Offerors are limited to submitting one proposal with one approach to meeting the requirements of this solicitation. An offeror is defined as an entity competing independently that does not share a common parent with any other offeror or, does not have a parent/subsidiary relationship with any other offeror, or is not affiliated with any other offeror. For the purposes of Section L.2.3
(Single Proposal Submission), the Government will consider affiliation to exist if associated business concerns or individuals, directly or indirectly, either controls the other or can control the other (control can exist through common ownership, common management, or a contractual relationship such as a joint venture, where members have the power to control performance of the contract); or a third party controls or can control both.

The Contracting Officer will promptly respond to resolve any potential conflicts.
L.3 All or None________________
Offers in response to this solicitation must be submitted for all the requirements identified in the solicitation. Offers submitted for less than all the requirements called for by this solicitation may be rejected or ineligible for award. Proposals that contain alternative terms and conditions may be considered as taking exception to the requirements of the solicitation. See Section M.2.
L.4 Evaluation Factors________________________
Offeror proposals shall address the following Factors:
a. Technical Experience Factor
b. Sample Task Factor
c. Cost/Price Factor
d. Small Business Participation Factor
L.4.1 Technical Experience Factor Volume________________________________________
5 14
Name of Offeror or Contractor:
PIIN/SIIN MOD/AMD
The Technical Experience Factor contains three Subfactors:
1) Subfactor 1: Ground Vehicle Robotics (GVR)
2) Subfactor 2: Software Engineering Center (SEC)
3) Subfactor 3: Vehicle Electronics and Architecture (VEA)
Section L.4.1 and its subparagraphs apply to all Subfactors, unless otherwise stated.
General Information: The below instructions are provided to advise offerors as to the information required by the Government to assess the contractors proposed experience. Since this information constitutes a basis of the Government's review, it is the offeror's responsibility to submit detailed and complete information as required so the Government may evaluate its Technical Experience volume, and imperative that the offeror present its experience in a clear and complete manner. Failure to provide the applicable information may result in an assessment that the referenced experience is not recent or lacks comparability, and be discounted in the evaluation. The
Government does not assume the duty to search for data to cure problems it finds in proposals. The burden of providing thorough and complete information remains with the offeror.
Definitions used in this Factor and Subfactor(s):
a) A Contract is defined as a written instrument that requires the performance of a distinct effort and demonstrates the distinct effort was actually performed. Written instruments containing supplies or services that can be ordered, such as Indefinite Delivery
Contracts (FAR 16.5), Basic Ordering Agreements (BOA), Blanket Purchase Agreements (BPA), and Federal Supply Schedules (FSS) typically
DO NOT demonstrate actual performance, and as such, would not meet the definition of a Contract. Written instruments considered to demonstrate actual performance may include a single task or delivery order, a single work directive/technical instruction, or a single definite quantity contract provided it demonstrates a distinct effort was actually performed. An offeror may submit, or the Government may require, written instruments that enhance the Governments understanding of the distinct effort actually performed if it is not identified on the Contract itself. It is incumbent upon the offeror to demonstrate that a distinct effort was actually performed.
b) A proposed key subcontractor is defined as a subcontractor that is valued at a minimum of $75M, which is calculated as the sum of the following: For each labor category (both USG Site and Contractor Site), and each ordering and option period in the GFPM, multiply the Sub Hours allocated to the proposed key subcontractor by the proposed key subcontractor's Fully Burdened Labor Rate (FBLR). This excludes all Prime OH, G&A, and Fee.
c) A submission is defined as the offerors proposed historical contractual instrument that is identified in cell B7, C7, or D7 of a
Subfactor tab in the Technical Experience Matrix (Attachment 0005).
L.4.1.1 For the Technical Experience Factor and Subfactors, the offeror shall substantiate recent and comparable experience by providing the requested information below. It is incumbent upon the offeror to ensure that a submission meets the definition of a single Contract
(see definition above). The offeror is limited to proposing up to three submissions for each Subfactor (L.4.1.3.1, L.4.1.3.2, and
L.4.1.3.3), a maximum of nine submissions for all Subfactors combined. The proposed submission(s) must have been performed by the offeror as the prime contractor, unless otherwise allowed by L.4.1.4.1. In this context, the prime contractor is the party that executes an agreement with another party to perform work. Submissions may include foreign, federal, state, local and private industry
Contracts. The Government will not consider the experience of individuals or key personnel; only corporate experience will be considered.
L.4.1.2 The Government will only consider recent experience limited to (up to) three Recent Contract(s) for each Subfactor (L.4.1.3.1, L.4.1.3.2, and L.4.1.3.3) See L.4.1 for definition of a Contract. Recent experience is defined as tasks completed on a recent Contract.
Recent Contract(s) are those performed within five years of the date of issuance of this Request for Proposal (RFP).
L.4.1.3 The Government will evaluate the extent to which the proposed recent experience for each Subfactor is comparable in scope and complexity to the following respective Subfactor Statement of Work (SOW) activities:
L.4.1.3.1 Subfactor 1 Ground Vehicle Robotics (GVR): Development of autonomy, Human Robot Interaction, Platform Electronic Control, and
Autonomy Safety technologies and its integration using the Robotic Autonomous Systems - Ground (RAS-G) Interoperability Profile (IOP) standard onto multiple unmanned military ground vehicle systems for an operational test and demonstration; for integrated unmanned military ground vehicle systems of comparable complexity to that of a Robotics Combat vehicle (RCV) and Expedited Leader Follower efforts.
L.4.1.3.2 Subfactor 2 Software Engineering Center (SEC): Embedded systems software engineering for a military vehicle of a comparable complexity to that of a Stryker or Joint Light Tactical Vehicle (JLTV).
L.4.1.3.3 Subfactor 3 Vehicle Electronics and Architecture (VEA): Development of an electrical power system utilizing the voltage output referenced in MIL-STD-1275 and MIL-PRF-GCS600A for a military ground vehicle of a comparable complexity to that of a Bradley combat vehicle.
L.4.1.4 Technical Experience Proposal Information Requested___________________________________________________________
6 14
Name of Offeror or Contractor:
PIIN/SIIN MOD/AMD
The Offeror shall clearly organize and label its Technical Experience proposal information separately by Subfactor, with the exception of the submitted Technical Experience Matrix (Attachment 0005).
L.4.1.4.1 The Government may consider the experience of an entity other than the prime offeror who performed as the prime contractor as follows:
L.4.1.4.1.1 Associated Corporate Entities. The Government may consider the experience of an associated entity if the offeror successfully demonstrates meaningful involvement by the associated entity in the proposed effort. Submit any required written narrative outlined in this L.4.1.4.1.1 section as separate, stand-alone document(s), which shall be limited to 2 pages per submission.
L.4.1.4.1.1.1 An associated entity may include a parent company, separate corporate division within the same parent company, subsidiary company, a legally affiliated company, etc. The offeror shall provide to the Government a narrative that explains the offerors relationship to the associated entity. The offeror shall support the narrative with legal documentation, including but not limited to corporate papers, establishing the legal nexus between the offeror and the associated entity.
L.4.1.4.1.1.2 The offeror shall provide to the Government a narrative that explains the meaningful involvement the associated entity will provide to the proposed effort. Evidence of meaningful involvement may include a description of the associated entitys resources, such as its workforce, facilities, and/or other resources that will be provided or relied upon in the proposed effort and a cross-reference to how these resources are accounted for within other proposal volumes (i.e. the Cost/Price Factor Volume). A submission will not be considered unless the offeror successfully establishes meaningful involvement by the associated entity in the proposed effort.
L.4.1.4.1.2 Predecessor Companies. The Government may consider the experience of a predecessor company if the offeror demonstrates the experience of the predecessor company is reasonably predictive of the offerors performance under the proposed effort. Submit any required written narrative outlined in this L.4.1.4.1.2 section as separate, stand-alone document(s), which shall be limited to 2 pages per submission.
L.4.1.4.1.2.1 A predecessor company may include a company which was acquired by the offeror or merged with the offeror. It may also include other instances where the predecessor company was reorganized, restructured, or otherwise altered. A predecessor company does not include an entity which remains separate and distinct from the offeror. The offeror shall provide to the Government a narrative that explains the offerors relationship to the predecessor company. The offeror shall support the narrative with documentation evidencing the offerors status as the successor company.
L.4.1.4.1.2.2 The offeror shall provide to the Government a narrative that explains why the predecessors experience is predictive of the offerors performance under the proposed effort. Evidence may include, but is not limited to, continuity of operations such as the continued employment of the predecessors employees and the transfer of assets including buildings, furnishings, and fixtures.
L.4.1.4.1.3 Individual Partners of a Joint Venture. If the offeror is a Joint Venture, the Government may consider the experience of each partner of the Joint Venture and any work performed by the Joint Venture itself previously. The offeror must successfully demonstrate meaningful involvement by the partner to the proposed effort. Submit any required written narrative outlined in this
L.4.1.4.1.3 section as separate, stand-alone document(s), which shall be limited to 2 pages per submission.
L.4.1.4.1.3.1 The offeror shall provide to the Government a narrative that discloses the individual partners of the Joint Venture and shall provide documentation evidencing the Joint Venture.
L.4.1.4.1.3.2 The offeror shall provide to the Government a narrative that explains the meaningful involvement the Joint Venture partner will provide to the proposed effort. Evidence of meaningful involvement may include a description of the partners resources, such as its workforce, facilities, and/or other resources that will be provided or relied upon in the proposed effort. A submission will not be considered unless the offeror successfully establishes meaningful involvement by the partner in the proposed effort.
L.4.1.4.1.4 Proposed Key Subcontractor:_______________________________________
L.4.1.4.1.4.1 The Government may consider the experience of a proposed key subcontractor as defined in Section L.4.1 above. Offerors are limited to proposing no more than one proposed key subcontractor submission per Subfactor.
L.4.1.4.1.4.2 The offeror shall provide a brief written narrative describing its performance approach for the proposed key subcontractor for whom it is submitting technical experience information will perform under this contract. The offeror shall demonstrate how, and the extent to which the resources of the experience of its key subcontractor cited in the proposal will be utilized for the same or similar
SOW activities of this effort.
L.4.1.4.1.4.3 The offeror shall submit an executed written agreement or a bilaterally signed contract with the proposed key subcontractor that substantiates the activities to be performed by the subcontractor under this effort.
L.4.1.4.1.4.4 To substantiate that the subcontractor meets the dollar threshold identified in the definition of a proposed key subcontractor (see L.4.1.1 above), the offeror shall provide a cross-reference to where the cost/price information can be found in its
7 14
Name of Offeror or Contractor:
PIIN/SIIN MOD/AMD
submitted Cost/Price Factor Volume. Detail what labor categories and ordering period/option years within the GFPM the subcontractor is included.
L.4.1.4.2 Submission Information: Refer to the definition of a Contract above (L.4.1). The offerors proposal shall substantiate what distinct effort was required and actually performed under each of the proposed submissions.
L.4.1.4.2.1 The Offeror shall provide a completed Technical Experience Matrix (Attachment 0005), which shall clearly identify which (up to three) submission(s) it proposes to each Subfactor (See L.4.1.3.1, L.4.1.3.2, and L.4.1.3.3)).
L.4.1.4.2.2 For each submission proposed for a Subfactor identified in the Technical Experience Matrix (Attachment 0005), provide the following information:
(a) A copy of the executed contractual instruments cover sheet and/or other content that identifies the entities/parties of the proposed submission and the execution date;
(b) A copy of the complete Performance Work Statement (PWS) or SOW.
In addition, if the proposed submission was issued under or in connection with a related written instrument (e.g. Indefinite Delivery
Contracts, BOA, BPA, FSS) and the details of the distinct effort actually performed in order to further substantiate comparability on the proposed submission are further defined within the terms and conditions (e.g. SOW) of that related written instrument, provide that information and any other necessary information to establish this instruments relationship to the proposed submission. (These documents can be submitted as stand-alone attachments within the proposal volume)
L.4.1.4.2.3 For each Subfactor, The offeror shall provide a separate written narrative that shall not exceed 20 pages. The written narrative shall address each submission separately, and shall specifically detail the work performed on the (up to three) proposed submission(s) and the submission(s) comparability to the Subfactor SOW activity. As part of the comparability assessment, the offeror shall discuss the comparability of complexity of the military vehicle identified in their proposed experience to the respective ground vehicle system(s) referenced in the Subfactor. Offerors are cautioned that the Government will not review any pages beyond the 20 pages.
Note 1: Do not provide a breakdown of comparability of the entire Section C SOW of the current RFP to the proposed submission(s). When citing specific work performed on the proposed submission, provide references to the specific locations within the scope or other substantiating documentation, such as paragraph or page number, when possible. When applicable, in its description, the offeror should specify the location in the proposal (to include filename or document reference with page and/or paragraph number) that further substantiates comparability if stand-alone attachments are submitted in this volume.
Note 2: If the proposed submission is not yet complete (ongoing), the written narrative shall explicitly describe which tasks have been completed and which tasks have not been completed. See L.4.1.2 for definition of recent experience.
Note 3: Any narratives provided in response to L.4.1.4.1 to L.4.1.4.1.4.4 above do not count towards this Subfactor comparability written narrative (L.4.1.4.2.3) page limit, and shall be submitted separately.

The Sample Task Factor consists of three Subfactors:
1) Subfactor 1: GVR Sample Task
2) Subfactor 2: SEC Sample Task
3) Subfactor 3: VEA Sample Task
Section L.4.2 and its subparagraphs apply to all Subfactors, unless otherwise stated.
L.4.2.1 Sample Tasks. Each Subfactor consists of one Sample Task. All Subfactor Sample Tasks are detailed in Attachment 0006. The offeror shall submit a separate response addressing all requirements of paragraph 1.0 Submission Requirements in each of the three
Subfactor Sample Tasks. Each Subfactor Sample Task response shall be limited to a total of 46 pages, which is further divided into page limits for different sections of the required information, as defined in Paragraph 1 of each respective Subfactor Sample Task attachment.
L.4.2.2 Offerors are advised to provide the information required by the Government to assess the offerors understanding of sample task requirement(s). Since this information constitutes a basis of the Government's review, it is the offeror's responsibility to submit detailed and complete information as required so the Government may evaluate each of its Sample Task responses, and imperative that the offeror present its response in a clear and complete manner. Failure to provide adequate detail and/or applicable information may result in an assessment that the offeror lacks an understanding of sample task requirement(s).

Note: A blank copy of the GFPM can be provided to each subcontractor and the "Subcontractor Labor Build" tab can be utilized for each subcontractor to fulfill or accompany its OFPM submittal requirement to show its compliance with the floor rates and compliance with providing a full labor buildup, per labor category.
Part Four Defense Contract Audit Agency (DCAA) and Defense Contract Management Agency (DCMA) Information.
L.4.3.1.4 The Cost/Price Factor Volume preparation instructions set forth herein are applicable to the Prime Offeror and any proposed subcontractors or intercompany divisions that have subcontract agreements with the prime. The Prime Offeror shall provide its reimbursement agreement with any joint venture partners.
L.4.3.1.5 The Government has established direct labor rate floor rates that by definition, are realistic and fair and reasonable IAW FAR
15.404-1. Direct labor rates proposed below these Government determined rates will be ineligible for award as those proposals below the threshold or floor will be deemed unrealistic, will be ineligible for award, and subject to being rejected IAW M.2.
L.4.3.1.5.1 Direct Labor Rates are defined as unburdened labor rates proposed on this contract. The Prime is responsible for ensuring that the subcontractor provide a full and complete labor rate build that provides complete transparency for the direct labor rate component and each indirect rate applied to it along with profit or fee regardless of contract type. The labor rate build shall be provided in Microsoft Excel to include all formulas that demonstrate how the burdened rate is computed. Direct Labor rates proposed below the floor of each respective Labor Category (LCAT) will be deemed unrealistic. Proposals that contain Prime or Subcontractor
Direct Labor Rates that are below the United States Government (USG) provided floor rates will be deemed unrealistic, will be ineligible for award, and subject to being rejected IAW M.2.
L.4.3.1.5.2 Offerors shall not alter the GFPM file formats except in cells reserved for the Offeror (which are highlighted in yellow and are typically associated with developing the Total Proposed Price).
L.4.3.1.5.3 Within the GFPM, on the Minimum Qualifications tab, Prime Offerors shall certify that it will provide employees (prime and subcontractor employees) that meet or exceed the minimum education/experience requirements identified by the Government for each labor category.
L.4.3.2 Proposal Structure__________________________
L.4.3.2.1 Offerors will propose Cost Plus Fixed Fee, Term (CPFF) Fully Burdened Labor Rates (FBLR). Sufficient detail shall be included to allow the Government to evaluate the Offeror's Cost/Price proposal for reasonableness and realism of the CPFF FBLRs. Prime Offerors and any subcontractors shall show complete development of the elements of its labor rates in the GFPM, if applicable, and the prime and all subcontractors shall provide a Time-Phased Offeror Format Pricing Model (OFPM). Offerors may submit any other additional cost/price and financial information considered to be helpful in the Government's evaluation of the Cost/Price proposal.
L.4.3.2.2 All formulas used in the GFPM (MS Excel spreadsheets) shall be clearly visible in the individual cells and verifiable. Whereas linking among the spreadsheets is necessary, use of external links (source data not provided) of any kind is prohibited. The GFPM and all its associated workbooks/files shall not be locked/protected or secured by passwords.
L.4.3.2.3 The Government may use other resources in the evaluation of the Cost/Price Factor Volume, including Defense Contract Audit
Agency (DCAA) and Defense Contract Management Agency (DCMA). In addition to the information identified below, the Government reserves the right to request additional data or a more detailed price breakdown to support a determination of reasonableness or realism.

L.4.3.3 Part One - Government Format Pricing Model (GFPM) Workbook__________________________________________________________________
L.4.3.3.1 The Offeror shall not input prices into Section B. Prices should only be included in Attachment 0007 (GFPM). The Offeror shall complete the GFPM IAW the Instructions tab in this attachment.
L.4.3.3.2 The Government requirement is for the direct labor categories necessary to complete the work required under this effort. These positions are divided between base labor at various locations as described in the SOW and SOW Minimum Qualifications. The Government has specified a total number of hours for each labor category that is anticipated to complete the work required under this effort.
Offerors shall not alter the Government-provided skill mix or hours within the GFPM. Offerors may use what it considers commonly used formulas such as VLOOKUP, IF, IFERROR, COUNT, COUNTIF, SUMIF, SUMIFS, ROUND, and Inequalities in its Time Phased OFPM Spreadsheets;
however, the GFPM should be self-contained in order for the Government Evaluator to trace simple formulas and lower the risk of misinterpretation of the data provided. Simple formulas like +, -, *, /, sum, etc. are preferred in order to assist the Government with understanding how the proposed costs were developed. Note that offerors may insert OFPM Spreadsheets into the GFPM Excel Workbook, but they shall not be linked to the GFPM.
L.4.3.3.3 For cost proposal evaluation purposes, and to ensure that adequate funding is put on the contract, the Government assumes that employee paid time off is included in labor related benefits (e.g. Fringe Benefits). Offerors should use their Time Phased OFPM to demonstrate how the labor would be accounted for using normal accounting practices and leave policies. Offerors should also provide a
Roadmap demonstrating how the OFPM reconciles with the GFPM.
L.4.3.3.3.1 The GFPM is locked in certain areas where cells cannot be modified. There may be instances where the GFPM is not consistent with the offerors accounting system in relation to application of indirect rates. In such cases, the offeror may submit additional cost data in its own format, along with its OFPM and Cost Narrative, to further justify the proposed single elements of costs. Offerors should also provide a Roadmap demonstrating how the OFPM reconciles with the GFPM.
L.4.3.3.3.2 Accounting for Facilities Cost: The contractor shall account the facilities cost either as a part of its labor overhead or
G&A rate, or as part of a separate indirect cost rate (labeled facilities) within the GFPM. The offeror may submit additional cost data in its own format, along with its OFPM and Cost/Price Narrative, to show how it accounted for its proposed facilities costs. Offerors should also provide a Roadmap demonstrating how it calculated and allocated its facilities costs.
L.4.3.3.4 Direct Labor Rates: The Government has established direct labor rate floor rates that by definition, are realistic and fair and reasonable IAW FAR 15.404-1. Proposed labor rates shall include all reportable wages, including any security clearance premiums, shift premiums, extended work hours, and any non-discretionary incentives that the Offeror determines is necessary and complies with FAR
31.205-6. Direct labor rates proposed that are below the USG provided floor rates will be deemed unrealistic, will be ineligible for award, and subject to being rejected IAW M.2.
L.4.3.3.4.1 The Government requires substantiation for all labor rates whether the proposed rates are greater than or equal to the floor rates. The proposed rates shall be in line with justifying supporting data (Incurred cost data for similar contract, redacted payroll data, salary survey data, DCMA approved FPRR/FPRA, etc.) for each category. The Offeror shall provide a detailed cross-walk between all provided justifying data (redacted payroll data, salary survey, DCMA approved FPRR/FPRA, etc.) and the labor categories requested under this effort.
L.4.3.3.5 The Government is requiring contractors to propose a cost ceiling on their proposed Fully Burdened Labor Rates (less fee), where the ceiling is equal to the proposed Fully Burdened Labor Rates (less fee) plus 10% for each labor category.
L.4.3.3.5.1 Prime Offeror proposed Fully Burdened Labor Rates (FBLRs) Less Fee plus 10% shall be Ceiling Rates for each designated
Period of Performance (PoP) and the successful contractor may not invoice rates that are higher than these ceiling rates in each PoP.
The GFPM will auto-calculate a 10% ceiling using the Prime Offeror proposed fully burdened labor rate (less fee) and adding 10%.
Offerors should ensure that the Ceiling Rates can absorb any changes in Direct and Indirect Rates over the entire PoP.
L.4.3.3.5.2 Subcontractor proposed Fully Burdened Labor Rates (FBLRs) Less Fee plus 10% shall be Ceiling Rates for each designated
Period of Performance (PoP) and the successful contractor may not invoice rates that are higher than these ceiling rates in each PoP.
The GFPM will auto-calculate a 10% ceiling using the subcontractor proposed fully burdened labor rate (less fee) and adding 10%.
Offerors should ensure that the Ceiling Rates can absorb any changes in subcontractor rates over the entire PoP.
L.4.3.3.6 The Prime Offeror and Subcontractors shall explain in its Cost/Price Narrative any indirect rates used in its CPFF Prime or
Subcontractor labor build-up and in the Subcontractor Prime Add-Ons.
L.4.3.3.7 For evaluation purposes only, the Government has pre-populated Prime direct labor escalation in the GFPM using the following rates: Ordering Period 2 at 2.8%, Ordering Period 3 at 3.0%, Ordering Period 4 at 3.0%, Ordering Period 5 at 3.0%, Option Year 1 at
3.0%, and Option Year 2 at 3.0%. Offerors can propose alternative escalation factors; however, any proposed escalation less than the
Government pre-populated factors for each Ordering Period is unallowable.
L.4.3.3.8 Subcontractors. If subcontractor labor is proposed, the Prime Offeror shall provide an explanation in its Cost/Price Narrative how each proposed FBLR was determined to be reasonable and realistic. If more than one subcontractor is proposed for a labor category, 10 14
Name of Offeror or Contractor:
PIIN/SIIN MOD/AMD
the Prime Offeror shall explain in its Cost/Price Narrative how the rate was blended together; the identity of the subcontractors; the number of hours allocated to each subcontractor and the impact on the blended rate; and the type of subcontract agreement with the Prime
Offeror.
Direct Labor rates proposed below the floor of each respective LCAT will be deemed unrealistic. Proposals that contain Prime or Subcontractor Direct Labor Rates that are below the USG provided floor rates will be deemed unrealistic, will be ineligible for award, and subject to being rejected IAW M.2.
L.4.3.3.9 Subcontractors shall submit their own completed GFPM and a Time-Phased OFPM showing the development of the FBLRs including all separate elements of cost.
L.4.3.3.9.1 All proposed subcontractor FBLRs shall be justified by a full labor buildup, detailing all elements of cost that comprise the proposed FBLRs IAW all instructions contained within this Section L.
L.4.3.3.10 The Government has provided Government plug cost numbers for Materials/ Other Direct Costs (ODCs) and Travel.
L.4.3.3.11 Reconciliation Errors. If reconciliation errors exist between the prime contractors GFPM and any additional Offeror format cost data (prime contractor or subcontractor), the Government will utilize the data entered into the prime contractors GFPM as the basis for evaluation.
L.4.3.3.12 Phase-In. A 120-Day Phase-In period has been identified for Offerors to transition. The Offeror shall submit a Firm Fixed
Price (FFP) Phase-In inclusive of all costs that do not correspond to the labor categories in the GFPM and that is inclusive of Travel and ODCs associated with its Phase-in. Offerors are authorized to incur CPFF labor costs, per labor category, when the employee starts work at the contract location. Offerors are authorized to incur Material, Travel, and ODC costs (See G.1.1) associated with the CPFF base period at the end of the phase-in period (i.e. Day 121).
L.4.3.4 Part Two - Cost/Price Narrative and Basis of Estimate_____________________________________________________________
L.4.3.4.1 Prime Offerors and subcontractors shall provide a cost narrative explaining their Basis of Estimate for the following:
L.4.3.4.1.1 All proposed labor rates including explanations for the various elements of cost proposed in the labor buildup on the period of performance tabs of the GFPM or labor buildup on the Time Phased OFPM.
L.4.3.4.1.2 All proposed indirect costs (fringe benefits, including any paid time off, labor overhead, Facilities Costs, General and
Administrative (G&A), material handling, Facilities Capital Cost of Money (FCCM), etc.)
L. 4.3.4.2 There is no page limitation for the Cost/Price Narrative. Spreadsheets supporting the development of indirect rates can be included in the GFPM Attachment 0007 workbook, or as a separate Excel Workbook.
L. 4.3.5 Part Three Offeror Format Pricing Model (OFPM)_________________________________________________________
L.4.3.5.1 Prime Offeror shall submit a Time-Phased labor buildup in its own format, showing how the proposed Cost Plus Fixed Fee rates were developed. The labor buildup should show the elements of cost (labor, fringe, overhead, facilities, G&A) used to develop the composite rate and also explain the Basis of Estimate in the Cost/Price Narrative.
