HITE RFP Attachment 4a Sample STX SCENARIO Bavaria and Prague The United States Armed Forces, acting multilaterally with its Coalition partners, and under the authority of several UN resolutions, are preparing to invade the western regions of the country of Prague. As of 20 December 2020, U.S. and NATO forces have begun conducting Enhanced Forward Presence (EFP) missions on all Eastern border areas in the Black Sea Region, the Baltics Region, and the North Sea Region. Prague was identified as having a regime that is harboring international terrorists and Professional Military Companies (PMC) who have a history of being hostile toward Western countries, especially the United States and other NATO countries. Additionally, Prague has been known to sponsor terrorist acts that have killed thousands of people around the world over the past ten years and has aligned itself with near-peer adversaries to the U.S. and NATO. Prague poses a threat to its peaceful neighbors in the Baltics and Black Sea regions, threatening them constantly with Weapons of Mass Destruction (WMD), sponsoring and conducting numerous cyber-attacks against countries around the world but especially countries along their western border, and making occasional incursions that have caused casualties and large-scale destruction. Prague’s neighboring countries have sought the help of the United States, NATO, and its Coalition partners to end these threats and incursions.

During the EFP mission, Prague has increasingly threatened war and has used PMCs and cyber-warfare to influence the global opinion of western aligned countries and their populations. In the regions where the EFP is active there is increasing insurgency activity, strengthened by PMC personnel and foreign Mujahadin fighters from various countries and returning from conducting operations in Syria, North Africa, and other hot spots around the world. Elements of the Prague regime’s Special Purpose Forces (SPF) have also participated in attacks, espionage, sabotage, cyber-attacks, and information warfare operations inside of countries that are part of NATO on the eastern most NATO border. The preferred method of attack on Coalition Forces is by information warfare, cyber-attacks, with the potential of Improvised Explosive Devices (IED), sniping and ambushes to prepare for invasion by Prague forces.

Coalition Forces have two major bases in Bavaria supporting EFP, located in Grafenwoehr and Vilsek. Several cities have been identified as neutral or friendly to Coalition Forces, including Eschenbach and Amberg. The hotbed of the insurgency and SPF/PMC activity is Weiden, where threats of attacks against the Coalition take place on a daily basis and have the potential to become real attacks. Hirschau is the hometown to a disenfranchised Bavarian population and is likewise very hostile to the Coalition. The town of Pressath has been identified as the primary source of cyber-attacks on U.S. networks, and harbors numerous suspected bomb-makers and sympathizers. Freihung possesses the same notoriety as Pressath, and appears to be the source of potential IEDs that can be used against the Coalition.

Several HVTs (High Value Targets) have returned from fighting in Syria and North Africa and are being sought by Coalition Forces, including suspected Al-Qaeda operative and financier Ali Abdul Sulieman, who carries a twenty million dollar prize tag on his head. The Coalition believes, although unconfirmed, that his base of operations is in Weiden. Other HVTs, include unidentified members of the Prague SPF who conduct information warfare, sponsor cyber-warfare against western countries, prepare the environment for invasion through sabotage and other unconventional warfare operations and have been known to use international PMCs as cover for their operations and movements around the world.

Collecting actionable intelligence, which will enable Coalition leadership to discover the intentions of near-peer threats, especially the potential of invasion of Prague forces is a national priority. Additionally, collecting actionable intelligence that will enable Coalition forces to neutralize insurgent operations is one of the highest priorities due to the force protection posture of forces conducting EFP operations. Coinciding with this priority and of utmost importance is the capture or killing of Sulieman. It is believed that his capture or death will strike a critical blow to any insurgency and potential support for Prague forces invading.
