About this file

This is a Performance Requirements Summary (PRS) document that establishes performance standards and surveillance methods for refuse and recycling collection services at Aberdeen Proving Ground (APG) and Adelphi Laboratory Center (ALC) in Maryland. The document outlines four key performance objectives with associated standards, thresholds, and monitoring procedures. The contractor must perform refuse collection and disposal, with missed scheduled pickups required to be made within two working days, and recycling collection under the same timeline parameters. Both services are monitored through periodic on-site surveillance and customer feedback mechanisms, including validated customer complaints received by the Contracting Officer's Representative (COR).

The remaining performance requirements address documentation and regulatory compliance. The contractor must maintain complete and accurate files with a maximum allowable deviation of four percent, subject to 100 percent inspection of all submittals. Additionally, all tasks must comply with applicable federal, state, and local laws, regulations, and directives with a performance standard allowing only two percent deviation, calculated by dividing the number of defects by the number of observations. Contractor compliance rates serve as objective evidence of contract performance and are documented in the CPAR System, with non-compliant services requiring contractor re-performance.
