7.1. Attachment 1/Technical Exhibit 1 - Performance Requirements Summary (PRS)

4) PWS Part 5 Section 5.2.1 Specific Tasks: The Program of Instruction
(POI)
The contractor shall provide suggestions, recommendations or changes to the POI that would be beneficial to the goals of the evaluation event. The POI to include any approved modifications to the POI shall remain the property of the Government.

5) PWS Part 5 Section 5.2.2 Specific Tasks: Scenario Development with Classroom Presentations
The contractor shall research, staff and develop a real-world integrated Balkans area of operations scenario with classroom presentations for the USAREUR-AF G2X Tactical HUMINT and CI STX. The STX Scenario will require roles to have the ability to be continuously updated and built upon for future exercises.

6) PWS Part 5 Section 5.2.3 Specific Tasks: Contractor shall comply with PWS provisions relating to MATCH Implementation / Planning Meeting.
Attend meeting and provide final input on status of training event preparation, to include 95% required SME resumes listing deployment experience, related experience and training, current passport confirmation, signed SME NDAs, lists of SMEs, role players, and linguists for installation access preparation, a Good Conduct Police Certificate (GCPC) for each role player and linguist, any required modified POIs, scripts, developed scenarios and practical exercises, as well as confirmation of ready ODC equipment.

7) PWS Part 5 Section 5.2.3.1 Specific Tasks: Travel Restriction due to COVID
If travel is not possible due to COVID restrictions such as mandatory Restriction of Movement (ROM) or other unforeseen events, contractor shall provide checklist of site survey requirements for the USAREUR- AF G2 HTCT NLT than 60 days prior to exercise execution date.

8) PWS Part 5 Section 5.2.4. Specific Tasks: Exercise and Design of POI
The contractor shall ensure all presentations and information are able to be presented over an eight
(8) day mentoring period (tentatively set 17 through 24 June 2021). The MATCH exercise activities for U.S. and Multinational forces shall be executed at the Grafenwoehr Training Area and the surrounding local communities, Germany.

9) PWS Part 5 Section 5.2.5. Specific Tasks: Government Provided STX Scenario
The Contractor shall develop/modify the exercise to include the follow:
a) Be based on current operations in the Balkans
b) Consist of writing vignettes, role playing, roles, role player biographies and inject
c) Implement a scenario that shall exercise the collection and analytical skills of the intelligence professional
d) Reflect the Scenario being executed within the local community

10) PWS Part 5 Section 5.2.6 Specific Tasks: Evaluation Goal
The contractor shall ensure that the most current and effective event possible is conducted to enable the participants meet the challenges of managing HCT / FHT assets and conducting NATO HUMINT and CI Operations during deployment in support of operations in the KFOR AOR.

11) PWS Part 5 Section 5.3.1 Specific Tasks: Exercise Performance Players
The contractor shall ensure all role players identified as part of the event are available to perform the POI task within the dates and time specified within PWS Section 1.

12) PWS Part 5 Section 5.3.1.1 Specific Tasks: Required Skills
The contractor shall ensure all contractor personnel have the required skills, qualifications, and background to perform the tasks as detailed in paragraph 1.4.11 and all subparagraphs of 1.4.11 of the PWS.

13) PWS Part 5 Section 5.3.2 Specific Tasks: MATCH Implementation/Planning Meeting.
No later than (NLT) 5 working days before the start date of the event, the contractor’s STX Coordinator/Trainer shall participate in a MATCH implementation/planning meeting to coordinate, review, and finalize the objectives and the scenario planned for the specific event.
Note: The implementation meeting shall be on-site at the designated exercise location identified within the specific Task Order.

14) PWS Part 5 Section 5.3.3 Specific Tasks: Contractor shall comply with PWS provisions relating to After Action Report (AAR).
Contractor provides after action report to include a review of student performance and feedback, logistics, materials, and personnel.

15) PWS Part 5 Section 5.3.4 Specific Tasks: Contractor shall comply with PWS provisions relating to Quality Program Review.
Attend government elected quality program review at the time of the After Action Meeting (see para. 5.3.4) to discuss the quality of the contract implementation of the current contract year. The quality program review will include contractor performance, position fills, timeliness, and meeting the deliverables.
