Noncompliance with the RFP requirements may hamper the Government's ability to properly evaluate the offer and may result in elimination of the offer from further consideration for award.Offeror is cautioned to follow the instructions carefully and is encouraged to present its best technical offer and prices in its initial submission, because the Government intends to evaluate offers and award a contract without discussions with offerors. Offeror shall submit an offer that is self-sufficient and responds directly to the requirements of this solicitation. If an Offeror believes that the requirements in these instructions contain an error, an ambiguity, omission, or are otherwise deemed unsound, the Offeror shall immediately notify the Contracting Officer (KO) in writing with supporting rationale.
