Q

Page Section QUESTION & ANSWER

112 What is the Government’s definition of a “critical service”?

ANSWER #112: The Word “critical” has been removed in past performance of Section L of the solicitation ((ii) Volume II – Past Performance).

113 TP18 does not require a BA/BS for SUXOS; thus, SUXOS may not qualify for PL4 as written. Please clarify.

ANSWER #113: Paragraph C.5.4.1.2 of PWS, Professional Level 4, has been revised to state that the Senior Unexploded Ordnance Supervisor is not required to possess a BS/BA degree in order to qualify for this position.

114 Please confirm that the deliverables discussed in Section C.6.11, including the Project Management Plan and Quality Assurance Surveillance Plan (C.6.11.1.1) and the schedule (C.6.11.1.2), are task order-level documents that would be prepared and submitted upon award of a specific project, and are not part of this proposal.

ANSWER # 114: Correct.

Volume

III,

Price, Item 1

Does the Government anticipate any of the scope items to be accomplished using “on-site” staff or should we assume all work will be accomplished in using “home” staff and associated indirect cost rates?

ANSWER #115: “Home” staff will be primary task support.

116 Does APG have installation specific UXO personnel requirements to conduct work at APG (in addition to the RFP-specified DDESB TP-18 qualifications) that successful contractors must follow on Task Orders under this ID/IQ contract?

ANSWER #116: “The work on sites contaminated or potentially contaminated with MEC must adhere to DOD Manual 6055.09-M, Ammunition and Explosive Safety

Standards Criteria for Unexploded Ordnance, Munitions Response, Waste Military Munitions, and Material Potentially Presenting an Explosive Hazard; DOD 4145.26- M, DOD Contractor's Safety Manual For Ammunition and Explosives; Army Regulation 385-10, the Army Safety Program; Department of the Army Pamphlet 385-63, Range Safety; Department of the Army Pamphlet 385-64, Ammunition and Explosives Safety Standards, DODI 4140.62 and Department of Defense Explosive Safety Board (DDESB) Technical Paper 18 and any updates of these documents when available. Contractors conducting UXO related work at APG shall meet the qualifications defined in "Specification For General Contracts Section 02010 Preform Unexploded Ordnance Detection, Preliminary Identification and Removal Coordination, April 2006". PWS will be revised to include this language.

In response to the recently posted Q&A with Amendment 3 for RFP No. W56ZTN- 16-R-0002 we would like to pose the following question:

The Government’s response to Question #88 states that Past Performance must have been awarded during the past three years from the issue date of the RFP. If the 90% completion rule applies (per Q&A #106), then this severely limits the Offeror’s ability to provide a contract that would be relevant in size (i.e. a 5 year contract), as such performance that would meet this requirement would only be a 3 year contract term at the most. Would the Government extend the time frame to “awarded during the past five years from the issue date of the RFP?

ANSWER #117:

Section L has changed to read:

“All submitted projects must have been in performance or awarded during the past three years from the issue date of this RFP. Offeror’s may submit ongoing projects, but they must be at least 75% physically complete”. In addition, the following language has been changed:

“A major subcontractor is defined as one who will be responsible for efforts totaling at least 25% of the labor support cost.”

Section M has been changed to read:

Recent past performance is considered to be efforts in performance or awarded during the past three (3) years, from the issue date of this RFP. Data used shall not extend past three years prior to issue date but may include data generated during past three years without regard to contract award date.

Q&A #88 states that, in response to a discrepancy between Sections L and M, you are changing the project criteria such that “all submitted projects must have been awarded during the past three years from the issue date of the RFP.” This seems illogical – since many federal contracts are typically 5 years in duration, how can we have a project that was awarded less than 3 years ago but is now more than 90% complete? We will certainly have a hard time coming up with any such projects except for smaller projects or individual TOs that would capture only a few elements of the PWS. Please consider revising this requirement back to original criteria in Section L.

ANSWER #118: See Answer #117.

Please clarify Answer #87 – do major subcontractors need to submit the narrative and supplemental information described in RFP Section L.3.c.(iii).2 and 3 (page 101) to support their own prices?

ANSWER #119: Yes. Refer to Answer #65.
