34. Could you please provide the square footage breakdown by the floor type (i.e. carpet vs. regular floor vs. tile) and separate restrooms from the regular space?
ANSWER #34: The unit of measure remains unchanged as stated and required in the schedules of services.
35. We understand that the hours of operations are Monday through Friday. Do we clean on the federal holidays?
How many Federal holidays do you observe?
ANSWER #35: No, the services are not required on the Federal Holidays. Instead, the services falling in the federal holidays refer to Section 10.1.1 of the PWS (Page 33 of the solicitation).
Federal Holidays: Except as otherwise specified, routine work shall not be scheduled on holidays or days observed in lieu thereof. When a service is required fewer than three (3) times per week and the schedule for that work falls on a federal holiday, the work shall be accomplished on the day following or preceding the federal holiday. Federal Holidays are:
New Year’s Day January 1st Martin Luther’s King’s Birthday 3rd Monday in January Presidents Day 3rd Monday in February Memorial Day Last Monday in May Independence Day July 4 Labor Day 1st Monday in September Columbus Day 2nd Monday in October Veteran’s Day November 11 Thanksgiving Day 4th Thursday in November Christmas Day December 25
36. This is a complex proposal and we were hoping you’d consider giving an extension of at least 2 weeks to better allow small firms to develop a suitable proposal for your review ANSWER #36: The Government will not grant an extension to the RFP due date at this time.

ANSWER #37: It means that the Volume II cannot exceed 100 pages.

ANSWER #38: See Answer #36.
39.
Accordingly, the prescription clause at FAR 8.005 applies and requires the insertion of 52.208-9. I would like to clarify that clause 52.208-9 will be invoked in this solicitation. Following are clauses 8.005 and 52.208-9 for your reference as well as a letter from Mr. Harry P Hallock, Deputy Assistant Secretary of the Army Procurement supporting this important acquisition.
8.005 Contract clause.
Insert the clause at 52.208-9, Contractor Use of Mandatory Sources of Supply and Services, in solicitations and contracts that require a contractor to provide supplies or services for Government use that are on the Procurement List maintained by the Committee for Purchase From People Who Are Blind or Severely Disabled. The contracting officer shall identify in the contract schedule the supplies or services that shall be purchased from a mandatory source and the specific source.
52.208-9 Contractor Use of Mandatory Sources of Supply or Services (May 2014)
(a) Certain supplies or services to be provided under this contract for use by the Government are required by law to be obtained from nonprofit agencies participating in the program operated by the Committee for Purchase from People Who Are Blind or Severely Disabled (the Committee) under 41 U.S.C. 8504. Additionally, certain of these supplies are available from the Defense Logistics Agency (DLA), the General Services Administration (GSA), or the Department of Veterans Affairs (VA).
The Contractor shall obtain mandatory supplies or services to be provided for Government use under this contract from the specific sources indicated in the contract schedule.
A. The Contractor shall immediately notify the Contracting Officer if a mandatory source is unable to provide the supplies or services by the time required, or if the quality of supplies or services provided by the mandatory source is unsatisfactory. The Contractor shall not purchase the supplies or services from other sources until the Contracting Officer has notified the Contractor that the Committee or an Ability One central nonprofit agency has authorized purchase from other sources.
B. Price and delivery information for the mandatory supplies is available from the Contracting Officer for the supplies obtained through the DLA/GSA/VA distribution facilities. For mandatory supplies or services that are not available from DLA/GSA/VA, price and delivery information is available from the appropriate central nonprofit agency. Payments shall be made directly to the source making delivery. Points of contact for AbilityOne central nonprofit agencies are:
(1) National Industries for the Blind 1310 Braddock Place Alexandria, VA 22314-1691; (703) 310-0500; and
(2) Source America 8401 Old Courthouse Road Vienna, VA 22182

ANSWER #39: The contractor is not providing supplies/materials for the use of Government employees. The contractor is responsible for providing all the personnel and supplies to perform the custodial services themselves.
40. For the 0001AE CL2 AMBER, the technical exhibit shows that it is currently not being used at 0 (zero) square feet. Do we put $0 for that item on the Attachment 1A?
ANSWER #40: Reference the Schedule of Services (A07 Attachment 1A (Option A), Excel spreadsheet. Offerors shall propose a price for that item in case it is needed under this ID/IQ. An offeror who inserts a price of $0.00 is indicating that the FFP for that line item is $0.00. Please note from the RFP, Section M, that the pricing offered will be reviewed to ensure “balanced” pricing. The successful offeror’s proposed price for Item #0001AE (CL2 Amber) SSP B may be used during the contract.
41. Because this contract is IDIQ, there is no guarantee that we will be able to get paid for our management and other direct costs if certain buildings do not get cleaned. The only way for us to capture management and ODCs is to meld them into the per SF unit cost. Could you please create a separate CLIN for the management and ODCs?
ANSWER #41: Virtually all buildings at APG listed in the solicitation will be cleaned if they remain occupied.
This is necessary for health and safety reasons. The Government does not consider a separate CLIN for "management and ODCs" to be necessary for this requirement.
42. Has the scope of work increased in frequency or size since the beginning of the current incumbent's contract?
ANSWER #42: Buildings are frequently added/subtracted throughout the POP via changes to the technical exhibits and frequency of cleanings has been adjusted for tenants based on their willingness to pay extra for “above common level” support.
43. Is the standard of building conditions the same with this solicitation as the current condition of the facilities?
What I mean is, the conditions did not appear to be of the highest standard and I don't know if that is because of the lack of quality of work being perform or do to the frequency of services being performed.
ANSWER #43: Cleaning frequency varies by building. Some like the renovated ACC building shown on the site visit are cleaned 3 times per week. Other buildings only receive cleaning once per week. The standard “common level of service” that the Installation Management Command (IMCOM) will fund for tenants may vary from year-to-year. This potential variance is why the Government is procuring this effort as an ID/IQ with different cleaning options.
44. We did not see a central location for supplies and materials and each closet was empty. Where are the supplies kept?
ANSWER #44: There is not a single, central location for supplies and materials. The supplies will be managed and kept by the Contractor. As stated in Section 8.1.1 of the PWS (Page 31 of the solicitation), the Government will provide an administration and small storage area in both the Aberdeen North and South areas. As the site visit demonstrated, some buildings have limited storage space. Contractors will need to adjust for this and optimize the logistics of moving supplies and materials around the base. This may include contractors carrying supplies between buildings in their vehicles.
45. Are contractor employees allowed to drive their own vehicles to each building for work?
ANSWER #45: Yes, they are allowed to drive their own vehicles following directions of the Installation Access and Control as stated in the solicitation’s requirements.
