| 1 | In regards to subfactor 3 for the approval of the veterinary in regards to meat products- how to arrange the approval of our supposed partner for this in advance? Is there a link to "approved sources"? | 1 | https://sph.health.mil/ is the public link to the U.S. DoD Approved Sources directory. Appendix K under PHC link will list all approved sources in Europe. |
| 2 | Is there a site survey date and can we participate? | 2 | No, a Site Visit will not take place, however in its place a public forum will be conducted, reference Addendum to FAR 52.212-1 paragraph 11. |
| 3 | Is it possible to split the solicitation into portions, especially the helipads due to the complexity and huge amount of equipment needed? | 3 | During the Request for Information (RFI) phase of this project, vendors indicated they could execute the requirement as we have solicited it, and given the time constraints we are now facing, it is not possible to 'split the requirement'. Subcontracting should be explored. |
| 4 | How is the Government going to ensure that EU labor, and specifically French labor laws are being complied with? | 4 | The contract will contain DFARS Clause 252.222-7002 Compliance With Local Labor Laws (Overseas). |
| 5 | Subfactor 3, where can we find the ruminant meat product approved sources. | 5 | As discussed during the forum, the VETCOM approved food sources can be found at https://sph.health.mil/ . Once on the site, the vendor can click on the "PHCR-Europe" link in the upper left hand corner which provides a list of approved food sources. The vendor should be able to demonstrate in their proposal that the food being sourced by the catering vendor is from the approved list. |
The Government updated Subfactor 3 to state:
The vendor shall attest that food products will be procured from a US Army Veterinary (VETCOM) approved source as found at https://sph.health.mil/ .
If the vendor attests in the affirmative that food products will be procured from a US Army Veterinary (VETCOM) approved source as found at https://sph.health.mil/ then they will be determined acceptable for award. If the vendor attest does not attest, or attest in the negative that food products will be procured from a US Army Veterinary (VETCOM) approved source as found at https://sph.health.mil/ then they will be determined unacceptable for award.
| 6 | Is catering just for delivery of the food items, or will there be space to use and install a kitchen? | 6 | There will be a dinning facilities tent (DFAC) tent provided by the vendor to set up a kitchen and serving area. Each site has a requirement for 1 DFAC tent see PWS paragraphs 5.1.1.1, 5.2.1.1, and 5.3.1.1 |
| 7 | The period of performance starts on May 13, but for items like the fence and roadway could we start on the May 15th? | 7 | The POP includes mobilization time, but everything shall be fully operational by May 30th 2024. The Government may get authority from French officials to get earlier access to each site, but that will be discussed at the post award conference (PAC). The POP specified in the solicitation is based on the most current information provided by French officials. |
