A.0001 MATCH Pre-Travel Coordination requirements

All contractor employees, to include role players and interpreters, must provide their names and personal information to the applicable U.S. Army and Coalition Force Counterintelligence and Law Enforcement entities. Contractor personnel, who do not pass the security screening/background check, will not be allowed to perform required services. The contractor shall replace the individual in 5 days with no disruption to the event, and at no extra cost to the Government.
No less than 10 working days before arrival into country.

Implementation / Planning Meeting.

Attend meeting and provide final input on status of training event preparation, to include 100% required SME resumes listing deployment experience, related experience and training, current passport confirmation, signed SME NDAs, lists of SMEs, role players, and linguists for installation access preparation, a Good Conduct Police Certificate (GCPC) for each role player and linguist, any required modified POIs, scripts, developed scenarios and practical exercises, as well as confirmation of ready ODC equipment.
5 working days before the MATCH training event start date. (1-day grace period)

A.0003 Site Lead Contract Management.

IAW PWS, provide a designated Site Lead, who shall execute contractual authority in programmatic decision-making.
Site Lead to act as a representative in behalf of the Contractor, and shall be empowered by the Contractor to make timely programmatic decisions as requested by the COR and Government Functional Representative.

Contractor provides after action report to include a review of student performance and feedback, logistics, materials, and personnel.
Contractor shall provide in writing NLT 5 working days after the MATCH training event end date. (1 day grace period)

A0007 Quality Program
Review. 5.3.5.
Attend government elected quality program review at the time of the After-Action Meeting (see para. 5.3.4) to discuss the quality of the contract implementation of the current contract year. The quality program review will include contractor performance, position fills, timeliness, and meeting the deliverables.
The contractor shall provide written feedback in response to the program review within 10 working days.

The Contractor shall develop procedures covering key control that shall be included in the Quality Control Plan. Such procedures shall include turn-in of any issued keys by personnel who no longer require access to locked areas
The Contractor shall establish and implement methods of making sure all keys/key cards issued to the Contractor by the Government are properly accounted for.

Installation Pass Control 1.4.18.2
The contractor shall ensure its employees return their installation pass on the last day of work.
All lost passes shall be promptly reported to the Contracting Officer’s Representative
(COR).

AT Level I 1.4.19.1
All contractor employees, including subcontractor employees, requiring access to Army installations, facilities, or controlled access areas shall have AT Level I awareness training completed within 30 calendar day after contract start date, or within 30 calendar days of new employees' commencing performance.
The contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee to the COR or contracting officer within 30 calendar days after completion of training by all employees and subcontractor personnel

A0011 iWATCH Training 1.4.19.4
The contractor and all associated subcontractors working within an Army-controlled installation, facility, or area, will brief all employees on the local iWatch program (training standards provided by the requiring activity Antiterrorism Officer).
This training shall be completed within 30 calendar days of contract award and within 30 calendar days of new employees' commencing performance, with the results reported to the COR no later than 60 days after contract award

A.0012 SAM / SCR 5.4.1
The Contractor shall report ALL Contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for Vendor via a secure data collection site
Reporting inputs will be for the labor executed during the period of performance during each Government FY, which runs from October 1 through September 30.
