2. Section 1.1.11 outlines Contractor Employees. It specifies the Program Manager is an on-site full-time position and the CAD Specialist is an on-site full-time position(s). Can the government clarify the following:
a) if the other positions (1.1.11.3, 1.1.11.4, 1.1.11.5 & 1.1.11.6) are on-site
Response:
All positions are on-site. However, the determination for full time is at the discretion of the contractor.
b) how many office spaces will be assigned to the contractor
Response:
Up to 20 office spaces can be assigned to the contractor.
c) how many FTE’s the government is expecting for each of the 6 positions
Response:
The government is requesting a quantifiable deliverable of services for a percentage of all installation assets each year. The contractor shall determine the number of FTE’s required for each of the 6 positions to deliver the requested services. The contractor’s Project
Management Plan shall include a technical approach that is feasible and acceptable with the number of FTE’s they propose.
3. 1.1.11.1 Key Personnel. – The RFP states that resumes are required for the Program Manager and CAD Specialist. Can the government confirm that only those two roles require resumes?
Concur, that only these two positions require resumes.
On page 95 of the solicitation, it states “Offeror shall provide resume(s), including required screenshots of GFEBS roles for all persons that will perform the following duties:”
4. Section 1.1.3.3 describes personnel support within 2 hours of notification outside the normal hours of operation – can the government elaborate on the types of incidents this could involve and types of support that would require?
Response: This will be omitted from the PWS as it does not apply to this requirement.
5. In Technical Exhibit 2 - Specific Tasks the following sections discuss GPS data collection using contractor furnished GPS data collecting equipment:
3.6.3 2.3.2 3.3.4.2.1 3.3.4.2.3 3.3.4.2.4 3.3.4.2.5 3.3.4.2.6 3.3.4.2.7 3.3.4.2.8
May we get clarification and/or specifications on the GPS data collection units that will be expected to complete these tasks.
Response:
The GPS survey equipment and associated software will not be connected or installed on Government Computers. The only relevant specification is that the equipment must be able to provide accuracy to the level specified in the GIS Quality Assurance Plan (QAP) for each layer; within 1 meter.
6. 3.3.4.2: Geospatial Data Layer Inventory and Deconsolidation for Utilities, Linear Element and Signs - The contractor shall coordinate with the electrical utility privatization contractor and using contractor furnished GPS data collecting equipment. Is the government looking for GPS survey of Utilities or ground penetrating/SUE type survey for this requirement?
The government requires the contractor to have the capability and as needed conduct GPS surveys of Utilities. The government does not require ground penetrating/SUE type surveys. The intent is not to perform ground penetrating surveys for all utilities throughout APG. The intent is for the contractor to coordinate with utility owners, privatization contractors and SME’s to access available as-builts plans, use that data to update the existing GIS records, then visually field verify the accuracy of the data. When discrepancies are found, the GPS equipment will be used to locate the assets, such as manhole covers, overhead lines, utility poles, fences, gates, etc.
7. Section 3.3.1 of the PWS references the Installation Geospatial Data Layer Inventory as an attachment – can the government provide?
Response:
3.31 is Reporting Labor Hours.
The government believes the RFI is referencing; 3.3.4.2 Geospational Data Layer Inventory and Deconsolidation for Utilities, Linear Elements, and Signs The Installation Geospatial Data Layer Inventory is attached. It should be noted that the primary focus of the task is focused on 3.3.4.2 Geospational Data Layer Inventory and Deconsolidation for Utilities, Linear Elements, and Signs. The contractor will be provided with GIS layer data, which they will maintain and manage offline, but no layers other than those described in section 3.3.4.2 will be edited without prior coordination with the APG GIS Manager.
8. Will the team need Clearances to access SCIF facilities or will our team need to be escorted by Aberdeen personnel to inspect SCIF and other secure facilities?
All contractor personnel conducting Physical Inspections and Surveys will require a secret clearance.
9. Past Performance Questionnaire: if the contractor has a CPARS for one of our Past
Performance submissions, is the CPARS a valid submission instead of the Past Performance Questionnaire?
The contractor shall do their best to obtain the questionnaire. Please refer to the first paragraph on page 99 of the solicitation for further detail on the expectations for the questionnaires.
10. Is there a page limit to the technical volume?
No, there are no page limits.
11. Would the government consider an extension on the RFP proposal due date?
Response:
Yes, the RFP proposal due date will be extended to 24 May, 2024.
12. The first sentence says to complete (fill-in and signatures) the “solicitation sections indicated below using the file (without modification to the file) provided with the solicitation.”
There are not any sections “below” that need to be filled out (except for Clause 52.204-26 [page 77/86 of 120] which is above). Is there a separate attachment or is this referring to the solicitation (SF1449) itself?
Response: On the SF1449 you need to sign block 30a and fill in the pricing.
13. In addition, the last complete sentence shows that the offeror must complete Online
Representations and Certifications Application (ORCA) registration. In 2012, ORCA was replaced by SAM.gov. KFS has completed the Reps and Certs in SAM.gov.
Q: Can the Government please confirm if the SAM.gov registration is sufficient?
Response: Yes, SAM.gov is sufficient.
14. The last sentence of the paragraph is incomplete. (“An Acrobat PDF file shall be created to capture the sig”)
Q: Are there additional instructions? Is this referring to sending a copy of the PDF Reps and Certs from SAM.gov, or is it referring to signing this document (SF 1449) on page 1?
Response: The completed sentence is “An Acrobat PDF file shall be created to capture the signatures for submission.”
