Ministry of National Defense
Office of the Assistant Minister of Acquisition, Technology, Logistics
Decree 4.9
Maintenance Management Policy and Procedures
28 FEB 2010
Chapter 2
FUNDAMENTALS
Introduction. Afghanistan National Army (ANA) maintenance elements are required to anticipate, analyze, and tailor available resources for effective, timely support of complex systems. Success will be based on the operational availability, maintainability, and reliability of the ANA equipment. Sustaining decisive land force combat through synchronized maintenance operations will challenge commanders at all levels. Maintenance leaders must understand customer requirements, the overall support concept, and the ANA maintenance system to have the correct capabilities in the right place at the right time.
2-1. Section I – Maintenance. Maintenance is a combat service support function that supports equipment and its associated systems in the field and garrison.
2-1.1. It sustains materiel in an operational status, restores it to serviceable condition, or upgrades its functional utility through modification or product improvement.
2-1.2. The ANA maintenance system designates the scope of tasks performed by maintenance activities.
2-1.3. It provides support planning requirements for maintenance of materiel systems when fielded and after fielding, and it establishes requirements for managing activities that physically perform maintenance.
2-1.4. Maintenance levels addressed below form guidelines for determining which specific maintenance tasks are assigned to each level. They are a means to select the scope of maintenance at various command levels.
2-2. THE AFGHANISTAN NATIONAL ARMY MAINTENANCE SYSTEM. Management of the ANA maintenance system depends on effectively transitioning repair functions from the unit level to the National. Highly complex maintenance operations are performed at Central Work Shop (National Depot Level) while units perform PMCS operations.
2-3. MAINTENANCE LEVELS. The ANA maintenance system, less aircraft, consists of a flexible, 3 level system. Each unique level makes a different contribution to the overall maintenance system.
2-4. ORGANIZATIONAL SUPPORT. This level of maintenance support is performed by unit (Infantry and Combat Support Battalions) elements and the Brigade Combat Service Support Kandak.
2-4.1. Unit equipment operators perform Preventive Maintenance Checks and Services and (limited replacement) maintenance on their equipment. The operators are assisted by the maintenance personnel from their Kandak Support Platoon. This level of maintenance requires less than 12 man-hours and performed using common tools for minor repairs involving adjustments and quick replacement of repair parts or assemblies.
2-4.2. Backup maintenance is provided by the Maintenance and Supply Company of the Brigade Combat Service Support Kandak. This maintenance consists of services, removal and replacement of Line Replaceable Units (LRUs) and requires the effort of 24 man-hours in addition to the work of the unit maintenance personnel. LRU is defined as whole units (starters, radiators, alternators, etc.)
These tasks include replacement of assemblies may also include limited repairs to the assemblies and limited light machine tool support and a wider range of repair parts. It has increased skill levels, and specialized support facility capabilities. Initial diagnostics are performed and equipment is evaluated before equipment is evacuated to general support.
2-5. GENERAL SUPPORT. This level of maintenance support is performed by the Maintenance Company of the Corps Logistics Battalion (CLB) within the Corps’ Area of Responsibility (AOR).
2-5.1. It consists of backup maintenance support to the Brigade Combat Service Support Kandaks and all other units operating in the Corps AOR. It also consists of removal and replacement of Line Replaceable Units (LRUs) and requires the effort of 36 man-hours in addition to the works of the Organizational Support level.
2-5.2. These tasks include replacement of major assemblies like engines, transmissions, and transfer cases. General support repairs assemblies and performs light machine tool support, and a wider range of repair parts. It has increased skill levels, and more specialized support facilities. Extensive diagnostics are performed and equipment is evaluated before equipment is evacuated to national support.
2-6. NATIONAL SUPPORT (DEPOT). This level of maintenance includes repair, overhaul, and rebuild of individual components, major and sub-assemblies, modules, and end items. Sub assemblies include alternators, starters, and generators. Major assemblies include engines, transmissions, and transfer cases.
2-6.1. This level of maintenance support within the Afghan National Army system performs tasks that require extensive engineering skills and facilities. These repairs are time consuming and require the use of extensive machine tools, test equipment, and facilities.
2-6.2. This level handles requirements that exceed the 36 man hours of general support. The National Depot Support sites are located in Kabul at the Central Workshop (ANA).
2-7. LEVELS OF WAR. Coordination of maintenance operations occurs at all levels of war:
2-7.1. Strategic. National depot level maintenance operations are largely the purview of the Central Workshop in concert with industrial and civilian sector. National level maintenance management primarily links the nation’s economic base (people resources, and industry) to its military operations.
2-7.2. Operational. General Support maintenance links strategic capabilities to tactical requirements through the Corps Logistics Battalions. At this level, the maintenance system both drives and supports the supply system. Support maintenance works to meet tactical requirements, and may provide commodity oriented repair of components and end items to support the supply system. The primary focus is to maximize the number of operational combat systems available to support the tactical battle.
