mailto:roxanne.L.dunn.civ@mail.mil

RFP AMENDMENT 0008

Amendment 0008 incorporates the following question and answer:

Want to make sure we understand the payment schedule for the project and assume that the item numbers indicate when payments will be made. Items A002 – A009 refer to the the design portion of the project. Items A010 – A013 apply to build items.

Answer: Actually, A003 – A010 all cover the design portion of the exhibit and would appear as separately priced line items in the contract. A011 – A013 cover the fabrication or build portion and are to appear as separately priced line items in the contract – RFP copy, too, that we are going to modify for an upcoming final copy that makes these all to be separately priced line items (the material, labor, delivery, etc. to be included in the current line item 0002 pricing for the fabrication or the build portion).

RFP AMENDMENT 0009

Amendment 0009 incorporates the following:

1. Changes line items A001 – A013 from not separately priced (NSP) to priced line items.

2. Adds priced subclins (SLINS) 0002AA and 0002AB.

3. Reserves Attachment F for final answers to all questions submitted both before and after the July 6 museum walk-thru.

4. Modifies line item 0002 extended description from design to build.

RFP AMENDMENT 0010

Amendment 0010 opens up walk-thru registration, as follows:

1. The date and time for the museum walk-thru for the US Army Women's Museum exhibits is on July 6, 2017 at 11 am local time - with a registration confirmation required by e-mail to roxanne.L.dunn.civ@mail.mil of the two allowed attendee names, per interested party, no later than 12:00 pm local time on July 5, 2017 (final deadline).

2. The conformed copy of the RFP - through this Amendment (0010) – is, also, hereby posted.

PERFORMANCE WORK STATEMENT

Performance Work Statement (PWS)

For

Exhibit Design, Fabrication and Installation

PART 1

GENERAL INFORMATION

1.1 Description of Services/Introduction:

The contractor shall provide all personnel, equipment, tools, materials, supervision and non-personal services necessary to perform exhibit design as defined in this Performance Work Statement except as specified in section 2 as government furnished property and services at Ft Lee, Virginia.

1.2 Background:

On behalf of the U.S. Army Women's Museum at FT Lee, VA the U. S. Army Center of Military History (CMH) requires the design and fabrication of new museum exhibits at the U.S. Army Women's Museum. The new exhibits at the U.S. Army Women’s Museum shall be installed into a newly prepared 10,000 square foot exhibit space.

Exhibits shall consist of more than 100 objects spread over eight sections. The exhibit includes approximately two macro objects and approximately 20 uniforms. The exhibit will also include more than 250 images. There will be several full size dioramas (Operation Iraqi Freedom, Operation Enduring Freedom, Vietnam and WWII), with a large model of the Womens Army Corp compound at Long Binh, Vietnam. Exhibit design drawings will be generated by the contractor).

Each of the seven sections will consist of 1) two interactive elements, to be determined, and 2) three multimedia/audio/visual elements. Content generated by museum.

In addition to the seven sections below an additional children’s learning area shall be included.

The exhibit sections are:

1. Introduction

Small rotunda with an historical timeline. Should include oversized large diagram explaining how the role of women changes in the Army.

2. ORIGINS OF SERVICE TEACHING GALLERY (1775-1914):

The defense of our nation is a shared responsibility and this gallery demonstrates how women have stood shoulder to shoulder with men since the American Revolution. It will examine camp followers, women disguised as men, medical personnel and the establishment of the Army Nurse Corps. The ability and willingness of these women to assume new roles reflected the tough American pioneer spirit that would be called on again in future conflicts.

3. WORLD WARS: AN ISSUE OF SKILLED LABOR AND MANPOWER

TEACHING GALLERY (1917-1945):

Colonel Hallaren once said "The largest manpower reserve the US has in troubled times is womanpower." This gallery will explore this idea by examining the expanding roles of women in both the civilian and military efforts in both World War I and World War II. The selfless sacrifice of these brave women ushered in new economic and social changes that would forever alter the role of women in American Society.

4. A PERMANENT PRESENCE TEACHING GALLERY (1948-1978):

This gallery examines several decades of change as the Women’s Army Corps solidifies its presence in the Army.

The lifting of restrictions and the removal of prejudice, combined with expanded opportunities for WACs, both mirror and impact larger social movements in America such as Civil Rights and Women’s Rights.

5. “BE ALL THAT YOU CAN BE” TO “ARMY STRONG” TEACHING

GALLERY (1978-2001):

The realities of a gender integrated Army in terms of training, standards, policy, utilization, rank and responsibility are explored in this gallery. This era is filled with policy changes, periods of action and reaction, and the exponential growth of the number of women in the Army.

6. POST 9-11 ARMY TEACHING GALLERY (2001-Present):

This gallery captures how the complexity of combat impacts the role of men and women in the 21st Century Army.

The wars in Iraq and Afghanistan provided opportunities for Army Women that were inconceivable to the predecessors. This gallery will evolve to reflect the changes that will be coming soon due to changes in policy.

7. Historical Uniform Gallery

The gallery shall feature seven military uniforms, all full size, on conservation forms from various eras. Design shall allow the uniforms to be rotated periodically..

8. Children’s Learning Area

This area shall feature Images, interactives, an area to try on reproduction uniforms and a weapons rack featuring reproduction weapons.

1.3 Objectives:

1.3.1 Exhibit Design – Fixtures. The contractor shall furnish a design of cases, pedestals, graphic displays, plinths, brackets, mounts, fixtures housing audio components, fixtures housing video components, and multimedia kiosks.

1.3.3 Exhibit Design – Lighting. The contractor shall furnish a design of room lighting, case lighting and lighting for other exhibit components such as dioramas (reference 5.1.4). Lighting must meet all standards set by CMH which are defined in the object list (provided at the kick off meeting) and by requirements set in the Smithsonian’s design guidelines for compliance with the American with Disabilities Act (see http://accessible.si.edu/pdf/Smithsonian%20Guidelines%20for%20accessible%20design.pdf)

1.3.4 Reserved

1.3.5 Exhibit Design – Digital image work. The Contractor shall scan and Photoshop images provided by the museum director to be used in the preparation of the design package and digital production files.

Army to house the exhibit.
