Definitions:
Draft: the distance between the vessel’s waterline and the lowest point of the vessel.
Fully Laden: Maximum design payload weight loaded onto the MSV(L).
Functional draft: the minimum distance from the waterline to the lowest point of the vessel, and around the vessel, which allows the vessel to conduct slow speed maneuver and load/off-load operations.
Sea State: The MSV(L) requirements are expressed using the Beaufort Number Scale.
Unladen: The MSV(L) without a payload. The MSV(L) weight shall be at normal weight needed for regular operation without a payload. Assume vessel is fully provisioned (BII, COEI, Spares, etc..) with full complement of Petroleum, Oils and Lubricants (POL)

Please answer the following questions assuming Beaufort Scale and a functional draft fixed at 4 feet:

2.) What engine are you proposing to achieve the capability stated above (provide make and model)?

10.) If we limit vessel weight without fuel and provisions to 115 Long Tons with 5% margin, how would this impact your design and speed as proposed above?
11.) If your max speed (w/ 82ST payload) is less than 18 knots in SS0, what is the limiting factor?
12.) If you could lower that max laden speed to less than 18 knots in SS0, what is your suggested speed and supporting rationale?
13.) What is the projected cost impact (unit price) of lowering the max speed?
14.) What is the anticipated weight savings of lowering the max speed?

Please Note: Reponses to this Request will not be returned, nor will detailed feedback be made available.
Proprietary Information. · Mark only data that is truly confidential.
· Do not mark data that is already in the public domain or is already in possession of the USG or third parties on an unclassified basis. Do not submit any classified data in response to this market survey.
· Proprietary data transmitted electronically must have the PROPRIETARY legend on both the cover of the transmittal e-mail as well as at the beginning of the file. Proprietary information contained within the correspondence shall use the legends: “PROPRIETARY PORTION BEGINS” and “PROPRIETARY PORTION ENDS.”
Disclaimer: The Government is not responsible for the public disclosure of unmarked data received in response to this market survey. Accordingly, the potential offeror shall ensure that technical data provided in response to this market survey shall be appropriately marked (i.e. proprietary) to ensure proper Government handling of the data. Should the USG need to reproduce the protected data for distribution purposes between Government offices, all such data shall be reproduced with restrictive legends in place.
