The Government seeks a Women-Owned Small Business (WOSB) contractor to provide Catholic Administrative Pastoral Life Coordinator services serving both the Baumholder Military Community (BMC) and Kaiserslautern Military Community (KMC) in Germany. The solicitation is for a one-year base period (01 March 2026 – 28 February 2027) with four one-year option periods (through 28 February 2031), structured as a Firm Fixed-Price contract with 12-month quantities. The North American Industry Classification System (NAICS) code is 813110 with a Product Service Code of G002. The solicitation incorporates a Performance Work Statement (PWS) Revision 7 dated 3 March 2026 by reference, and services will be inspected and accepted monthly by the Contracting Officer's Representative (COR) at DoDAAC W80T26. Offers are due by 10 April 2026 at 04:00 PM Central European Time (CET) via email to the Contracting Specialist and Contracting Officer. Evaluation will be conducted using simplified acquisition procedures under FAR 52.212-2, with quotes assessed on Technical Factor (Key Personnel Qualifications per PWS section 1.10), Supplier Performance Risk System (SPRS) rating, and Price, with award to the lowest-priced, technically acceptable offer. The solicitation is unrestricted with no specific set-aside percentages noted, though it is designated for WOSB status. All offers must include resumes/CVs meeting PWS requirements, CAGE codes for SPRS evaluation, and pricing for the base year plus four option years with one-half of the final option period added to the total evaluated price.

Evaluation-Commercial Products and Commercial Services (Feb 2026)

(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:

Factor 1: Technical

Factor 2: Supplier Performance Risk

Factor 3: Price

The Government will award based on the lowest evaluated price of quotes/offers meeting acceptability standards for non-priced factor(s).

In accordance with FAR 12.203, Quoters are notified that the Government will evaluate all quotes where the factors for the basis of award are specified in 52.212-2 of this solicitation. The Government will award a contract based on the quote that conforms to this solicitation and is evaluated as the Technically Approved, Past Performance and Lowest Price

The Government will evaluate technical submissions as one of the following:

(a) Acceptable

(b) Unacceptable

The Government will use the following evaluation factor(s) to evaluate quotes. An "Unacceptable" rating will deem the quote "unacceptable".

(a) The Government will evaluate quotes for acceptability but will not rank quotes using price/non- cost factors. The Government will evaluate the quote to determine whether it satisfies the minimum for successful contract performance. The quote must receive an "acceptable" rating in every non-priced factor for consideration for award.

(b) For a quote to be determined "Technically Acceptable" and receive consideration for award, the quote must receive a rating of "Acceptable" for all technical factors. A consensus or overall rating of either "Acceptable" or "Unacceptable" determines whether the Government may consider a quote for award.

Acceptable: Quote provides sufficient documentation/information and details for the Government to determine if the Quote satisfactory meets the requirements in Sub Factors 1- 3.

Unacceptable: Quote does not provide sufficient documentation/information and details for the Government to determine the Quote satisfactorily meets the requirements in SubFactors 1-3.

(c) Interested contractors shall submit all quotes, questions, and correspondence in the English language. The Government will determine quotes submitted in a language other than English as "Unacceptable" and will not evaluate those quotes. For quotes sent in multiple emails, contractors must number each email sequentially to include the total number of emails sent.

Factor 1, (Technical)

Key Personnel Qualifications

Acceptable: Resume/CV meets the requirements outlined in PWS para 1.10 (a) and (d).

Unacceptable: Resume/CV does not meet the requirements outlined in PWS para 1.10(a) and (d).

Factor 2: (SUPPLIER PERFORMANCE RISK)

(a) The Government will consider Risk is accordance with the provision at 252.204-7024, Notice on the Use of the Supplier Performance Risk System. The Government will consider supplier risk, item risk, and price risk as described in the cited provision. For purposes of this Risk assessment, the Government will only consider information contained in the Supplier Performance Risk System (SPRS). Any questions or concerns the offeror has concerning its SPRS risk assessments should be addressed as described in paragraph (d) of the provision.

i. SUB FACTOR RATING DESCRIPTION

The rating will be based on an "Acceptable" /" Unacceptable" basis*. The following definitions will be used to assign the rating:

Acceptable: Offeror has a Supplier Risk, Price Risk, and /or Item Risk Score of Green, Purple, Blue, or Black.

Unacceptable: Offeror has a Supplier Risk, Price Risk, and/or Item Risk Score of Yellow, Red or Grey.

*An offeror will not be considered favorably or unfavorably for award where no SPRS rating information is found during the Government's query before award. Where no information is found in SPRS, the offeror shall be determined to have unknown risk score. In the context of acceptability/unacceptability, "unknown" shall be considered "acceptable".

Acceptable Quoter has a Supplier Risk, Price Risk, and/or Item Risk Score of Green, Purple, Blue, or Black.

Unacceptable Quoter has a Supplier Risk, Price Risk, and/or Item Risk Score of Yellow, Red, or Grey.

Factor 3 (Price):

(a) The Government will review the pricing submissions for completeness and compliance with the instructions provided in 52.212-1. Incomplete price submissions may not be evaluated, and the quote may be eliminated from the competition. Price will not be scored or rated.

Adequate competition normally establishes a price as fair and reasonable. If adequate competition is not achieved, the contracting officer may request other than cost or pricing data.

(b) The Total Evaluated Price (TEP) will be the sum of all CLINs (if applicable).

(c) The Offeror shall provide a price/cost for each CLIN. The offeror's price will be calculated by adding the total of all CLIN. In the event there is a difference between a unit price and the extended total amount, the unit price will be held to the intended quote and the total recomputed accordingly. If the quote provides a total amount for a contract item, but fails to enter the unit price, the amount divided by the specified quantity will be held to be the intended unit price.

(b) Options.

The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options will not obligate the Government to exercise the option(s). As part of the price evaluation, the Government will evaluate the Option to Extend Services under FAR 52.217-8 by adding one-half of the offeror's final option period price to the offeror's total price. Thus, the offeror's total evaluated price will include the Base period, Option Year 1, Option Year 2, Option Year 3, Option Year 4 and one-half of Option Year 4. Offerors are required only to price the Base and four (4) option years. Offerors shall not submit a price for the potential six- month extension of services period.

NOTE: The Government will not evaluate Past Performance; however, Past Performance will be part of the responsibility determination in accordance with FAR Part 9.

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
