*** End of Narrative A0000 ***

This solicitation W56HZV-19-R-0043 proposes to award a new three year contract for the support of the Team Armor Partnership (TAP)

Program to include one base year with two option periods for 12-months each for the repair, warehouse services, program management, and inventory management. This contract will support the InteGrated Logistics Support Center (ILSC)'s requirements for the receipt, inspection, testing, diagnosis, repair, storage, issue, and unique identification (UID) marking of approximately 1,400 parts for the

M1A1/M1A2 Abrams tank, M2A3/M3A3 Bradley Fighting Vehicles (BFV), and M104 Wolverine Heavy Assault Bridge (Wolverine) platforms.

The contractor should be flexible to potentially perform this work for the Abrams and Bradley LRUs and SRUs listed in Attachment 0001 at a future Outside Continental United States (OCONUS) FORWARD location. This could be established per a modification of the awarded contract.

The Government intends to award a resulting Cost Plus Fixed Fee (CPFF) Contract with Contract Line Item Numbers (CLINs) for the procurement of services. Refer to Section B for the CLIN structure.

This requirement is subject to Full and Open Competition. A single contract award is anticipated to the source which represents a best value acquisition using a source selection trade-off process. Proposals will be evaluated using a trade-off process to determine which proposal provides the most advantageous and realistic proposal (i.e., best value) considering three factors: 1) Technical; 2) Cost; and

3) Small Business. Award will be made to the responsible offer whose proposal represents the best value to the Government. This may not be the offeror with the lowest cost and price. This acquisition will be awarded as all or nothing.

The Government reserves the right to award based on initial proposals. In accordance with (IAW) FAR 52.215-1(f) (4), the Government intends to evaluate proposals and award a contract without discussions with the offerors (except clarifications as described in FAR

15.306). Thus, each offeror must be cognizant to include any and all information requested in the solicitation at time of submittal to avoid being determined non-responsible and considered for contract award. However, the Government reserves the right to conduct discussions and request proposal revisions if it is determined to be in the best interest of the Government. If a competitive range is established, the Government may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals. The Government anticipates receiving adequate price competition under this solicitation; therefore, certified cost or pricing data is not required to be submitted with the proposal. However, in the event the

Contracting Officer determines that adequate price competition does not exist, the Government reserves the right to require that cost or pricing data be submitted IAW 252.215-7008.

The Government requests a CPFF proposal for the effort set forth in this solicitation and the associated Attachments and Contract Data

Requirement List (CDRLs), no later than the date specified on Page 1, Block 9 of the solicitation.

*Any formal communication concerning this solicitation should be submitted in writing, electronically, to the following address:

mailto: shannon.n.despic.civ@mail.mil and roxanna.m.genova-lasecki.civ@mail.mil. _____________________________

AMENDMENTS PRIOR TO DATE SET FOR RECEIPT OF PROPOSALS

The Government may revise or amend any aspect of the Solicitation prior to the date set for receipt of proposals. If the revisions and amendments require material changes in prices offered, or both, the date set for receipt of proposals may be postponed, at the discretion of the Contracting Officer, to enable offerors to revise their proposals. In such cases, the amendment will include an announcement of the new date for receipt of proposals.

*QUESTION AND ANSWERS

RFP TAP Amendment 0002 will extend the question and answer period until 12:00pm Eastern Standard Time, Wednesday, 18 March 2020._______________________________________________________________________________________________________________________________

Questions submitted after the deadline may not be answered.
