About this file

This document contains details on past Small Business Innovation Research (SBIR) awards from the Army to support the development of technologies related to intelligence applications and information collection management.

The document lists past SBIR Phase I and Phase II awards from 2019 to 2020 totaling over $1.3 million. Awardees include Charles River Analytics, Aptima, and Aptima. Funded projects involved developing technologies for resilient execution of localized algorithms at the tactical edge, communication, cognition and context-based prioritization and optimization of information for mobile mission command posts, and visualization tools to integrate, communicate and track civil information and reasoning. Award end dates range from January 2021 to May 2022. Additional details provided include company and principal investigator information, technical abstracts, and keywords related to distributed processing, internet of things, artificial intelligence models and text analytics. The solicitation number listed is for an RFP from the Department of the Army Materiel Command Army Contracting Command in Aberdeen, Maryland regarding an intelligence application and information collection management system.

If the information flow is disrupted or the information is not processed correctly, then mission success can be severely impacted. A tactical edge network poses unique challenges for information collection because of its limited connectivity between information producers and consumers, its limited computing resources, its highly dynamic nature, and its exposure to both environmental and malicious factors that disrupt transmission and processing. To enable Warfighters to process information using computational resources at the tactical edge, we propose a framework for Resilient Execution of Localized Algorithms at the Tactical Edge (RELATE). RELATE is based on a hierarchical networking architecture and a dynamic self-organizing structured overlay network to enable discovery and allocation of computational and communication resources across a rapidly changing network. RELATE optimizes the use of available network and computational resources to increase both the timeliness of and the confidence in the results of distributed algorithms executing in tactical edge networks.

This objective is currently hindered, however, by a data infrastructure that performs sub-optimally in tactical environments in which the constraints of such degraded, intermittent, low bandwidth (DIL) settings result in limited computing power, in addition to limited information volume and accessibility. To resolve DIL-constrained information management, a system must properly capture, assess, and reason over the communications, cognitive, and contextual characteristics of distributed and asynchronous mission command. Further, it must not limit itself to static, a priori schemes of prioritization, but rather scale dynamically to optimize policies in real-time as missions unfold, and distributed command posts and their Warfighters require the right information at the right time. To address these needs, Aptima and partners Apex Analytics Group and Caspian Consulting propose C3PO: the Communication, Cognition, and Context for Prioritization and Optimization approach. C3PO will consist of AI models for data management that prioritize and optimize the flow of information to and from command posts based on real-time communications, cognitive needs, and the mission context. Ultimately, C3PO will constitute the blueprint for an Army framework that listens for data to identify valuable information and optimizes how, when, and to whom to deliver it, while accounting for the limiting constraints of the DIL context and the needs of mission command staff.

An emerging key element within these future operations is the human dimension. There is an ongoing need to better understand the broader social and civil context in which operations occur, including the underlying factors that contribute to instability, and to provide insight into planning courses of action to best address potential vulnerabilities and improve the stability of an area of interest. VICTRE (Visualizations for Integrating, Communicating, and Tracking Reasoning Electronically) is a web-based application that provides a comprehensive understanding of the civil component of operational environments to aid planning and decision making. Understanding is facilitated by tools that allow analysts to rapidly find, organize, visualize, and assess complex civil information from both traditional and non-traditional sources, supporting all phases of civil information management. These tools provide mechanism for analysts to research and assess civil vulnerabilities, develop plans to address identified gaps, and track ongoing trends and progress towards their goals and objectives. VICTRE is being delivered to the Program Manager Distributed Common Ground System – Army as part of a Civil Affairs Module.
