ON

QUESTION/ANSWER

1 44 C.5.2.1 List of qualifications is labeled as program manager. Are these also the project manager qualifications? If not, please provide.

ANSWER #1: Paragraph C.5.2.1 contains the list of qualifications for project manager.

PWS has been amended to reflect that and is included as an attachment. Program Manager shall possess a minimum of a BS in engineering, construction management, geology, chemistry, or other science related discipline from an accredited institution and at least have ten (10) years experience in program management managing varied and complex contracts.

Change from Program Manager to Project Manager

2 44 and

C.5.1.3 and 3

The following is listed in Sec C but not in Sec M. Is it a minimum requirement for evaluation? If the candidate does not possess a BS or higher degree in Chemistry, must demonstrate a minimum of five (5) years of experience in the sampling and analysis of environmental media as well as performing quality assurance functions.

ANSWER #2: The Government is not evaluating Potential Task Order Personnel listed under paragraph C.5.2 of the PWS; the Government is only evaluating the Key Personnel listed under paragraph 5.1 of the PWS.

3 98 and

3b and

Instructions request PDFs and Excel (for price breakdown). Later in Sec L, it states supporting narrative should be submitted in MS Word. Please clarify.

ANSWER #3: Section L will be revised to state that supporting narrative should be submitted in PDF.

4 100 iii How should subcontractor pricing files be labeled?

ANSWER #4: The subcontractor pricing file shall be labeled as follows:

Example: OfferorAPrice04192016Sub to A.xlsx

5 101 5 Please clarify “Offerors are advised that the Government intends to incorporate a ceiling rate per year on any proposed fully loaded t rates which are found to be reasonable on the resulting contract(s).” Should “reasonable” be “unreasonable”?

ANSWER #5: The way the sentence was written is correct. No change is required.

6 Sched ule of Labor Rates

Please confirm that we do not need to provide rates for Professional Level 1, Technical Levels 1 through 5, ANSWER #6: Labor categories which are not listed in the rates contained in the schedule of labor rates may be proposed under Item #16 (Other) if offeror realizes that this position is needed to perform the PWS requirement; however, the estimated total of hours cannot exceed the total amount provided by the Government in column c.

7 Sched

Labor Rates

What is the intent of the “(other)” labor rate rows?

ANSWER #7: See Answer #6.

8 Sched

Labor Rates

How is a prime’s markup on a subcontractor reflected in the pricing?

ANSWER #8: This should be reflected in the Fee column (Column I).

9 Who is the incumbent and are they eligible to bid on this?

ANSWER #9: The following contractors were awarded in 2004 for BEST II.

‐ W91ZLK‐04‐D‐0013, General Physics Corporation 6095 Marshalee Drive, Elkridge, MD 21075

‐ W91ZLK‐04‐D‐0014, Weston Solutions, Inc.

10 Will there be a pre-bid meeting?

ANSWER #10: The Government does not anticipate a pre-bid meeting at this time.

11 Would the government consider an extension until 2pm Eastern, 16 November 2016?

ANSWER #11: This has been extended in accordance with Amendment 0001.

12 Page

Section M

Last sentence indicates that past performance will be evaluated utilizing the forms and questionnaires in Appendix D. Does this mean government does not require detailed project summaries to be submitted in addition to Past Performance Questionnaires (PPQs)?

ANSWER #12: Project descriptions are to be provided – see page 100 of the RFP. The information that offerors are to supply in their proposal is identified on the Past Performance Questionnaire (PPQ) form.

13 Volume

II –

Past Perform ance

To limit burden to government clients can existing PPQs (in the NAVFAC Form PPQ-0 format) that have been used for recent proposals be submitted to meet the PPQ requirement for Volume II – Past Performance?

ANSWER #13: No, that is not in accordance with the RFP requirement.

14 Page Section For subcontractors that will not be defined as “major subcontractors” (per Section L, 100 L, Volume

II –

Past Perform ance

Volume II – Past Performance, pg 100: defined as one who will be providing critical services or who is responsible for 25% of the labor support cost), is costing documentation (Schedule of Labor Rates and accounting system/purchasing system documentation) required to be submitted as part of Volume III – Price?

ANSWER #14: That is correct.

15 C.5.1.4, Health Safety Officer

The roles and responsibilities of the Health & Safety Officer read as if this individual will be managing the entire H&S program for the contract. Should the title of this position be changed to Health & Safety Officer/Manager (similar to C.5.1.3, QA/QC Officer/Manager)?

ANSWER #15: No. The title of the position will not be changed.

16 Due to the broad range of information to be covered within 100 pages for the Technical Volume, is a two week extension possible?

ANSWER #16: The extension has been issued in accordance with Amendment 0001.

17 Section A

Please provide an estimate of the award date and/or period of performance for the BESS III contract.

ANSWER #17: Award is anticipated in May 2017.

18 This is a complex proposal and we were hoping you’d consider giving an extension of at least 2 weeks to better allow small firms to develop a suitable proposal for your review.

ANSWER #18: This has been extended in accordance with Amendment 0001 posted in FedBizOpps on 18 October 2016.

19 I’m confused by what has to go into Volume II that could equal a 100 pages? Would It be both project descriptions and PPQs?

ANSWER #19: Project descriptions are to be provided in accordance with page 100 of the RFP. These pages refer to project descriptions and supporting information. PPQ’s are not part of this page count.

20 Section L

Section L, 3c(ii) states the Primary Offeror must submit at least one (1) of the project experience examples. Please clarify the definition of “Primary Offeror” as it relates to a Joint Venture. Would each JV partner need to submit at least one (1) project description?

ANSWER #20: Yes that is correct.

21 Section L

In reference to Section L, 3c(ii), would there be a specific format that ACC-APG would prefer for the project experience examples?

ANSWER #21: The format is specified on page 97, paragraph 3.a, Format.

22 Section L

In reference to Section L, 3c(ii), do we need to provide copies of the PPQs we submit to our clients in the Past Performance volume.

ANSWER #22: No. The clients are to submit these directly to ACC-APG.

23 Section L

Please confirm that a “project” as outlined in Section L, 3c(ii) can include contracts covering multiple task order awards (i.e., a contract similar in scope, size and complexity to the BESS III).

ANSWER # 23: A project can include contracts covering multiple task order awards.

24 Section L

Please clarify the requirements for Past Performance as outlined in Section L, 3c(ii). The first paragraph of this section appears to discuss submittal of project descriptions for experience examples by the Offeror. The second paragraph (as well as Attachment 2) appears to indicate that client past performance questionnaires are required. Will both project descriptions and questionnaires be expected as part of the Offeror’s proposal?

Will ACC-APG (as indicated in the Attachment 2 cover letter) be submitting the requests for completion of the past performance questionnaires to the client points of contact, and the Offeror fills out the upfront information only?

ANSWER #24: Both project descriptions and performance questionnaires are required.

It is the offeror’s responsibility to send the PPQ to their point of contact. Their point of contact then completes the questionnaire and sends to ACC-APG.

25 As part of our response to Past Performance under Section L, 3c(ii), would it be acceptable for Offeror to submit copies of other past performance documentation, provided the section is still less than page count?

ANSWER #25: No. Offerors shall adhere to the RFP requirements set forth in Section L, 3c(ii).

26 Since it is the intention of the Department of Public Works to award multiple contracts under this solicitation (between three and five as per Section M, A), do you intend to bid among the awardees for specific assignments? If so, how will the selection be made for this bid process, price, or combined price, qualifications, and approach?

ANSWER #26: Yes. Task order assignments will be made in accordance with paragraph H.2, Task order awards among contract awardees. Paragraph C contains details of the competitive ordering process.

27 The pricing sheet only includes one category specific to UXO/MMRP (i.e., the Senior UXO Supervisor). Execution of MMRP / UXO work will be done by a variety of labor categories as defined in Department of Defense Explosives Safety Board (DDESB) Technical Paper 18 (TP 18) to include UXO Safety Officer (UXOSO); UXO Quality Control Specialist (UXOQCS); and UXO Technicians Level 1, 2, and 3. These labor categories do not necessarily fit into the general categories provided, can we add these, and others as needed, to the list of labor categories in the pricing sheet? If so, what number should we use for the basis of hours for each additional category in the spreadsheet.

ANSWER #27: Offeror may add those categories; however, the total number of hours for all labor categories proposed cannot exceed the total hours stated in the pricing sheet for each year of the effort.

Price #4

“Each offeror is to provide two (2) hard copies and one electronic copy (e.g. CD) of their cost/price proposal for the basic contract.” However, Section L, #2 Proposal Submissions Requirements (page 97 of RFP) states that “1 Original +2 copies” (3 copies total) and 2 Digital copies are required. Please confirm the required number of hard copies and digital copies for Volume III.

ANSWER #28: Section L, (iii) Volume III Price #4 (pg. 101 of RFP) will be changed to state “Each offeror is to provide 1 original + 2 copies (3 copies total) and 2 Digital copies.

Section L, (ii) Volume

II –

Past Perform

“The information that is required to be supplied is identified on the form provided below entitled “Past Performance Questionnaires (Appendix D).” Does the Government not wish to receive descriptions of scope and tasking for the projects in which Past Performance Questionnaires are submitted? If a project description is expected, please provide the requirements for this document.

ance ANSWER #30: The Government does wish to receive descriptions – page 3 of the Past Performance Questionnaire (Attachment A of the RFP) contains all of the information which offerors shall submit in their proposal (Volume II). It is further noted that this information is considered standalone from that of the past performance questionnaire. In addition, Section L will be revised to change “(Appendix D)” to “(Attachment A)” for clarity.

31 Section L, (ii) Volume II – Past Performance (pg. 100 of RFP) states “Additional projects can represent the past performance of the Primary Offeror or major subcontractor. A major subcontractor is defined as one who will be providing critical services or who is responsible for efforts totaling at least 25% of the labor support cost”.

Since this is an 8(a) set-aside procurement, FAR Clause 52.219-14 Limitations on Subcontracting, as amended by the SBA in June 2016 requires the offeror to account for >50% percent of the project revenue itself or with similarly situated businesses (e.g., in this case itself or other certified 8(a)s), this would only allow for one major subcontractor at the 25% minimum threshold. As such, is it the Government’s intent to limit past performance to only 1 subcontractor on the offeror’s team?

ANSWER #31: No it is not the intent of the Government to limit past performance to only one subcontractor on the offeror’s team. Task orders will be issued under the resultant indefinite delivery/indefinite quantity contracts which may have different subcontractors depending on the task order itself. The resultant awardees must comply with FAR 52.219-14, Limitations on Subcontracting. The revenue amount of the total contract value (to include all of the awarded task orders) is the number which greater than 50% of the work must be performed by the prime contractor.

32 Page

“Evaluation of past performance shall be in accordance with this plan utilizing the forms and questionnaires set forth in Appendix D.” Will separate project descriptions, provided by offerors to describe similarities in size, scope, and complexity, be evaluated as part of Volume II? The PPQ evaluation form does not seem to provide the opportunity for offerors to justify the rationale for project selections and/or fully describe the similarities required for full evaluation.

ANSWER #32: See Answer #30.

33 In order to minimize disruption to our clients, would submission of completed CPARS for selected projects be acceptable for evaluation in lieu of the PPQ forms?

ANSWER #33: No. Offerors shall adhere to the instructions provided in section L regarding submission of Past Performance Questionnaires (PPQ).

34 Page

Section L

Please explain the 100-page count allotment for Volume II, if project descriptions and CPARS are not to be included with the volume.

ANSWER #34: See Answer #12.

35 Page 2 Section A.D.

Is the hand delivery of proposals allowed to the address in this Section? Does this need to be coordinated beforehand for security purposes?

ANSWER # 35: Yes it is permitted. Offerors are required to register at the visitor center at Aberdeen Proving Ground Route 715 gate. There is no pre-registration required, however.

36 Page

Section C.1.3, Objecti ve

Is there a possibility that the contract could be used beyond the DPW-ED and tenants supported by the DPW-ED?

ANSWER #36: It is a possibility but that should not affect offeror’s ability to propose on the requirements set forth in the RFP.

37 Page

Section C.5.1.3.

This section notes the need for professional registration in the various mentioned fields and yet there is no routinely accepted professional registration for chemistry and perhaps other relevant fields. Please clarify.

ANSWER #37: The RFP states professional registration in their respective field is required if applicable. If there are no professional registrations in a particular field, then that would be considered not applicable.

38 Page

Section H.2.C.3 Evaluat ion

This section mentions evaluation methods to include a lowest price technical acceptable approach. What other methods will be used and how will the selection of a method be done?

ANSWER #38: Some task orders may be awarded on a best value tradeoff analysis approach. Each task order will contain its own evaluation method.

39 Page

Past Perform ance, 1st Paragra ph

Please define “project”. Can one project be defined as an entire task order contract or are projects limited to single task orders?

ANSWER #39: A project may be defined as an entire task order contract only if it is completed; projects for single task orders may also be used as long as they are completed.

40 Page

Volume II, Past Perform ance, para 2nd

This paragraph mentions an Appendix D. Is this the same as Attachment 2 labeled as “PPQ”? If so, where should we discuss relevancy – under “Nature of the Contractual Effort or Items Purchased”?

ANSWER #40: Yes, it is. The RFP will be amended to change to Attachment 2.

Price, Item 6, a - l

As part of a pre-award survey by the DCAA, we have completed an SF-1408 answering these same items. Can we just provide the completed SF-1408 to address this requirement or is additional information and narrative required?

ANSWER #41: No, offorors may not. The offerors must provide the information requested in Item 6, a 1.

42 Page

III,

Price, Item 8

This paragraph notes the need for subcontractor costs to be submitted in the same format as described above and in the Schedule of Rates. Should subcontractor rates be provided in a separate Schedule of Rates or incorporated into a single set of rates encompassing the prime and all subcontractors?

ANSWER #42: They shall be incorporated into a single set of rates encompassing the prime and all subcontractors.

Volume

III,

Price, Item 8

Should subcontractor costs be submitted only for those subcontractors identified as providing at least 25% of the labor support cost in the Past Performance Volume? If so, how do we handle pricing on the work of other, lesser-used subcontractors?

ANSWER #43: Yes. The lesser used subcontractor pricing will not be required until request for task order proposals are issued after contract awards.

44 Page

Section M.C.4, Past Perform ance factor

The third paragraph in this Section again mentions an Appendix D. Is this the same as Attachment 2 labeled as “PPQ”?

ANSWER # 44: Yes. This section will be amended to change this.

45 Page

Section M.C.4, Past Perform ance factor

If a PPQ is not returned to the Government in time by a reference, how will this be handled?

ANSWER # 45: The Government will contact the POC who was submitted the past performance questionnaire.

46 Page 2 Section A.B.

Please consider an extension to the due date of two to three weeks. With questions not due until the 12th and answers not expected until the 17th or later, this would give firms less than 10 days to modify their proposals in accordance with the answers to the questions. 8(a) small disadvantage businesses typically have limited proposal support staff and this quick response time presents an unreasonably heavy burden on our resources. Please consider an adequate extension.

ANSWER #46: This effort has been extended in accordance with Amendment 0001 posted in FedBizOpps on 18 October 2016.

Section L.3.c.(i) Volume I, Technic al

The three bullets under each of the Subfactors 1 through 6 ask for methodology, approach and alternatives to an undefined task. These requirements would seem reasonable as part of a sample task. However, given that the parameters of a sample task has not been provided, it is difficult to address methodology, approach and alternatives.

Please clarify what you are looking for here.

ANSWER #47: The Government is seeking a general methodology, approach and alternatives that offerors have on each of the subfactors based on PWS requirements.

48 Page

Volume

III,

Price, Item 8

This paragraph notes the need for subcontractor costs to be submitted in the same format as described above and in the Schedule of Rates. How will the Government handle pricing for subcontractors on a subsequent contract if rates for that subcontractor were not included in this proposal (i.e., additions to the team after award)?

ANSWER #48: The subcontractor’s rates will be evaluated on the task order proposals submitted after the basic contract is awarded.

49 Page

Volume

III,

Price, Item 8

Can confidential subcontractor information concerning indirect rates be submitted directly to the Government? We would still provide information in columns “f” and “g” for subcontractors in the Labor Rate Schedule as part of our proposal but rates for all other columns would be provided directly to the Government by our subcontractors.

ANSWER #49: Yes that is permitted.

50 In the referenced RFP, the required qualifications for the key personnel role of QA/QC is unclear as both construction QA/QC and analytical data QA/QC is described. Please clarify what the QA/QC key personnel requirements are.

ANSWER #50: The Quality Assurance/Quality Control Officer/Manager requirements are set forth in paragraph C.5.1.3 (see pages 43 and 44 of RFP).

51 Is there an incumbent for this contract?

ANSWER #51: No, there is not an incumbent for the entire requirement as solicited.

52 What was the previous contract number is this was a previous requirement?

ANSWER #52: See Answer #9.

53 Schedul e of Labor Rates

Can we use more than one OH rate in the pricing table to accommodate different overhead pools utilized to develop rates?

ANSWER #53: Yes, offers can make additions/deletions to columns of the spreadsheet based on their own business units; however the total of hours shall equal to every total’s for each year provided by the Government.

54 Schedul

Labor Rates

RFP describes “Technical Levels” 1, 2, and 3, but the Schedule of Labor Rates does not include these positions. Is this an oversight?

ANSWER #54: See Answer #6.

55 Schedul

Labor Rates

Are we allowed to add categories to the Schedule of Labor Rates? We see an “other” category in Line 16—can we add rates there? As an example, Radiological work often requires supervision by a Certified Health Physicist (CHP) Unbalancing the Professional Level 4 Scientists Engineers and others rate with the higher rate for a CHP does not seem to be what you are looking for. This is one example where a standalone rate will provide better economy across the contract.

ANSWER #55: See Answer #6.

56 Page

Section L of the solicitat ion and Schedul e of Labor Rates

It states: “Subcontractor costs shall be submitted in the same format as described above and in Schedule of Labor Rates”. Does this mean that separate rate sheets can be submitted for subcontractors on the team?

ANSWER #56: Yes. However the estimated total of hours including prime and subcontractors cannot exceed the total amount provided by the Government in column c for each year.

57 Page 1 and Page

Section L of the solicitat ion

The SF33 and Section L.2.c specify different number of copies of the final proposal when submitted. Is the correct number of copies to be submitted the ones detailed in L.2 proposal submission requirements?

ANSWER #57: The proposal submission shall be in accordance with the Section L of the solicitation.

58 Page

Section L of the solicitat ion, 3.b.

Section L.3.B File Packaging specifies that the required price breakdown information be provided in Microsoft Office Excel 2013 Read/Write format. Is it permissible to submit this file in Microsoft Office Excel 2010 Read/Write format?

ANSWER #58: Purpose of the requirement regarding MS Office Excel 2013 is to allow Government’s system to be able to open the submitted files/documents to understand what the offerors proposed. If an offeror is unable to submit the price breakdown information as required in the solicitation, then the offeror shall provide any hard copies of the price breakdown information in supporting of their price/cost proposals.

59 Section L.3.(ii) VOLUME II – Past Performance states that the information that is required to be submitted is identified on the Past Performance Questionnaire which instructs the offeror to provide the contract and subcontract numbers, point of contact name and information and the contract identification information on page two. Since Section M.4 specifies that the offeror’s past performance information will first be evaluated to determine if the information is recent and relevant, is the offeror permitted to include a written narrative with the completed PPQs to demonstrate relevancy?

ANSWER #59: If the offeror desires to do so that is fine.

60 Is it permissible for the offeror to substitute similar and recently completed PPQ from other proposal efforts, or CPARS, instead of asking these clients to complete another

PPQ?

ANSWER #60: No. Offerors shall adhere to RFP requirements in regards to submittal of PPQ’s.

61 Section L.3. (iv) Solicitations, Offer and Award Documents state that each offeror complete and fill in the solicitation Section K – Representations and Certifications. Is it permissible to substitute the offeror’s electronic reps and certs maintained on the Governments SAM system?

ANSWER #61: That is acceptable as long as all of the representations and certifications included in the RFP are completed.

62 Section L, 2.

Is it the intent of the Government to have a NTE 100 pages for Past Performance? If so, is there additional info the Government would like to see other than the standard form in Appendix D?

ANSWER #62: See Answer #12.

63 Section L, Section 2 Key Personnel Factor. The first sentence states: "The offeror's proposed staffing plan to meet key personnel requirements of the PWS." Q: Is it the Government's intent for bidders to supply a staffing plan, org chart, etc along with Key Resumes?

ANSWER #63: Yes it is the Government’s intent for offerors to provide a staffing plan to meet key personnel requirements of the PWS.

64 Due to the limited time between submittal of Q&A and the actual submittal date, would the Government consider extending the submittal date by two (2) weeks?

ANSWER #64: This effort has been extended in accordance with Amendment 01.

#8

May subcontractors submit their costs build up in a sealed bid?

ANSWER #65: Subcontractors may submit their cost build up in a sealed envelope which also mentions the prime contractor name.

66 Section L, Volume II - Past Perform ance

The RFP does not clearly define a project. Can an IDIQ contract be defined as a project?

Can multiple consecutive TOs at a single site be defined as a project? In both these cases, there is a single POC who can provide past performance information.

ANSWER #66: Yes an IDIQ contract which is completed can be defined as a project. In addition, multiple consecutive TO’s at a single site which are completed can be defined as a project.

67 How would the Government prefer the Offeror’s labor rates and labor categories represented for Cultural and Natural Resource?

ANSWER #67: There is no separate breakdown for Cultural and Natural Resources; the pricing information required is for the total contract.

68 How many total hours are dedicated to cultural resources and how many to natural resources?

ANSWER #68: The hours are not broken down to that level.

69 How should the Offeror address various potential cultural resources task orders in the proposal? Should we use past projects and present our approach or just present our capabilities, resumes, and past experience conducting these various potential tasks (e.g, reconnaissance surveys, ICRMPs, Predictive Modeling, historic structure inventories, etc. ?

ANSWER #69: The Government is not asking offerors to address various potential cultural resources task orders in the proposal; cultural resources is Subfactor 3 under the technical factor. In accordance with page 99 of the RFP, to be rated as acceptable offerors must adhere to the items stated in the RFP under Subfactor 3.

70 Section C.3.

Please provide an estimate of the likely distribution of contract between the various performance requirement categories (i.e., IRP/MMRP, compliance support, cultural resources, natural resources, NEPA, and other environmental requirements).

ANSWER #70: The Government estimates the following overall distribution of type of work: 60% compliance and 40% restoration.

71 Page

Section C.3.1.1
