Question #26 from

Please refer to answer to question 26 of

Questions and Answers document dated 4

Mar 2016. Furthermore, CLINS 0004AA, 0005AA, 0006AA, 1003AA, and 1004AA require 1 Custodial CME and 1 General

Question #32 from

Q&A document dated

04 March 2016

The government has stated that the current leases of Modular Buildings (2, 4, 6, 7, 8, 10, 12, 13, 23, 24, 25, 33; and buildings 30 and 36) were “negotiated by the incumbent contractor, not the government”. Additionally, the government stated that, “The lessors have agreed to transfer the leases to the new contractor”, and, “It is the responsibility of the offerors to contact the lessors to obtain the cost of the leases.” There seems to be no provision or consideration by the government that the same facility lease rates be quoted to all offerors to ensure no single offeror achieves an unfair advantage with respect to external negotiations and or rate adjustments This would open the possibility of an unfair, competitive advantage per FAR 7.402 and 9.505.

Would the Government consider providing an NTE figure for leasing facilities to be applied to ODC CLINs?

The lessors have provided the Government with the lease rates which will be quoted to offerors by the lessors. Each offeror will be provided the same lease rates from each lessor. By not providing these rates in the solicitation and to promote further competition, each of the offerors have the opportunity to negotiate a lower lease cost.

Question #32 from

Q&A document dated

04 March 2016

Would the Government please identify and provide contact information for the lessors of the modular buildings so that we may contact them to obtain the cost of the leases?

Please refer to section H‐Special Contract

PWS paragraphs 3.1 and 3.2 apply for actual performance at the Install Yard.

The following facilities are not listed in schedule B: 12A, 15,16,17,18,19,20,21,22. Will it be the contractors’ responsibility to lease these facilities under this contract?

These bldgs are Government owned, so they do not need to be leased. However, they follow under the general maintenance requirements of the contract.

Please clarify what the government is requiring for the ODC worksheet.

Does the government simply want a list of the ODC’s or quantities and prices?

Please refer to Solicitation Section L, Section L‐18, Volume II

Cost/Price. iv. Materials, Travel and Other Direct Costs (ODCs) may be proposed together on one worksheet or proposed on individual worksheets.
