The requirement consists of eight base doors and eleven option doors (nineteen total), with a performance period of no later than 20 weeks after contract award. The complete delivery and installation address is Building 93203, Kleber Kaserne, 67657 Kaiserslautern, Germany. All replacement bay doors must be manual in operation; electrical doors, electrical operators, motorized controls, and electronically-powered safety devices are not acceptable and shall not be priced. The contractor shall assume complete replacement of all components as part of each door assembly.

Quoters must independently demonstrate successful procurement history and organizational experience managing projects of similar size, scope, and complexity, including oversight of specialized subcontractors within foreign regulatory environments; subcontractor experience will not substitute for the prime contractor's required experience. Proposals must include identification of specific German building codes and DIN standards applicable to the installation (such as DIN EN 12453 and DIN EN 12604) along with manufacturer technical data sheets demonstrating inherent compliance with these standards. The Government will not host a pre-quotation site visit; technical data, dimensions, floor plans, and photographic references in the solicitation package constitute the definitive basis for quotation. Quoters must exclude German Value Added Tax (VAT) and custom duties from proposed pricing where U.S. Government tax relief is applicable, with detailed coordination for tax-relief documentation to be finalized post-award. DFARS 252.229-7001 Tax Relief – Alternate I applies to this solicitation and any resulting contract.

Table of Contents

Right-click and select 'Update Field' to populate the table of contents.

1. Place of Performance and Delivery Period

1.1 Industry Question

Attachment 1 and the evaluation criteria refer to Building 93203, Kleber/Kelber Kaserne, Kaiserslautern, Germany, with completion within 20 weeks after award. However, Section F contains references to Smith Barracks, Baumholder, while Section L, paragraph 7 refers to Camp Butmir, Bosnia and Herzegovina and delivery within 90 days after award.

Please confirm that the controlling place of performance is Building 93203, Kleber Kaserne, Kaiserslautern, Germany, and that the controlling performance period for the Base requirement is 20 weeks after award.

1.2 Government Response

Confirmed. The controlling place of performance is Building 93203, Kleber Kaserne, Kaiserslautern, Germany. The contract performance period is no later than 20 weeks after contract award.

Solicitation provisions under FAR 52.212-1, Section F, and Section L have been amended via Amendment XXXX to remove all conflicting references to Smith Barracks and Camp Butmir, and to standardize the delivery address and 20-week performance period.

2. Base and Option Quantities

2.1 Industry Question

Section B and SOW paragraph 2.1 appear to establish a total requirement of 19 doors consisting of 8 Base doors and 11 Option doors. However, SOW paragraph 5 refers to twelve (12) options, while the deliverables table identifies 2 small Base doors and 7 small Option doors rather than the 3 Base and 6 Option small doors identified elsewhere.

Please confirm that the intended quantities are 8 Base doors and 11 Option doors in accordance with the CLIN structure and SOW paragraph 2.1.

2.2 Government Response

Confirmed. The total requirement consists of 8 Base doors and 11 Option doors (total of 19 doors), strictly matching the CLIN structure and SOW Paragraph 2.1.

The SOW and associated deliverables table have been revised via Amendment XXXX to correct clerical errors in Paragraph 5 and align all quantities to the 8 Base / 11 Option structure.

3. Delivery/Installation Address

3.1 Industry Question

Please confirm the complete controlling delivery and installation address for Building 93203, including the correct postal code, so that transportation, mobilization and installation costs can be accurately developed.

3.2 Government Response

The complete delivery and installation address is:

Building 93203

Kleber Kaserne 67657 Kaiserslautern, Germany

4. Procurement History & Subcontractor Experience

4.1 Industry Question

Section L expressly permits performance through proposed subcontractors, subject to submission of the required subcontractor information and Letters of Intent.

For purposes of the Procurement History requirement, please confirm whether a quoter may include documented similar Germany experience of its proposed subcontractor(s) and/or manufacturer(s) where those entities will perform or supply the corresponding portion of the requirement.

4.2 Government Response

Negative. The Prime Contractor (quoter) must independently demonstrate a successful procurement history and organizational experience necessary to manage and execute this requirement.

While the Government permits the utilization of local subcontractors and manufacturers for physical execution and equipment supply, the Prime Contractor remains solely liable for contract delivery.

Therefore, the Prime Contractor must provide documented proof of its own corporate experience in successfully managing projects of similar size, scope, and complexity, including the oversight of specialized subcontractors within foreign regulatory environments (specifically Germany). Subcontractor experience will not be substituted for the Prime Contractor’s required experience.

5. German Building Code Compliance

5.1 Industry Question

The submission instructions request an affirmation of compliance with applicable German building codes and regulations, while the evaluation criteria refer to “proof” of such compliance.

Please clarify whether the Government requires any specific certification or supporting documentation at quotation stage, or whether appropriate product/manufacturer documentation together with the required compliance statement will satisfy this requirement.

5.2 Government Response

The Government does not require site-specific engineering certifications at the quotation stage.

However, a simple, unsupported statement of compliance is insufficient.

To satisfy the “proof” of capability evaluation criteria, the quoter’s proposal must include:

1. Identification of the specific German building codes and DIN standards applicable to the proposed installation (e.g., DIN EN 12453, DIN EN 12604).

2. Manufacturer technical data sheets demonstrating that the proposed door models inherently comply with these established European/German standards.

6. VAT and Tax Treatment

6.1 Industry Question

We would also appreciate clarification regarding the intended VAT and tax treatment for a U.S.-registered prime contractor performing through Germany-based subcontractors.

Section L contains different applicability statements concerning Basic and Alternate I, while the price evaluation section instructs quoters to exclude taxes and duties for which U.S. Government relief is available.

Please confirm the pricing basis the Government expects in this situation, including whether German VAT that would otherwise arise at the subcontract level should be excluded from the evaluated quotation and the applicable procedure for obtaining the corresponding tax-relief documentation during performance.

6.2 Government Response

In accordance with DFARS 229.402-70(a)(2), DFARS 252.229-7001 Tax Relief - Alternate I applies to this solicitation and any resulting contract.

Quoters must exclude German Value Added Tax (VAT) and custom duties from their proposed pricing where US Government tax relief is applicable. The Prime Contractor is responsible for utilizing the appropriate tax-relief certificates (e.g., Abwicklungsschein/Form 2070 or NATO Status of Forces Agreement provisions) for local subcontracts. Detailed coordination for tax-relief documentation will be finalized post-award with the administrative contracting office.

7. Site Verification & Extension Requests

7.1 Industry Question

The solicitation package does not appear to identify a scheduled site visit. Please confirm whether the Government intends to provide any site-survey opportunity prior to quotation closing or whether the dimensions, floor plan, photographs and other information included with the solicitation are intended to constitute the basis for quotation.

Finally, in view of the above clarifications and the coordination required with manufacturers and local installation resources to develop a fully compliant technical and commercial submission, UCIG respectfully requests that the Government consider extending the quotation closing date. We would appreciate any additional time the Contracting Officer is able to provide following issuance of the Government’s responses and any resulting amendment.

7.2 Government Response

The Government will not host an organized pre-quote site visit, nor will the submission deadline be extended due to mission-essential schedule constraints.

The technical data, dimensions, floor plans, and photographic references included within the solicitation package constitute the definitive basis for quotation. Quoters must formulate their technical and pricing proposals utilizing this provided data.

8. Door Operation, Controls, and Safety Components

8.1 Industry Question

The SOW refers to electrical and safety components, photo-eyes/reversing devices, and manual operation or override in the event of a power failure.

Please confirm whether all replacement folding doors are required to be electrically powered and supplied with new operators, controls and associated safety devices.

If so, please also confirm whether any existing electrical power supply, controls, operators or safety components are intended to remain in place and be reused, or whether the Contractor should assume complete replacement/provision of these components as part of each applicable door assembly.

8.2 Government Response

Clarification: All replacement bay doors under this requirement must be manual in operation. Electrical doors, electrical operators, motorized controls, or electronically-powered safety devices are not acceptable and shall not be priced.

The SOW has been updated via Amendment 0001 to delete all references to electrical systems, photo-eyes, and power-failure overrides. The contractor shall assume a complete manual door installation.
