Questions and Answers
Solicitation #W564KV-24-R-0048
4 September 2024
1. Question: Regarding past performance, we do not have the exact past performance requested in our company, however, we plan to use our network of technicians and repair companies to perform in this job. We have supplied IMCOM E with spare parts for their needs in the past. We have bid on this project in the past. Is there any way to eliminate this requirement as it would prevent us from bidding on this requirement?
Answer: No. The U.S. Government cannot eliminate this requirement as it’s part of the Technical Factor-Technical Experience as referenced in the addendum to provision 52.212-2 in the solicitation.
2. Question: Regarding certifications, our ISO 9001:2015 certificate was valid until 06 OCT 2023, is this certificate still acceptable for you? The methods and structures developed to get this certification are still in use, therefore we have skipped to redo it for now as it would not develop our company any further rather than just being a financial burden. If necessary and in case of an award, we will redo the certification and submit a new and valid ISO certificate.
Answer: There’s no requirement to submit the ISO 9001:2015 certificate before contract award. See PWS para. 1.5.2 which states “The contractor shall be responsible for internal Quality Control (QC) that ensures satisfactory performance of this contract. The contractor shall maintain an ISO 9001:2015 certification for the duration of the contract.
The contractor shall provide this certificate to the KO, Quality Assurance (QA) Specialist and the COR within five (5) working days after contract award (Deliverable A002).”
3. Question: Attachment 2 shows the historical workload, but apparently only for 1 year for AFH. Can we please get the Historical Workload of the last 4 years with AFH and
UPH?
Answer: The number of repairs is an average of actual repairs during the timeframe of October 20 thru May 2023. The number of repairs contains both AFH and UPH.
4. Question: Regarding attachment #2, can we have a list of what type of work falls under the heading “repairs at customer “? Please elaborate further on what actually has been performed at the customers home.
Answer: According to PWS paragraphs 5.72, 5.73 and 5.7.4, “ The contractor shall complete all repairs, as much as possible on site during the first visit at the customer’s home or at troop buildings, to include safety checks. At all times, the contractor shall have the needed repair parts in the service vehicle, there should be no return visit at the customer due to lack of repair parts. Deficiencies will be tracked through the PRS checklist.”
The repairs vary from 5 min jobs (cleaning lint filters, emptying condensers, etc.) to extensive repairs (drum bearing, heating element, motor exchange, etc.).
