineering Services

PART 1

GENERAL INFORMATION

C.1.0 GENERAL INFORMATION: The mission of the Corpus Christi Army Depot (CCAD) is to perform overhaul, repair, modification, retrofit, and modernization of aircraft systems and other systems as assigned; to maintain a mobilization and training base to provide capability for mission support during any contingency; to provide maintenance support services for special projects as assigned; to exercise command control over assigned activities; and to provide for worldwide telephone hot line and on-site technical assistance in the inspection, maintenance, and repair of customer aircraft, engines, and components. In the performance of that mission, CCAD operates multiple transmission and gearbox test machines to fulfill testing requirements for assigned aircraft transmissions and gearboxes. A unit under test (UUT) is mounted to a test stand and subjected to load and unloaded test runs to assure the asset meets

Army requirements. All UUT used for commissioning purposes will remain in the possession of the Government. Assurance of proper operational condition and quality helps the Army to achieve expected service life for war-fighting assets. In order to meet this requirement CCAD has procured seven (7) Flexible Test Modules (FTM) for the testing of all currently supported platforms and configurations of transmissions and gearboxes.

C.1.1 SCOPE: The scope of this effort includes the following: repair of voids beneath mounting plates; energizing of transformer;

commissioning; full verification testing; completion and integration of the Test Management System (TMS); provide a complete technical data package (TDP); technical training for operators, maintainers, assemblers, work planners and managers; provide engineering services to assist CCAD in the certification of STTS system; to provide maintenance repair parts and production quantities for accessories for the FTMs; as well as provide sustainment maintenance.

C.1.2 Period of Performance (POP): Base year plus four one-year ordering periods. The Contractor shall complete all contract data requirements lists (CDRLs) according to a negotiated schedule. Ordering periods are defined as below:

First ordering period - date of award through 365 days.

Second ordering period - 366 days through 730 days.

Third ordering period - 731 days through 1095 days.

Fourth ordering period - 1096 days through 1461 days.

Fifth ordering period - 1462 days through 1826 days.

C.1.3 Quality Assurance: The Contractor shall develop and implement procedures to identify, prevent and ensure non-recurrence of defective services. In accordance with (IAW) DI-QCIC-81379, Quality System Plan (Contractor Quality Control Program (QCP) Plan) (CDRL

A001), the Contractor shall develop a proactive QCP plan for measuring and attaining quality of performance and submit it to the

Contracting Officer (KO) no later than 30 days after contract award. The Government will approve / disapprove within 15 days. If disapproved, the contractor shall resubmit within 15 days after receipt of Government comments. At a minimum, the Contractor shall develop QC procedures that address the areas identified in the Performance Requirements Summary, Attachment 1 to this PWS. After acceptance of the QCP, the Contractor shall obtain the Contracting Officer (KO) acceptance in writing of any proposed changes to its

QCP.

C.1.4 Operational Procedures:

C.1.4.1 Recognized Federal Holidays: The following are recognized Federal holidays. The Contractor shall not perform services on these days unless required by the Contracting Officers Representative (COR) or KO to perform shutdown maintenance during a holiday period in order to avoid production impact to CCAD:

New Years Day Labor Day

Martin Luther King Day Columbus Day

Presidents Day Veterans Day

Memorial Day Thanksgiving Day

Independence Day Christmas Day

C.1.4.2 CCAD may schedule a shutdown period of approximately 40 working hours between the Christmas Day and New Years Day holidays. CCAD may schedule a shutdown period at other times. The KO may authorize a shutdown or a reduced workday schedule for Contractor operations during these planned CCAD shutdown periods. The KO will inform the Contractor of any planned changes to the work schedule at least 7 days prior to the change.

C.1.4.3 Depot Closure: The Contractor shall comply with administrative closing procedures for the Depot. Announcements of Depot closures will be made in the following manner: (a) during normal duty hours, notification will be given through normal chain of command;

(b) during non-duty hours, notification will be made through local radio and local television channels.

15 43

Name of Offeror or Contractor:

PIIN/SIIN MOD/AMD

C.1.4.4 Hours of Operation: The Contractor shall provide eight (8) hours of services a day, Monday thru Friday, except on Federal

Holidays or when the Government facility/installation is closed due to local or national emergencies, administrative closings, or similar Government-directed facility/installation closings. The Contractor may be required to perform work on Saturdays and/or Sundays as directed by the KO in order to avoid production impact to CCAD. In the event CCAD changes its weekly hours of operation, the

Contractor shall change its hours accordingly, at no change in contract price.

C.1.4.5 The Contractors personnel shall be available on-site at Government facilities during designated core hours of operation. Core hours of operation for this contract are Monday through Friday from 0600 to 1530, except on United States (U.S.) holidays or when the

Government facility/installation is closed due to local or national emergencies, administrative closings, or similar Government-directed facility/installation closings. The Contractor shall at all times maintain an adequate work force for the uninterrupted performance of all tasks defined within this PWS when the Government facility/installation is in operation. Overtime may be authorized by the KO, based on the time required to address emergency or long lead time efforts (see C.1.4.7). The KO is the sole authority to authorize coverage outside of core hours for direct support work.

C.1.4.6 CCAD may schedule a compressed work schedule which is 4 days week, 10 hours per day (or some other schedule) during various times of the year. The KO may direct a compressed work schedule for Contractor operations during a planned CCAD compressed work schedule. The KO will inform the Contractor of any planned CCAD compressed work schedule at least 7 days prior to the change via email or memorandum.

C.1.4.7 Overtime: As stated in C.1.4.5, the contractor may be required to work overtime. The KO may authorize additional overtime work if they deem the work necessary for availability of test systems or to complete critical actions under the contract. The contractor shall notify the COR at least 24 hours in advance of any unplanned overtime unless in support of Emergency services. In the instance of

Emergency services, the contractor shall notify the KO and COR within 24 hours of completion of any such service, the hours and personnel that were required (see C.5.5.9). The KO will inform the Contractor of approved overtime within 24 hours of receipt of the request.

C.1.4.8 Non-Personal Services Statement: Contractor employees performing services under this contract shall be controlled, directed, and supervised at all times by management personnel of the contractor. Contractor employees shall perform their duties independent of, and without the supervision of, any Government official or other Defense Contractor. The tasks, duties, and responsibilities set forth in the PWS may not be interpreted or implemented in any manner that results in any contractor employee creating or modifying Federal policy, obligating the appropriated funds of the U.S. Government, overseeing the work of Federal employees, providing direct personal services to any Federal employee, or otherwise violating the prohibitions set forth in Federal Acquisition Regulation Parts 7.5 and

37.1. The Government will control access to the facility and will perform the inspection and acceptance of the completed work.

C.1.4.9 Employment of Federal Employees: The contractor shall not employ or enter into a contract with any person to perform work under this contract who is an employee of the U.S. Government, either military or civilian, unless such person receives approval IAW applicable Federal and Department of Defense (DOD) regulations.

C.1.4.10 Place of Performance: Corpus Christi is located by the Gulf of Mexico in South Texas, approximately 210 miles southwest of

Houston, 150 miles south of San Antonio, and 150 miles north of Mexico. The climate is mild year-around. CCAD is accessible by car (via interstate highway), and by air (nearest commercial airport, Corpus Christi International Airport, 20 miles away).
