1 MSV(L)

Will the MSV(L) be a government supplied design or will the government rely on an Industry design? Industry design

2 MSV(L)

Will twin propeller propulsion be required, or is the government willing to also look at 3 or 4 propeller designs.

Two propulsion systems is the minimum requirement;

What is the total anticipated horsepower that will be required to meet the vessel speed requirement? Dependent on Industry design

4 MSV(L) What is the total kWe requirement for the vessel? Dependent on Industry design

5 MSV(L)

What conditions must be in place for the Army to designate this RFP as a small business set-aside?

Due to complexity and range of deliverables, the MSV(L) acquisition will not be designated as a small business set-aside; the designated prime for this effort must be Original Equipment Manufacturer (OEM) and System Integration capable, however, this will not limit competition. Small businesses are encouraged to propose and compete through the numerous partnering opportunities. The MSV(L) acquisition does contain small business goals. These goals are anticipated to be met through prime and sub-contracting team arrangements.

6 MSV(L)

Ref: Draft SOW sections C.14.22.2 and C.14.23:

Question: What are the periods of performance for the verification and log demo?

The Log Demo will occur during the LRIP phase currently by FY22, the validation of the TMs by the contractor must occur prior to the verification by the Government on all Technical Manuals. This is currently scheduled to occur between the LRIP phase and the beginning of fielding. (FY21-24)

7 MSV(L)

Ref: Draft SOW section C.14.19.3: states that Quantity per Unit Pack (QUP) shall equal 001. Is the Government willing to entertain suggestions of QUP other than 001?

Yes, please summit any suggestions.

8 MSV(L)

Ref: Draft SOW section C.14.21.3: states that the “IETM(s) shall take full advantage of multimedia presentation, animation, enhanced graphics video, voice over…”. The number of maintenance tasks using these enhanced forms of communication can significantly drive IETM costs. What percentage of the total maintenance tasks are expected to use multimedia as opposed to traditional text and line art?

The goal is 100% use of multimedia as opposed to traditional text and line art. Please submit any suggestions or expertise if this is unrealistic or too costly; where traditional text and line art (still in Electronic Technical Manual (ETM) Format) may be more appropriate and effective.

9 MSV(L)

Ref: Draft SOW section C.14.21.5: mentions EMS software to be used for intrusive diagnostics, however section C.14.21.3 states that the IETM just needs to be IAW MIL-STD-40051 and MIL-STD-2361. Does the contractor need to use TACOMs current version of EMS or is any software compliant with the MIL-STDs cited acceptable?

Need to be compliant with MIL-STDs; look at future SOW for guidance on use of TACOM’s EMS software.

10 MSV(L)

Would it be possible to find out if there is a need for a UPS or power conditioner on the MSV(L) program?

The current version of the MSV(L) Purchase Description states, "The contractor shall integrate the following equipment with no degradation to the individually designed performance,..." However, the Government leaves the actual solutions to the potential offerors.

12 MSV(L)

How many small business shipyards requesting a small business set-aside would the Army require for this to be designated small business set-aside?

In regards to Question #16, in the Q&A dated Oct 28, 2015, please provide the Army’s rationale as to why competition will be open to all shipyards.

It is a full and open competition per the Acquisition Strategy.

14 MSV(L)

Can you publish to all attendees a list of the candidate/competing Shipyards and/or C4 Integrators (and their contact information), so subsystem venders can make them aware of our products for potential inclusion in their preliminary designs?

Listing of all attendees is published on FED BIZ OPS. Will be updated after industry day with any changes.

15 MSV(L)

Can you also publish to all attendees a list of sub-system contractors and the type/category of products/systems they supply so Shipyards and C4 Integrators are made aware of what offerings are a ailable?

16 MSV(L)

Can you layout the major milestones (topics/dates) of the MSV (L) competition? i.e., RFI for Shipyards/C4 Integrators, Preliminary design due from Shipyard/C4 Integrator Teams, MSV (L) Team Selection/Contract Award, Contract in place…etc.?

The briefing charts used at Industry Day, which contain answers to these questions, were posted 2 December 2015 at https://www.fbo.gov. Q&As will be posted @ 15 January 2016.

17 Ken Mitchell

Can the Government please confirm that compliance with this speed requirement can be demonstrated in deep water? (Water depth equal to or greater than one half of the Length Between Perpendiculars)?

Refer to 3.1.9.1.2 of the updated ATPD, dated 16 November 2015, and Industry Day briefing.

18 MSV(L)

Reference Section 3.1.15 of the MSV(L) ATPD. This paragraph implies that anything less than a 100% probability of capsize is acceptable, however this would be in conflict with the requirement to resume normal operations when conditions permit. Can the Government please clarify the intent of this paragraph?

Refer to 3.1.8.1 of the updated ATPD, dated 16 November 2015, and Industry Day briefing. The vessel must stay upright in SS7.

19 MSV(L)

References: Section 3.6.3 of the MSV(L) ATPD , Version 10 requires “a dynamic positioning system that can keep the vessel stationary during in-stream operations.”

Question: Can the Government please clarify the specific performance requirements for the Dynamic Positioning system, or alternatively clarify that the intent is to use the vessel’s existing propulsion system and propulsion control systems to perform in a Dynamic Positioning mode, and accept whatever current and wind conditions this is able to accommodate?

Refer to para 3.6.3 of the updated ATPD, dated 16 November 2015, and Industry Day briefing.

Dynamic Positioning is an objective requirement.

Industry Design.

20 MSV(L)

Reference: Section 3.1.9 of the MSV(L) ATPD. RFI 2 provided an axle load of 153,000 pounds for the RTCH carrying a loaded container. The ATPD does not include this information. Can the Government either confirm that the axle load to be used for design of the ramps and cargo deck should be 153,000 lb, or provide the patch area for the stated

82.11 psi pressure loading?

See para 3.1.7.1 of the updated ATDP, dated 16 November. The PSI of the RTCH is 82.11.

Also see para 3.6.7 of the ATPD. While MSV(L) must be capable of transporting a RTCH, there is no requirement to load/unload ISO containers with a RTCH.

21 MSV(L)

Reference: Section 3.1.20 of the MSV(L) ATPD. CFR 46 128.130 lists vital systems, but does not address redundancy. Can the Government please confirm the propulsion, steering systems and electrical generation systems on the MSV(L) are required to be fully redundant, and that all other systems listed in CFR 46 128.130 are required to have redundant sources of electrical power?

Yes. Please see paragraphs PD-87 and PD 80 of the updated ATPD dated 16 Nov 15.

22 MSV(L)

Reference: Section C.2.3. of SOW.

The draft Section C (SOW) is incomplete without CDRL information included in Exhibit A. These data include pertinent information regarding timing, scope, direction, and secondary references such as MIL- STDs and DIDs. Will the Government please provide CDRLs as presented in draft Exhibit A to allow more complete understanding of the statement of work in advance of Request for Proposal (RFP)?

Please check Fed BIZ OPS for an RFI in the January timeframe which will include this information.

23 MSV(L)

Reference: Section C.14.3.1 of SOW. Will the Government provide details regarding the location(s) at which the LRIP craft will be fielded, and opportunities to use government furnished facilities and equipment to support the ICLS objectives?

If it is the Government’s intention that the contractor stand up one (or more) fully capable maintenance facilities, is it also the Government’s intention that these facilities be deliverables of the contract when the ICLS period ends?

Fielding locations are still TBD. It is not the Government’s intent for the contractor to establish a fully capable maintenance facility. Please check FED BIZ OPS for the next RFI which will include this information on the ICLS support in the Scope of Work (SOW) and applicable CDRLS for all deliverables.

24 MSV(L) How can Industry gain access to the GFE lists

GFE is listed in paragraphs 3.5.1.1, 3.5.10, 3.8.1.1, and

3.8.1.13 of the updated ATDP, dated 16 November. Look for additional information in the next RFI in the SOW, Section J.

Section J of the RFP and will contain Interface Control Documentation and SWAP-C (Space, Weight, Power and Cooling) data.

25 MSV(L)

Tell us about the armaments for the vessel.

System based requirements or Performance based requirements

CROWS II Remote Weapons System and pintle mounted unit weapons. Armaments will be system based meaning weapons assigned to MSV(L), per a yet to be developed, Modified Table of Organization and Equipment (MTOE). For example, M2 .50 caliber machine gun.

26 MSV(L) Has the C4ISR Suite already been decided?

The GFE portion of C4ISR is defined in para

3.5.1.1 of the updated ATDP, dated 16 November.

27 MSV(L) Will there be a requirement for an Uninterrupted Power Supply (UPS) for the C4ISR package?

Yes. Please refer to para 3.5.1, sub para PD412 of the updated ATDP, dated 16 November.

28 MSV(L) Will a ‘technical Approach’ to CSDR be required as part of the proposal?

Not during the proposal, however, the technical approach will be part of the Readiness Review or 1st Award meeting that will be held NLT 45 days after contract award.

29 MSV(L) To support MSV(L) cost modeling, what LSV or LCU historical cost data will be provided as GFI?

Unfortunately, the Army does not have historical cost data to share.

30 MSV(L) What comprises the AUMC and will it be adjusted in the next RFI?

The AUMC or average unit manufacturing cost is comprised of the hardware & labor elements required to assemble or manufacture the vessel.

The AUMC will not be adjusted in the next RFI.

31 General With the $15B in 2017 budget cuts, will this impact projects? LCU 2000 SLEP – BEB 2016 ($1.2-$1.8M) – LCU 1700 and MSV(L)?

PD AWS can’t control the budget, however, cost data is imperative to under pin the budget and enable us to properly defend the program and show that it is affordable and measurably understand the impacts of any cuts should they occur.

32 MSV(L)

Will the new purchase description show by colored font all the changes that were made since the last PD? This will eliminate time consuming comparisons.

Already posted(dated 16 Nov 2015), new ATPD many changes since last ATPD, all requirements were singularized. It would have been difficult to highlight all the changes. The Army will try to do this in the future revisions.

33 MSV(L)

Will the slides be posted?

Has a decision been made regarding ITAR or EAR category for the MSV(L)?

Yes the slides were posted on fbo.gov.

Preliminary contact with the State Dept. and TACOM legal, it appears that the MSV(L) will be categorized as ITAR based on the ballistic protection.

34 MSV(L)

Is the new vessel going to maximize commonality?

Example providing design direction to OEM mandating use of NATO size 6T Battery?

The Army wants to maximize commonality as much as possible and utilize NSNs already in the inventory. The Army is not going to specify design direction to the OEM such as NATO size 6T Batteries. Refer to log section in the SOW.

36 Small Business

The contract folks are imposing Service Contract Act requirements that are very difficult for SB to comply with.

The U.S. Navy does NOT impose this Act for ship repair.

Why does the ARMY? Having duel pay scales for Watercraft repairs is a logistics and payroll nightmare.

The McNamara-O-Hara Service Contract Act (SCA) requires specific wage rates for service contracts.

Each Federal Agency has its own interpretation of the SCA. PD AWS does not manage the SCA, however it does abide by the Army regulation for SCAs. The principle purpose of the MSV(L) contract will not be to furnish services. The MSV(L) contract will be a system contract for hardware (vessel manufacturing) with associated service requirements. The Army would follow any applicable exemptions as per Title 29, Part 7 of the Code of Federal Regulations, Section 4.115(b) and Title 29, Part 4 of the Code of Federal Regulations, Section 4.123(d).

How do you expect a fixed price out 12 years?

What does a U.S. prime need to do to allow our European shipyards & Designers to have access to the classified info? (Spanish shipyard) USMI

Although, the contract type has not been finalized, market research has indicated that long term contracts are normal with an Economic Price Adjustment (EPA) clause.

41 Contract Will the upcoming PD AWS TS3 task order for Engineering and Technical support be restricted to small business?

No, but PD AWS will follow-up w/our acquisition team as the scope is finalized. SB’s have opportunities to partner w/TS3 BPA holders

0938‐LP‐018‐0010 ‐ Heating, Ventilation and Air Conditioning Design Criteria Manual for Surface Ships of the United States Navy be found?

43 Where can Army Standard Dwg No 612‐12551355 – Liferails, Guardrails, and Stanchions be found?

The Army standard drawing for lifelines, rails, and stanchions, will be provided in Annex J of the RFP, marked with Distribution Statement C. It will also be included in the next RFI.

44 Where can DA PAM 25‐380‐2 be found?

Can a Foreign Government Firm Request the MSV(L) Classified Annex?

If a foreign company is owned by a foreign government and is requesting access to the MSV(L) classified annex, then the foreign government needs to submit a Request For Information (RFI) from their Embassy to Headquarters Department of the Army (HQDA) stating when, what, and why they are requesting access.
