All metallic components must resist corrosion, and the system must operate reliably between -30°C to +50°C with UV resistance and complete weather sealing. The contractor shall provide all hardware, tracks, springs, seals, fasteners, delivery to Mannheimer Str. 3255B, Kaiserslautern, installation per German building codes, waste removal, two (2) maintenance manuals, operator training for up to five (5) personnel, and durable instruction placards for each door.
The warranty is designated as a Key Performance Parameter (KPP) with minimum requirements of ten (10) years for structural panels, three (3) years for hardware and moving components, two (2) years for electrical/safety components, and one (1) year for installation workmanship. The contract includes twelve (12) options exercisable within two (2) years of award, with a delivery schedule of twenty (20) weeks after contract award for base items and twenty (20) weeks after option exercise for optional items. The base deliverables consist of five (5) large doors and two (2) small doors; optional items include five (5) additional large doors and seven (7) additional small doors. All costs for installation, waste removal, warranties, manuals, and training are fully integrated into the pricing. 2.2 PERFORMANCE & MATERIAL SPECIFICATIONS
• Door Type: Horizontally folding, multi-panel industrial door system.
• Wind Load: Doors must be certified by the manufacturer to withstand a minimum wind load of 90 MPH (Class 3).
• Material and Finish: Exterior panels shall be a minimum of 24-gauge galvanized steel, with a factory-applied, long-life finish in standard off-white.
• Locking Mechanism: Each door section shall include an interior slide lock for heavy-duty manual security.

2.3 ASSOCIATED REQUIREMENTS
• Hardware: The contractor shall provide all new tracks, springs, heavy-duty weather seals, fasteners, and mounting hardware required for a complete, secure, and fully operational installation.
• Delivery: All items shall be delivered to Mannheimer Str. 3255B, 65657 Kaiserslautern, Germany. Shipping, ocean/air freight, and any associated OCONUS delivery charges shall be included in the contractor's firm-fixed-price.
• Installation: The contractor shall perform the complete structural and mechanical installation of all doors in accordance with manufacturer's instructions, local German building codes, and industry best practices.
• Waste Removal: The contractor shall be responsible for the complete dismantling, removal, and environment-safe disposal of all old doors, tracks, components, and installation-related debris from Kelber Kaserne in compliance with German environmental laws.
3.0 ENVIRONMENTAL PERFORMANCE SPECIFICATIONS
The complete bay door system, including all mechanical components, panels, and weather seals, shall be certified by the manufacturer as suitable for continuous operation in an OCONUS military depot environment under the following conditions:
3.1 OPERATING TEMPERATURE RANGE
The doors must remain fully functional and structurally sound within an ambient temperature range of -30°C to +50°C (-22°F to +122°F). All materials, including weather stripping and seals, must resist cracking, peeling, or becoming brittle within this range.
3.2 ULTRAVIOLET (UV) RESISTANCE
The exterior finish of the door panels must be factory-applied and certified to resist fading, chalking, and degradation from long-term UV exposure in compliance with standard commercial scales.
3.3 WEATHER SEALING
The door system shall include a complete, heavy-duty perimeter sealing system (top, sides, and bottom) designed to minimize air infiltration and prevent water penetration from wind-driven rain. Seals must remain flexible and effective across the entire specified operating temperature range to maximize facility HVAC system efficiency.
3.4 CORROSION RESISTANCE
All metallic components, including panels, tracks, hinges, and fasteners, shall be constructed from corrosion-resistant materials (e.g., hot-dip galvanized steel, aluminum) or have a factory-applied coating that protects against rust and corrosion.
4.0 WARRANTY (KEY PERFORMANCE PARAMETER)
This is a Key Performance Parameter (KPP). Failure of an offeror to meet the minimum warranty requirements specified below will result in their proposal being determined technically unacceptable and therefore ineligible for award.
The contractor shall provide a comprehensive warranty package covering all materials, parts, and installation labor. The offeror shall submit a copy of all applicable manufacturer and installer warranties with their proposal. The warranty period shall begin upon formal acceptance of the complete installation by the Government.
4.1 MANUFACTURER'S PARTS WARRANTY
• Structural Panels: A minimum ten (10) year warranty against structural failure, rust-through, or panel delamination.
• Hardware and Moving Components: A minimum three (3) year warranty on all hardware, including tracks, rollers, springs, and hinges.
• Electrical/Safety Components: A minimum two (2) year warranty on all safety sensors, manual bypasses, and associated electronic indicators.
4.2 INSTALLATION WORKMANSHIP WARRANTY
A minimum one (1) year warranty covering all installation labor. The contractor shall be responsible for correcting any operational deficiencies or failures resulting directly from improper installation, at no cost to the Government.
4.3 WARRANTY EXECUTION
The warranty shall cover the full cost of replacement parts and the labor required to perform the repair or replacement on-site. Warranties that exclude the cost of freight for shipping replacement parts are acceptable. However, all other aspects of the warranty (parts, on-site labor) must be included.
5.0 OPTIONS
This requirement will have twelve (12) options in accordance with Federal Acquisition Regulation (FAR) Clause 52.217-7. All options must be exercised within two (2) years of the contract award date. When an option is exercised, the delivery time shall be twenty (20) weeks from the date the option is exercised (ARO).
6.0 DOCUMENTATION AND TRAINING
The contractor shall provide the following data and services to ensure the long-term sustainment and proper operation of the bay door systems installed.
6.1 MAINTENANCE & REPAIR MANUALS
The contractor shall deliver two (2) complete sets of the manufacturer's standard commercial maintenance, repair, and installation manuals. These manuals shall, at a minimum, include:
• Detailed troubleshooting guides for common mechanical and seal faults.
• Preventive Maintenance Checks and Services (PMCS) schedule.
• Safety sensor calibration schematics.
• A complete illustrated parts breakdown with manufacturer part numbers.
The system should be maintainable using standard tools and should not require proprietary software or diagnostic equipment for routine service.
6.2 OPERATOR TRAINING
Upon completion of the installation and prior to government acceptance, the contractor shall provide a single training session for up to five (5) government personnel (e.g., building occupants, DPW staff). This training shall cover, at a minimum:
• Proper daily operating procedures.
• Function and use of all safety features (e.g., photo-eyes, reversing edge).
• Procedures for manual override/operation in case of a power or hardware failure.
• Basic operator-level cleaning and inspection.
6.3 OPERATOR PLACARDS
The contractor shall furnish and affix a durable, weather-resistant instruction placard next to the interior of each bay door. The placard shall provide simplified, graphical instructions for standard operation, safety warnings, and manual override procedures.
