| Q&A | Project GDP-B0683-6P, Replace Chiller, Training Center #8280, BMC |
| Site Visit held on Weds. 22 July 2026 |
| Number | Question | Answer |
| 1 | The Statement of Work specifies two (2) new air-cooled chillers in heat pump configuration, each with a minimum cooling capacity of 95 kW at 6/12°C chilled water temperature and 35°C outdoor temperature. Please confirm that the minimum 95 kW cooling capacity requirement applies to each individual chiller, resulting in a minimum total installed cooling capacity of approximately 190 kW. | Confirmed, the minimum 95 kW cooling capacity applies to each individual chiller. |
| 2 | Do both existing chillers normally operate simultaneously during summer operation, or does one chiller normally serve as backup/redundancy? | The chillers do not normally run simultaneously, but can in worst-case scenarios. |
| 3 | Given that Building #8280 is cooled exclusively by the two existing chillers, would DPW consider or require a phased replacement approach, with one chiller remaining operational while the other is being replaced, in order to minimize cooling downtime? If so, is there a maximum allowable downtime window that DPW can specify? | Yes, the refrigeration units are to be replaced one after another so that one can always remain in operation. In the worst-case scenario, a maximum downtime of 2 weeks would be acceptable. However, this must be discussed with the user in advance and scheduled accordingly. |
| 4 | Are the existing door and wall openings identical to those originally used to install the existing chillers, or have any openings been enlarged or modified since the original installation? | Unfortunately, there is no clear answer to this question, as no one knows for sure anymore. However, it is likely that the chillers were installed under different conditions during the construction phase. |
| 5 | Based on the site conditions observed during the site visit, it appears that the existing chillers may need to be dismantled and/or cut into sections on site in order to remove them from the mechanical room and transport them through the available access route. Please confirm whether DPW accepts this approach, subject to proper refrigerant recovery, oil removal, environmental compliance, and safe work procedures. | Confirmed, DPW will accept this approach. |
| 6 | Based on the freight elevator dimensions observed during the site visit (door approximately 210 × 140 cm; elevator depth approximately 380 cm), can DPW confirm whether the specified new chillers are expected to be transported through this access path as complete units, or should bidders anticipate on-site disassembly and reassembly of the new equipment? | It depends on the KWS offered or planned by the bidder. If the equipment cannot be installed in one piece, the costs for disassembly, reassembly, and everything else involved must be factored in. |
| 7 | The Statement of Work references chemical cleaning and flushing of the existing plate heat exchanger. Can DPW confirm whether the existing plate heat exchanger is intended to remain in service, or whether replacement should also be considered and priced as an alternate? | confirmed as descripted in the SOW. |
There is an existing plate heat exchanger that must be cleaned, AND a brand new one must be installed. This is also visually detailed in the provided "Schematic Concept Proposal". The original question was whether the existing one could be replaced instead of cleaned, but the requirement to both clean the existing one and install a new one stands as designed. To address the follow-up comment regarding the phrase "after the renovation": This phrase specifically applies to the requirement to refill the existing heating system ("The existing heating system is to be refilled..."), not to the cleaning of the heat exchanger. Please note that the Scope of Work simply lists the required deliverables and tasks; it is not written as a chronological sequence of operations. The order in which the tasks appear in the text does not dictate the construction schedule.
| 8 | For the new hydraulic piping to be integrated into the existing heating and cooling systems, is a press-fit jointing system (e.g. Mapress Therm) acceptable to DPW, or does DPW require welded connections throughout, including at relevant wall penetrations and other areas? | A press-fit jointing system (e.g. Mapress Therm) is also acceptable |
| 9 | Can DPW confirm whether the existing electrical supply and transformer capacity are sufficient for the proposed inverter-controlled heat pump chillers and associated equipment, or should an assessment and/or upgrade of the incoming electrical supply be included in the contractor's scope? | Confirmed. The existing electrical supply and transformer capacity are sufficent. |
| 10 | Can DPW confirm the exact communication protocol currently used by the existing building management system in Building #8164 (BACnet/IP or Modbus/IP), and who will provide the required network and IP address information for integration? | There is currently no existing protocol. The Network and IP address information will be provided by DPW. |
| 11 | Please confirm who will be the designated DPW point of contact for coordination of the existing Schneider Electric GLT/BMS system and the integration of the new chiller/DDC system. Please also confirm whether the contractor will be required to coordinate directly with the existing BMS service provider or controls specialist. | The POC will be designatated after the award. The contractor is not required to coordinate with the existing service provider. |
| 12 | The Statement of Work references connecting the new chillers via BACnet/IP or Modbus/IP. Please confirm whether any additional gateway or interface hardware required between the new DDC system and the existing GLT/BMS is to be provided by DPW, or whether this equipment is to be included in the contractor's scope. | Everything described in the SOW must be supplied or performed by the contractor. DPW will not provide these items (unless it is explicitly stated) |
| 13 | Regarding the network cable to be installed between the pellet boiler room and the new DDC system, will DPW provide the specifications of the existing pellet boiler's network card/interface prior to proposal submission? | This information is not available. |
| 14 | Per the Statement of Work, DPW Mechanical Section may provide available floor plans. Could any available floor plans and/or relevant existing mechanical and control documentation be shared with bidders prior to technical proposal submission to support preparation of the required installation plans and technical approach? | This information is not available. |
| 15 | The existing chillers currently contain R422D refrigerant. Based on our site assessment, the removal of the existing refrigerant and compressor oil, including proper recovery and disposal, will be required prior to dismantling the existing equipment. Should these activities and associated disposal costs be priced as a separate identifiable cost item, or should they be included within the general disassembly and removal work under Item 0001? | After technical proposals are recived, those who are found acceptable are sent the Step 2 Invitation for Bid. There is only one CLIN associated with this project, so all bids shall be submitted as one total price that emcompasses all costs for this project. |
| 16 | Would it be possible to temporarily place the heat pumps outdoors on the area that is currently being used as a parking lot, if required during the project? | Yes, temporary storage is possible, but not in all parking lots. |
| 17 | What heating capacity is required, and what supply and return temperatures are specified for heating operation? | For the KWS (heat pump function) were no capacity/temperatures calculated. The existing Pellet boilder has 130 KW and it runs, on worst-case, with 70/50°C |
| 18 | The provision of spare refrigerant is required. What quantity of refrigerant shall be supplied? | The quantity of refrigerant to be supplied is the amount that will be contained in the new chillers. |
| 19 | Is it permissible to install the supply air fans in the plant room upstream of the existing air inlets? | No, it is not possible. |
| 20 | What specifications must the domestic hot water charging pump meet? | At least the flow rate and head of the existing pump. In this context, "head" refers to the static head. This is standard HVAC/plumbing engineering terminology representing the pressure the pump must generate to deliver water vertically upward. |
| 21 | Can you please confirm that the requirement in A2.08(d) for an "approved installation company" can be satisfied through the Offeror engaging certified sub-contractors (refrigerant handling, controls, welding) for the respective trades, provided the Offeror holds overall contractual and coordination responsibility? | Please see the Step One Solicitation Handout for all required certifications that must be submitted with the Technical Proposal for the offeror to be found acceptable for Factor 3 - Documentation. Technically specific certifications may be held by either the prime or the subcontractor; whoever will be performing that work during the project (i.e.. welding, refrigerant handling, etc.) |
| 22 | Could you please provide the total water volume (filling capacity) of the existing heating system (heating network), or advise whether this information is available in the as-built documentation? This information is important for the proper sizing of the expansion vessel, pressure maintenance system, filling procedure, and overall hydraulic design of the replacement heating/chiller system. | No. You can use the old/existing expansion tanks (plus the new components to be installed) as a guide. |
| 23 | The existing installation appears to identify a cooling capacity of approximately 192 kW, while the Scope of Work identifies a minimum cooling capacity of approximately 92–95 kW for the replacement equipment. (probably just an oversight) |
Please confirm whether the requirement is:
a. Two chillers, each rated for a minimum of approximately 92–95 kW;
b. Two chillers with a combined capacity of approximately 192 kW; or
| c. Two chillers, each rated at approximately 192 kW | As answered in question 1 - the minimum 95 kW cooling capacity applies to each individual chiller. | ||
| 24 | Please confirm whether equipment sizing calculations are to be prepared by the contractor or whether Government design-load information is available. | The contractor is responsible for all sizing and calculations. Per SOW Section A2.08e, the contractor must prepare an installation plan and scheme. Section 0002 requires the sizing of vessels to be checked and adjusted. | |
| 25 | Please provide the sizes of the existing chilled-water and heating-water piping serving the chillers, pumps, buffer tanks, and heat exchanger if you have them. | This information should have been gathered during the site visit. Contractor is responsible for field verification. | |

| 27 | Please clarify the required limits of demolition for the existing chilled-water and heating-water piping. Should existing piping be removed only as necessary to disconnect and replace the identified equipment, or is complete replacement of piping within the mechanical room required? | SOW Section 0001 states 'Disassembly of all pipes and parts that are no longer needed or need to be replaced.' The contractor must determine the limits required for a complete and functional new system. | |
| 28 | Please confirm whether any existing mechanical drawings, as-built drawings, equipment schedules, control diagrams, or piping schematics are available for the facility. If available, please provide them. | All available information has been distributed. If it hasn't been distributed, we do not have that information. | |
| 29 | The Scope of Work identifies air-cooled chillers to be installed in the basement. The photographs appear to show an existing intake- and exhaust-air arrangement serving the current chillers. Please confirm that the replacement chillers are intended to utilize the existing basement intake and exhaust-air openings. |
| Pretty sure the contractor is expected to evaluate and modify the ventilation system as necessary to meet the airflow and heat-rejection requirements of the selected chillers - but just checking. | Yes. SOW Section 0002 states 'The exhaust air from the chillers shall be routed through a ventilation duct...to the existing masonry exhaust shaft'. It also states 'The ventilation duct’s and recirculation dampers shall be replaced and adapted to the new equipment'. Contractor must evaluate and adapt. | ||
| 30 | Please confirm whether a separate mechanical ventilation calculation or ventilation-system redesign is required for the basement mechanical room. Did not see one on site visit. | Yes. The contractor is responsible for a complete and functional system. If the new chillers require a ventilation redesign to operate correctly, this is within the contractor's scope of providing a full installation plan (A2.08e). | |
| 31 | Please identify if you have any Government criteria for maximum room temperature, minimum air changes, noise limits, or equipment heat-rejection performance. | There are no requirements/specifications for these items. | |

| 78 | Please identify any limitations on container size, placement, security, or duration. | No limitations | |
| 79 | The Scope of Work references reserve refrigerant supplied in cylinders or a storage cage. Please clarify the required refrigerant quantity and whether permanent on-site refrigerant storage is required. | The quantity of refrigerant contained in the new chillers. |
The core requirement here is about permanent ownership, not the final storage location. The contractor must provide a backup supply of refrigerant (matching the exact type and quantity contained in the new chillers). Crucially, this must be delivered in purchased cylinders enclosed within a purchased steel-mesh box. The industry standard is often to provide these as rental or leased items, but that is strictly unacceptable here. The cylinders and the box must become the permanent property of the Government. The contractor's responsibility is simply to deliver these owned items to the project site. Whether DPW ultimately stores them on-site or moves them to another facility is irrelevant to the contractor's scope of work.
| 80 | Please identify the approved storage location and applicable installation or security requirements. | As stated in the Scope of Work: 'For each chiller, the respective refrigerant shall be delivered as a backup supply in proprietary cylinders within a proprietary steel-mesh-box.' To clarify, 'proprietary' in this context means that the cylinders and the steel-mesh box must be purchased and owned outright (provided by the Contractor). Rented or leased cylinders and boxes are not acceptable. Permanent on-site storage of this backup supply is required. |
| 81 | Please confirm the required extent of hydronic and air-system testing and balancing. | Yes, confirmed - from the new installed parts/systems |
| 82 | Please clarify whether testing must be performed by an independent certified testing-and-balancing contractor and identify the required certification standard, if applicable. | No, not by an independent certified contractor. However, work must be performed by certified personnel (A2.08d) and reports must comply with DIN/DIN-EN regulations (A2.08j). |
| 83 | Please provide the required sequence of operation for the chillers, heat-pump heating operation, pellet-boiler interface, pumps, buffer tanks, ventilation fans, refrigerant detection, alarms, and central BMS integration. |
