1. On page 66 of the Solicitation, Item #0141 and #0142 state Ordering Year 1 – M48A1 Gas Particulate Filter (Tan). Lines 0143 and 0144 refer to M48A1 GPF (Tan). Line 0145 refers to M48A1 Gas Part Filter, and finally line 0146 for FATR refers to M48A1 Particulate Filter. Subsequent lines for the Green M48 filters also have inconsistent descriptions. Can the offeror assume that in all instances the correct description is M48A1 Gas Particulate Filter?
Answer: 0141: "ORDERING YEAR ONE - M48A1 GPF (TAN)" 0142: "ORDERING YEAR TWO - M48A1 GPF (TAN)" 0145: "ORDERING YEAR FIVE - M48A1 GPF (TAN)" 0146: "FIRST ARTICLE TEST & REPORT - M481 GPF (TAN)" 0156: "FIRST ARTICLE TEST & REPORT - M481 GPF (GREEN)"
2. The government’s response to Question #5 submitted on January 7, 2021, indicated that filter media testing is not required for gas filters, however, CLIN 0206AA on Attachment 0001 is still showing filter media testing. Will the government remove this requirement from CLIN 0206AA on Attachment 0001?
Answer: Revised Attachment 0001 and will be incorporated via forthcoming amendment.
3. Offeror notes that there is a separate line item for FAT testing of MIL-PRF-51483A on line item 15 (CLIN 0156AA), however, there are other filter products that also use this material. Should there be a separate line item for testing of MIL-PRF-51483A on line items 14 (CLIN 0146AA), 17 (CLIN 0176AA), 10 (CLIN 0106AA) and 21 (CLIN 0216AA) or should this requirement be removed from line item 15 (CLIN 0156AA)?
ANSWER; YES, a separate cost for FAT testing of MIL-PRF-51483A should be included with each item so that each separate item has a complete FAT cost which stands alone. So, the government would expect to see the same FAT testing cost for MIL-PRF-51483A listed on each of the different lines.
4. Does the government intend to specify the quantity of filters required for packaging FAT? The specifications for the various filter products refer back to the solicitation for quantities.
Answer: Attachment 10 (Packaging FAT Requirements) was created, and incorporated into amendment 0001
9. There are a number of carbon specifications provided with the various TDPL’s. Is it the government’s intention to have the carbon specification at the same revision level in all of the filters? If so, which revision of the carbon specification is preferred?
ANSWER: THE LATEST SPECIFICATION MIL-DTL-32101 Revision B Amendment 2.
10. Under contract W56HZV20P0135 the detail specification version is MIL-DTL-51222E (EA) w/Amendment 1. In the TDP included in with this solicitation the detail specification version is MIL-DTL-51222E (EA) with no amendment. Which version is preferred?
ANSWER; THE LATEST SPECIFICATION- MIL-DTL-51222E (EA) w/Amendment 1 per NOR 322-0084-005.
11. Under contract W56HZV20P0135 Offeror received approval to incorporate RFV 980-D190. Is it acceptable to incorporate this RFV in this effort?
ANSWER; No, that variance was for a specific contract, a new variance will be needed for this effort.
13. Regarding TDPL’s 20200676 and 20200674, Offeror would like to use a replacement for the M46146 adhesive, in all applications except adhering the fines material to the liners, as first approved under RFV980-D162 during contract W56HZV-14-C-0085 and several subsequent contracts (both M48 and HSFC), is this acceptable to the government?
ANSWER; No, that variance was for a specific contract, a new variance will be needed for this effort.
21. The CLINs for FAT on Item 5 on Attachment 0001, the M13A1 GPFU, include P/N 5-19-2353 which is the M1A1-19 Precleaner, therefore, it appears that the government is requiring FAT for the Precleaner. MIL-DTL-50085 for the 5-19-2353 M1A1-19 Precleaner states, “Inspection of a first article sample is not required unless specified in the contract”, however, the specification doesn’t define the FAT required and refers back to the solicitation. The solicitation doesn’t define the FAT, other than the separate FAT callouts for the Precleaner in Item 9 on Attachment 0001. Therefore, will the government define FAT requirements for CLINS 0056AA through 0056AE or does the government intend for the FAT in CLIN 0056AA through 0056AE P/N 5-19-2353 to be the total FAT price from CLINs 0096AA through 0096AE, or will the government provide requirements for FAT for 5-19-2353 M1A1-19 Precleaner (CLINs 0056AA through 0056AE)?
ANSWER; Yes, A full FAT is required. A FAT for the precleaner air purifier (PN 5-19-2353), shall consist of Certificate of Conformance along with attached individual test reports for all subcomponents. For select items listed below, the FAT requirements shall consist of:
1. For the M19 Particulate Filter Assembly (PN 5-19-1175), the FAT shall consist of all testing and inspection requirements for twenty (20) M19 Particulate Filter Assemblies IAW MIL-DTL-51194D and drawing: 5-19-1175.
2. For the Centrifugal Fan (PN 5-19-2260), the FAT shall consist of all testing and inspection requirements for ten (10) Centrifugal Fans IAW MIL-PRF-50084G (see NOR 349-0269-005) and drawing 5-19-2260.
3. For the Dust Separator (PN 5-19-5381), the FAT shall consist of all testing and inspection requirements for twenty (20) Dust Separators IAW QAP 5-19-5381 and drawing: 5-19-5381.
4. The particulate media shall be examined and tested IAW paragraph 4.3 and table I of PRF-EA-F2349 W/Amendment 2 (see NOR 349-0268-003). A current copy of the test report will be included with the FAT report.
5. For the precleaner housing assembly, (PN 5-19-1785), the FAT shall consist of all testing and inspection requirements for six (6) precleaners IAW QAP 5-19-1785 and drawing: 5-19-1785.
6. For all other subcomponents, three (3) each, shall be inspected and/or tested IAW their applicable drawing, QAP, and/or specification.
22. Does the government intend to add lines to the FAT for Item #4 of Attachment 001 to permit Offeror to price FAT separately for the hose assemblies and connectors, the M13 particulate filter, the air purifier, the M14 GPFU assembly and the 5-19-1819 installation kit?
ANSWER; YES, ACC-DTA will modify Attachment 1 to allow separation of more subcomponents. At a minimum, a pricing line “all other subcomponent testing” will be added and incorporated in a forthcoming amendment.
29. Can the government provide a copy of drawing PL5-19-7443 as it seems to have been omitted from both TDPL 20200676 and TDPL 20200674?
ANSWER; Attached is PL5-19-7443 Revision F.
30. For TDPL 20190862, part number 5-19-6868, when first article testing was conducted previously in 2017/2018 the test sequence was modified (see Attachment 1) to remove the need for already approved M98 filters to be exposed to various environmental conditions prior to being installed into HSFC canisters for testing. Will the modified test sequence be acceptable on this effort?
ANSWER; This is a two part answer. For the M98 gas particulate filter, the testing is correct and will not change. The solicitation is considered full and open so anyone can bid on it. Given that, the full M98 filter set FAT testing may be necessary depending on the Contractor or timing of the orders. The government would consider a waiver of the M98 testing portion after award. The waiver will depend on the current circumstances and all the other information required for a FAT waiver. For the salt fog testing, it was deleted in the exceptions portion of the Engineers form 034.
