The following are questions and answers asked for W564KV‐16‐T‐0035, Amendment 0007
1) CLIN0002, Speed Queen LES27AWG4518
The model referenced is obsolete and has no replacement that meets the power output requirement of max. 3500W. It was explained in earlier stages of the procurement process that there are no active models of US‐style electric dryers that meet all power output requirement of the solicitation (only models produced before 2012 would comply.)
The Brand Name model was discontinued few years ago once US Department of Energy introduced more stringent regulations on clothes dryers. All US laundry manufacturers, including Speed Queen, were forced to redesign their electric dryers so that they comply with the new energy ratings (lower energy consumption.) The manufacturers opted for replacing the existing heating elements (3000‐ 3500W) with higher‐wattage heating elements (4200‐4700 W), which allowed for reduction in the total energy consumption of the dryers. The high‐wattage heating elements draw power only in short bursts, not constantly, which lowers energy consumption and total drying time. However, since the improved efficiency electric dryers have heating element of 4500W and higher, they require a 30Amp panel.
Please note that high‐wattage heating elements in the clothes dryers have been used in the North American market for much longer, and North American households are equipped with 30Amp panels but they are less common in European households.
Any company offering the Brand Name model will not be able to fulfill the delivery, if awarded, and will ultimately offer replacement model that will have to be verified by the contracting office for compliance with the salient characteristics.
Please remove the model as Brand Name for the reasons stated above.
Answer: The USG has taken into consideration the potential offeror’s statement and offers the following response: It is atypical to find a home in Europe that can handle the amperage load requirements of a higher wattage dryer. While USG acknowledges that the appliance is no longer in production, its own market research showed that it is still commercially available and the USG has an identified current need for the appliance.
2) CLIN0002, Speed Queen SSE807‐3000.
The model referenced is a stacked commercial dryer (dryer on top of a dryer) for commercial use, which does not meet the requirement of the domestic use.
Furthermore, the model does not meet the total connected load requirement of 3500W, point 4 of the salient characteristics (page 6 of the Amendment 0007.) Per manufacturer’s specifications (attached), the model has a maximum power output of 4200 W x2, which is a total combined power output of 8400 W.
Please remove the model as the Brand Name as it is noncompliant with the Solicitation Requirements.
Answer: Brand name for Speed Queen SSE807‐3000 has been removed.
3) CLIN0003, Frigidaire MSRG2020BRW
Model is incorrect (does not exist under Frigidaire brand); please provide correct model number and manufacturer’s specification sheet for reference.
Please note that per manufacturer’s nomenclature, “20” would indicate net capacity of 18‐18.4 cu.ft, which is larger than required by salient characteristics (15.9‐17.4 cu.ft.)
Please correct the brand name and model number, or remove as Brand Name.
Answer: Brand name model have been updated to Frigidaire by Electrolux MRTW23V7RW. The maximum capacity requirement has been removed.
4) CLIN0003, GE GTE16CBCRWW
Model is incorrect.
GE Appliances used to manufacture 220V~50Hz appliances (until 2014) and among them refrigerators GTE16HBWW or GTE16DT but both units were 15.5 cu.ft / 448 Liter (see specs attached), and had “B” Energy rating.
Please see the screenshot of a page from 2007 GE refrigeration catalog that lists total Gross capacity at 448 L and total Net capacity at 432 L. Those capacities do not meet the requirement of Net capacity for CLIN003 as listed in the salient characteristics on page 6 of the Amendment: Total Net Capacity 450L/15.9 – 493/17.4 cu.ft.
Please remove the model as Brand Name model as it does not exist and similar models do not meet the capacity and Energy requirements, as explained above.
Answer: Brand name GE GTE16CBCRWW has been removed.
5) CLIN0004, Frigidaire 5WT519SFEW
The model number referenced is not a Frigidaire brand but a Whirlpool brand.
Please correct the description.
Answer: Brand name model has been updated to Whirlpool 5WT519SFEW. Maximum capacity requirement has been removed.
6) CLIN0004, Frigidaire MRTW23V7RW
Brand Name Model does not meet the capacity requirement. The unit has a capacity of 20.5‐20.6 cu.ft, or 581‐583 Liters (581 L according to ISO and 583 according to AHAM), whereas the solicitation requirement is for 17.4‐19.5 cu.ft and 493‐552 Liters, as per salient characteristics on page 7 of the Amendment 00070.
Please remove the model as Brand Name as it is noncompliant with the Solicitation requirement.
Answer: Brand name Frigidaire MRTW23V7RW has been removed.
7) CLIN0005, Siemens WM14W590
Brand Name Model does not meet the water consumption requirement, as per point b of the salient characteristics (page 8 of the Amendment 0007.) Per manufacturer’s specifications (attached), the water consumption is 11220 Liter, and requirement is for 10700 Liter or less.
Additionally, the model has inscriptions in German language, not English or international symbols, as required in the salient characteristics point j (page 8 of the Amendment 0007.)
Finally, the manufacturer lists max. RPM as 1379, not 1400 (see page 1 of the attached specifications, highlighted.)
Please remove the model as Brand Name, or correct the specifications to adjust water consumption level, maximum RPM to 1400 RPM +/‐ 3%, and confirm inscriptions in German language are acceptable if manuals and instructions for the unit offered are provided in English.
Answer: Technical specifications updated to add the following:
‐ Highest spin speed at minimum 1400 RPM +/– 3%.
‐ Water consumption changed to 12,000 liters
‐ If manuals and instructions are provided in English, German inscriptions are acceptable on the appliance
8) CLIN0005, Siemens WM14E4G7
Brand Name Model does not meet the point j of the salient characteristics (page 8 of the Amendment 0007): model has inscriptions in German language, not English or international symbols, as required.
Secondly, the manufacturer lists max. RPM as 1391, not 1400 (see manufacturer’s specifications attached.)
Furthermore, the door size is 30mm, not 32mm, as required in point e of the salient characteristics (page 8 of the Amendment 0007.)
Please remove the model as Brand Name, or correct the specifications to adjust door opening to min.
30mm, adjust max. RPM to 1400 RPM +/‐ 3%, and confirm inscriptions in German language are acceptable if manuals and instructions for the unit offered are provided in English.
‐ Highest spin speed at minimum 1400 RPM +/– 3%.
‐ Door size updated to (minimum 32 cm diameter, +/‐ 3%
‐ If manuals and instructions are provided in English, German inscriptions are acceptable on the appliance
9) CLIN0006, Speed Queen LWNE52SP303UW01
Brand Name Model does not meet the required water consumption of 15‐20 Gallons (56.78‐75.70 Liters), as per salient characteristics of the US‐Style washer, point f (page 9 of the Amendment 0007.)
Brand Name model has an average water consumption of 92.2 Liters, as per manufacturer’s specification (see below.)
Please note that only non‐agitator models of US laundry can meet the water consumption requirement, as explained in our Questions at earlier phases of the procurement process.
Finally, the model does not have Energy Label “A+” or Energy Star Certificate, as required by Paragraph 3 Certification, Listing, point d (page 10 of the Amendment 0007.) Only European‐style washers (front loading) would qualify for Energy Label A+ or Energy Star Certificate.
Please remove the model as Brand Name, or correct the technical specifications for CLIN0006.
‐ Average Water Consumption should be no more than 35.0 gallons/133 Liters ‐ The specification has been updated to exempt this appliance from the requirement for appliance certifications in the specification at 3)d.
10) CLIN0006, Speed Queen LWN311SP301NW22
Brand Name Model does not meet the required water consumption of 15‐20 Gallons (56.78‐75.70 Liters), as per salient characteristics of the US‐Style washer, point f (page 9 of the Amendment 0007.)
Brand Name model has an average water consumption of 118.9 Liters, as per manufacturer’s specification (attached.)
Please note that only non‐agitator models of US laundry can meet the water consumption requirement, as explained in our Questions at earlier phases of the procurement process.
Additionally, the manufacturer’s specification sheet lists only 3 cycles: Regular, Permanent Press and Delicate, whereas requirement is for min. 4 preset cycle selections, point 21 (page 9 of the Amendment 0007.)
‐ Average Water Consumption should be no more than 35.0 gallons/133 Liters
‐ Minimum 3 Preset cycle selections.
