About this file
This is Standard Form 30 Amendment 0005 to Solicitation W654KV26QA013, issued by the U.S. Army Materiel Command on April 3, 2026, with an effective date of April 3, 2026. The amendment publishes Questions & Answers resulting from Amendment 0004, and the solicitation's closing date is not extended.
The solicitation is for a Catholic Administrative Pastoral Life Coordinator position supporting the USAG Rheinland-Pfalz (Baumholder and Kaiserslautern) Religious Support Office, which falls under the 21st TSC. Key clarifications provided in the Q&A include: the contractor is a company providing services, not a personal services employee of the command; contractor employees may work for the command group; contractor personnel must identify as key personnel meeting PWS requirements, though the timing of specific employee identification is a business decision; background checks and chapel access are required only for personnel providing on-site services; work is required in support of Mass services on federally recognized holidays (January 1 and December 25) plus Christmas Eve, Holy Thursday, Good Friday, and Holy Saturday; the contractor is not required to attend Mass but must complete preparation activities; the contractor is not required to use government software for calendar creation or possess government equipment; and the process for gathering Catholic community registration information will be established post-award with the Contracting Officer's Representative and Catholic Priest Chaplain. The document also includes the AMC-Level Protest Program clause allowing protests to be filed with Headquarters U.S. Army Materiel Command within specified timeframes.

Questions & Answers
Solicitation W654KV26QA013
CATHOLIC ADMINISTRATIVE PASTORAL LIFE COORDINATOR
1) What command group (does) the Kaiserslautern and Baumholder religious services fall under?
Answer: Command Structure: The USAG Rheinland-Pfalz (Baumholder and Kaiserslautern) Religious Support Office (RSO) falls under the 21st TSC.
2) Can the owner of the contracting company or the employee that will be providing the service work for the command group?
Answer: "Working For" the Command Group: The PWS does not state that "the contractor cannot work for the command group." The clause in para 1.2, "As a non-personal services Contractor, the Contractor is not a member of the Commander's Staff or Command Chaplain's Staff," means this contract is for the delivery of specific services, not the employment of specific individuals. The contractor and its employees are not members of the government staff.
3) Does the employee that will be providing the services be identified in the bid or after the contract is awarded.
Answer: Identifying the Employee: Since the government is contracting with a company, the decision of when to identify the specific employee performing the service (either in the bid or after the award) is a business decision for the contractor; it is seeking a contractor (company) to perform the tasks outlined in PWS Part 5 while meeting the key personnel requirements of para 1.10.
4) Would the resume of the executive lead of the company satisfy the technical requirements or the employee providing the service?
Answer: Meeting Technical Requirements: The proposal must demonstrate that the Key Personnel who will ensure the tasks are completed meet the PWS requirements. Whether the company uses
W564KV26QA0130005
the resume of an executive, the direct employee, or a combination is a business strategy.
However, the bid must convincingly prove that the qualifications required by the PWS will be met.
5) Per PWS 1.5.4.3 The Contractor shall at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. Could the Government confirm whether all personnel working on the contract must complete a background check and have access to set up the chapel for service?
Answer: Background Checks: Only the personnel who will be providing the service on-site must complete a background check and have access to set up the chapel for services.
6) PWS 1.5.4.3 Religious Support Office programming may be conducted outside of normal government business hours. Some tasks may require performance during holidays, evenings, and weekends to meet mission requirements. Can the Government clarify how often support will be required during holiday, evening, and weekend hours?
Answer: Work is required in support of Mass services on the U.S. federally recognized holidays listed in section 1.5.3.2: New Year's Day (January 1st) and Christmas Day (December 25th). The Catholic community will also have services on Christmas Eve, Holy Thursday (the day before Good Friday), Good Friday, and Holy Saturday (the day before Easter Sunday).
7) PWS 1.3 Dress Code: The Contractor shall maintain a professional appearance and dress in a manner appropriate for a religious setting and a military environment. During religious services, liturgies, and formal community events, the Contractor shall wear professional business attire (e.g., suit, dress, or business-casual). At all other times, attire shall be neat, clean, and reflect the professional nature of the position. Clothing with offensive language, political slogans, or revealing designs is strictly prohibited. Can the Government clarify if the contractor is required to attend the religious services?
Answer: The Contractor is not required to attend Mass services but is required to support and complete the necessary preparation activities for them.
8) PWS 5.2.2 5.2.2 Monthly Calendar: The Contractor shall provide a monthly Catholic Community calendar covering both the Baumholder and Kaiserslautern communities to the COR and Priest NLT the final business day of the preceding month (ex: April calendar provided by the final business day of March). The Catholic Community Calendar should include important Religious Education dates, Garrison Chapel and Catholic community events, holiday closures and special Holy days. Can the Government clarify if the contractor will be using the Government's or the contractor's software to create the calendar?
Answer: The Contractor is not required to use the Government's software to create the calendar.
9) PWS 5.2.4 5.2.4 Maintain Catholic Community Registration: The Contractor shall collect registration information for members of the Catholic Community and provide an updated Catholic
Community register to the COR and Priest NLT the first business day of each month (Deliverable A.035). Could the Government clarify whether this information is gathered in person or online, and whether a database currently exists to store it?
Answer: No database currently exists for this information. Once the contract is awarded, the process for gathering this information (whether in-person or online) will be established with the assistance of the COR and the Catholic Priest Chaplain.
10) Can the Government clarify if Government equipment will be issued?
Answer: No. The Contractor shall furnish all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to perform services (Part 4).
