Requesting Classified, For Official Use Only (FOUO) and Export Controlled Information
The attached DD254 applies to all CLASSIFIED, FOUO and Export Controlled Information requests: Contract Security Classification Specification (DD Form 254)
Instructions for U.S. Contractors:
a) CLASSIFIED Information:
The Maneuver Support Vessel (Light) (MSV(L)) Army Technical Purchase Description (ATPD) contains a classified annex that is NOT available via the Internet. Once the updated Request For Information (RFI), including the updated ATPD is released, the classified annex will be sent via SIPRnet (if possible) or by registered mail if the recipient does not have a SIPRnet account. The below procedures must be followed and all requirements must be met:
Classified Information Request Procedures:
All Offerors (or any subcontractor who will handle or have access to classified information) must have a valid United States (US) Facility Clearance (FCL) and Safeguarding Level of SECRET or higher in order to receive and temporarily store this classified annex. All classified material must be handled in accordance with the National Industrial Security Program Operating Manual (NISPOM (DoD 5220.22-M), the DD Form 254, and the Army Watercraft Systems Interim Security Classification Guide, dated 23 Feb 2015.
Requests for the classified portion of this ATPD must be made by the offeror's Facility Security Officer (FSO) via e-mail to usarmy.detroit.acc.mbx.wrn-msvl-rfp@mail.mil with the title "Request for MSV(L) ATPD Classified Annex". Requests made by anyone other than the FSO will not be processed. Firms that do not submit a proposal or who withdraw their proposals must destroy or return classified material generated or received under this RFP not later than 180 days after the opening date of proposals. Firms who submit a proposal that is not accepted by the Government or does not result in a contract award to the firm have 180 days after notification to destroy or return classified information.
Contractors must destroy classified material received or generated under contracts resulting from this ATPD IAW guidance provided in the DD 254 Continuation sheets and DoD 5220.22-M.
The following information must be provided and must match the offeror's information in the Industrial Security Facilities Database (ISFD):
· The Company Name and Classified Mailing Address (must match ISFD information)
· Commercial and Government Entity (CAGE) Code
· Name of FSO with Telephone Number(s), Datafax Number, E-mail Address, and SIPRnet email (if applicable)
· CAGE Code(s) and Address(es) of the Company Facility (Facilities) intended to participate in performance of the MSV(L) Program where classified material will be utilized.
b) FOUO and Export Controlled Information:
In order to obtain access to documents marked Distribution Statement C, an Offeror shall have a FebBizOpps account. The following are instructions to request access to attachments that are marked with a Distribution Statement C.
1. Access the MSV(L) W56HZV15R0187 sources sought in FBO at: https://www.fbo.gov/index?s=opportunity&mode=form&tab=core&id=8bc7151dd2b1d1321fa848dea6924caa&_cview=0
2. A link to a “Notice” document will be displayed on the right side of the page.
3. Click on the link to open the “Notice”. Copy and paste the link provided in the notice into your web browser (clicking the link directly does not always work).
4. Log into FBO using your existing account or create a new account.
5. Once you log in, click on the files that you would like to access.
6. FBO will prompt you for your firm's Marketing Partner ID Number (MPIN). This is tied to your CAGE code. Contact the System for Award Management (SAM) helpdesk if you have issues locating this.
7. Once the request has been made, an automated email will be generated to the Government reviewer.
8. The request must be accompanied by an e-mail from the Data Custodian to: usarmy.detroit.acc.mbx.wrn-msvl-rfp@mail.mil and must include all of the following:
a) A copy of the approved DD Form 2345 and the certification number that can be verified with the JCP database.
b) The CAGE provided in the DD Form 2345 must match the CAGE provided in the FedBizOps request.
c) A discussion of the requestors "need to know", which addresses the parties' program participation or their technology and production considerations in relation to the requested information.
