Answers to Questions

1. Asking if you are familiar with whether this solicitation will include window treatments (draperies, blinds, shades).

Answer: The gallery does not have any windows.

2. Is the fabrication Contractor to supply the flooring in the exhibit spaces?

Answer: The contractor would only supply the flooring if it was part of the exhibit. That is scenic in nature. Say the dirt and boards at the bottom of a world war one trench.

3. Is a payment schedule planned based on the cinc’s or shall we propose a payment schedule in our proposal? The responses have been confusing.

Answer: Payments are based on the CLINS.

4. Is the existing building contractor supplying track and fixtures I the new gallery?

Answer: Design of the track lighting system will be by the contractor. The track and fixtures will be purchased and installed by the government based on those designs.

5. Is the contractor responsible for removing and existing floor carpet and other flooring in the existing portion of the museum?

Answer: No. That will be done by the museum.

6. Is the Contractor responsible for providing and installing the floor carpeting throughout the 10,000 sq ft of the museum?

Answer: The contractor is only responsible for floor treatments that are part of a scenic effect such as dirt and boards at the bottom of a WWI trench. The remainder of the floor covering would be done by the museum.

7. Is the contractor responsible for removing the existing light track and fixtures in the existing museum?

Answer: No. That will be done by the museum.

8. Is the contractor responsible for providing and install new track and light fixtures for ambient lighting throughout the museum?

Answer: No. That will be purchased and installed by the museum. The contractor is only responsible for designing the system.

9. If so who is responsible for hard wiring the new lighting and control switches?

Answer: N/A

10. Please specify the quality of the diorama mannequins.

Answer: The mannequins in the dioramas should be of Life Formations, quality. The conservation forms should be Doorman.

11. Please specify the level of detail and nature of the model of the Women’s Army Corp Compound at Long Binh, Vietnam.

Answer: This item has been dropped.

12. What size monitor will be required for the “rotunda” presentation area?

Answer: This will need to be determined during the design.

13. Will any of the monitors in the museum need to be 4K resolution?

Answer: No

14. In the Children’s Learning Area description, Page 12 Item 8, there is a requirement for reproduction uniforms and weapons. Are these provided by the Government or are they to be supplied by the contractor?

Answer: The reproduction uniforms and weapons will be provided by the Government.

15. Payment Terms – can you please confirm that you are flexible in the payment terms and that we will be able to collect payments for the project tied to a Schedule of Values, broken out by month?

Will this be acceptable?

Answer: Payments will be done by contract line item (CLIN).

16. Is it acceptable to secure all fixtures to the concrete floor, by drilling holes for bolts, etc.

Answer: Yes

17. Is the lighting for both the new and existing galleries included in our scope of work? If so, has the Architect specified lighting for the new space, and is it to be used in the existing space? If included in the scope of work for this contract, please provide the lighting specs.

Answer: Contractor will be responsible for the design of the track lighting system. The purchase and installation will be the responsibility of the Army.

18. Please confirm that the Architect is providing all adequate power to the space for all lighting, signal, and AV equipment in the new space, and that there is no electrical work required in our space of work for this contract.

Answer: There is ample lighting tracks and circuits in the old space. Likewise, there is more than enough circuits, amperage, junction boxes etc to handle any lighting requirements in the new gallery space. There are 9 junction boxes in the ceiling each with their own circuit. There are 16 outlets wired/ready to use on 3 of the gallery walls-- 4 outlets to 1 circuit. There is no electrical work required by the contractor.

All lighting and electrical work within the exhibit components designed and fabricated by the contractor will be supplied and installed by the contractor. Example: If you build a case with lighting in it and it is hard wired. You supply the case complete with the lighting and an electrical cable from the lights to an electrical box in your case. The army will pull the cable from the existing electrical system and do the connection in the electrical box you have provided.

19. Re: Current Hours of Operation – Monday – Friday 8-5, and the time required to obtain Visitor passes in order to have access to the site for installation, can you make any exceptions with these hours of access to the site for the exhibit installation, and/or lessen the requirement for issuing contractor visitor passes?

Answer: Access to the museum outside of published hours can be accommodated with prior coordination. Additionally, Contractors, Vendors and Volunteers are eligible for longer term passes to access the installation with sponsorship from the COR. Visit www.lee.army.mil/access or call the VCC at (804) 734-5053 during operating hours for more information.

20. Please provide details on the casework fabrication and what level of conservation is required (National Park Service Conservation Standards – Level 1, 2, 3, or 4?). Can you specify the level of climate/humidity/temperature control required inside of the case environments?

Answer: Conservation is not part of the contractor’s scope. All conservation work will be the responsibility of the government. The cases do not need to be sealed. No humidity or temperature control is necessary.

21. If we are awarded this project, are we exempt from sales tax?

22. Is the A/V hardware excluded from the “Buy America Act”?

23.Do any of the artifacts need to be conserved? If so, will the contractor be responsible for conservation prior to mounting? Same question for the uniform artifacts.

Answer: All conservation work shall be done by the army.

24. How will flooring be handled? Who's scope is it in?

Answer: The only flooring that falls in the scope of work for this contract is if any scenic effects are done. An example would be a WWI trench you walk through with boards and dirt. The rest of the floor treatments will be specified in your design but purchase and installed by the army.

25. Lighting: In order to accurately price room-based lighting and avoid duplicative systems, it would be helpful to understand what the current plans are for the new addition as well as existing building electrical infrastructure.

Answer: The contractor is responsible for the design of the lighting system. The purchase and its installation will be the responsibility of the army. There is ample lighting tracks and circuits in the old gallery space.

26. To that end is it possible to obtain a PDF copy of the electrical plans for the new work in order for us to accurately bid this? These would be from the architect or engineer of record on the current project and would/might include:

Reflected ceiling plan or lighting plan

Power riser diagrams

Panel schedules

Answer: All of the detailed plans (power riser diagrams, panel schedules etc) for the new and old space from the architect and builder are available. These will be provided at the kick off meeting.

27. Considering the size and scope of this proposal, and the design requirements, would the US ARMY WOMEN'S MUSEUM allow for a three-week extension to the RFP deadline so that we can submit a realistic proposal given all the elements discovered during the walk-through phase?

Answer: No. We would not like to see an extension.

28. The bid document stipulates that the Offeror must be in compliance with the NAICS code 541410 (which has a gross earnings cap of $7.5m). How can the US ARMY WOMEN'S museum award something worth half of that cap amount to a company under $7.5m? (Companies are just going to give the work to larger fabrication firms). Would the US ARMY WOMEN'S MUSEUM allow for an easement in this coding requirement for smaller companies seeking to partner in the design/fabrication effort?

Answer: As was already posted in Amendment 0004 to solicitation, the Government does not intend to change the NAICS code for this requirement.

29. In light of the on-going install of electrical wiring...will there be circuits set aside for AV needs, dimmer needs, etc?

Answer: Yes there is. There is ample lighting tracks and circuits in the old space. (Additionally there are 4 LAN lines wired in too.)

30. Will any of the casework or vitrines be reused from the 5000 sq. ft. gallery to alleviate costs so more resources can go towards the diorama's?

Answer: No all of the exhibit components will be new. Nothing will be used from existing exhibits.

31. What level of conservation is required by the Museum with artifacts and uniforms?

Answer: All conservation will be done by the museum. The contractor is not responsible for any conservation work.

32. Will artifacts requiring special/complicated mounting be allowed off-site at vendor's facility?

Answer: No. All work with artifacts will need to take place at the museum.
